The Grant County Board of Commissioners are pleased to write in support of the Port of Moses
Lake's (Port) application for the Westside Employment Center (WEC) — Industrial Park. With
industrial sites at the Grant County International Airport almost completely occupied, the
addition of the Westside Employment Center site not only expands opportunities to continue
serving the growing market for the aviation and aerospace sector, but also provides additional
sites for agricultural and manufacturing facilities. As a master planned industrial, commercial
and support complex, it will provide a coordinated location for major employers instead of
random location of individual facilities.
The WEC is a total of 2,299 acres, of which 1,607 acres are owned by the Port. The property is
undeveloped, without utility or road infrastructure or direct access to major highways. This site
would require development of infrastructure, access, and services before it could support any
new businesses. To address the need for access and infrastructure on site, the Port has proposed
the formation of a Local Improvement District (LID). The LID, which must be supported by the
Port and benefitted property owners, would provide upfront funds to design and construct shared
infrastructure. Proposed infrastructure includes access to Highway 17, an access road to each
property owner's parcel, potable water, and sanitary sewer service.
The Port's WEC project represents a sizeable industrial development opportunity for Grant
County. Their feasibility study outlines from a conservative assessment that the total
employment impact is estimated at 30,253 new jobs and almost $9.4 billion in economic growth.
