The time has come to consider updating this signalized intersection. The technology of the controller.,
pedestrian buttons and loop detection has progressed greatly in the last 22 years.
Staff requests authorization to create a CRP number to proceed with this project.

Overview
Grant County Public Works currently only has one traffic signal
in the county. This signal is located at the intersection of Patton
Boulevard and Loring Drive, in the Larsen Housing area in rural
Moses Lake,
This signal was installed between the fall of 2020 and the spring
of 2021, making this signal approximately 22 years old. This
signal has run pretty consistently during the past 22 years only
requiring some minor repairs.
The time has come to consider updating this signalized
intersection. The technology of the controller, pedestrian buttons
and loop detection has progressed greatly in the last 22 years. The
upgrade would include adding a complete new signal cabinet, this
cabinet is built offsite and shipped as a complete unit. Replacing
the aging loop detection with radar loop detection. -Upgrading all the
signal lights to newer more efficient LED bulbs. Replacing all the
pedestrian crossing buttons to the new ADA compliant audible
pedestrian buttons.

Washington State Department of Transportation and the City of Moses
Lake has. recently made these upgrades to their signalized intersections
in the area. By allowing this upgrade Grant County would be operating
the same hardware and software as both of these sister agencies.

Fiscal and Poligy Implications
This proposed upgrade has two parts, first is requesting to purchase the material signal cabinet
loop detectors, pedestrian ' buttons and LED 5 1
bulbs from the state contract. The secondp art of this
request would be to authorize Public Works to go to bid for the installation of the material.
This is the process that was utilized by both WSDOT and the City of Moses Lake.
The estimated cost for the material is approximately $57,000 and the estimated cost for installation
is approximately $70,000.
