HomeMy WebLinkAboutBid Related - Central ServicesFor BOCC approval Grant County Central Services POBox 37 Ephrata WA 98823 (509) 754-2011 Ext -3276 Fax (509) 754-6007 January 7, 2021 On Tuesday January 5`h it was discovered that an 8" cast iron rain leader exiting the Annex through its foundation wall on the north end of the building had cracked, failed and is leaking water into the tunnel under the annex. Furthermore, downstream and outside of the building there is some type of blockage in the pipe transiting to the cities storm sewer causing the water that was passing to backup and overflow at a cleanout location flooding apart of parking lot "A" This is an emergent situation that could cause damage to the building and its physical assets. I spoke with all 3 Commissioners over a period of about 24 hours letting them know that we would be utilizing whatever local contractors we could to quickly assess and repair the rain leader. As per RCWs 39.04.280 (1) & (2-b) and through guidance by MRSC, Central Services is both memorializing the conversations between myself and the Board and requesting authorization to waive competitive bidding, as cited below. RCW 39.04.280 (1) (1) Competitive bidding requirements may be waived by the governing body of the municipality for: (2) (b) If an emergency exists, the person or persons designated by the governing body of the municipality to act in the event of an emergency may declare an emergency situation exists, waive competitive bidding requirements, and award all necessary contracts on behalf of the municipality to address the emergency situation. If a contract is awarded without competitive bidding due to an emergency, a written finding of the existence of an emergency must be made by the governing body or its designee and duly entered of record no later than two weeks following the award of the contract. County Bidding Book / MRSC If a county chooses to use one of the exceptions in RCW 39.04.280(1) for a purchase, other than in the event of an emergency, the county legislative authority must either: (1)p ass a resolution, stating the factual basis for the waiver; or (2) apply a previously adopted written policy. If the county legislative authority chooses the latter, immediately after the award of any contract, the contract and the factual basis for the waiverpust be recorded and open to public inspection.
