Enhancement Funds Incentive Payment

Request Summary:
In September 2022, Grant County received "Enhancement Funds" from the Washington State
Health Care Authority eannarked for Behavioral Health Workforce Stabilization. The County
has received $806,234.13 in these funds that are ready to be dispersed to staff. The County will
provide a one-time incentive payment to all eligible employees in the following manner:
a) A one-time $8,000 Retention incentive payment will be provided to all eligible non -
represented individuals.
b) To be eligible the individual must be actively employed by Renew as of November I.,
2022 and
c) To be -eligible the individual must agree to maintain employment from January 1
2023 to December 31, 2023.
d) A full incentive payment will be paid to each individual. There will be no proration
per FTE.

Other Factors:
- The funds are provided by the state through a workforce stabilization funding. If not
used, they will have to be returned. The purpose is to intent employees to come to and
remain at Renew.
- The stipend for represented employees will be authorized through a separate
memorandum of understanding with Teamster 760 and Grant County Public Employees
Association.
- The stipend for non -represented employees does not include employees outside the
Behavioral Health group (excludes DCL).
