The motion passed unanimously. 1. Resolution No. 21 -006 -CC in the matter of closing the Ephrata Landfill during emergency events i.e., high winds, fires etc. (Approved) 2. Resolution No. 21 -007 -CC Governing Emergency Road Limitations on County Roads, the issuance of Special Motor Vehicle Permits to use on weight restricted County Roads, and fixing penalties for violations thereof. (Approved) 3. Amendment #14 to contract between Grant County and Pacific Groundwater Group for the Ephrata Landfill Remedial Investigation, Feasibility Study, and Clean Up Action Plan — Phase 1 North End Supplemental Investigation. The additional budget under Change Order 14 is $55,464.00 which brings the total authorization under the original 2007 contract to $3,834,103. (Approved) 4. Authorization to call for bids by the Department of Public Works for 2021 Crushing and Stockpiling. Bid opening date to be on February 9, 2021 at 1:30 P.M. (Approved) 5. Resolution No. 21 -008 -CC Notice of Hearing to vacate surplus rights along Parcel #121306000 in Stratford Town Plat. Hearing to take place Tuesday, February 16, 2021 at 1:30 P.M. (Approved) 6. Towable Rock Rake Award Recommendation for lowest bidder, RDO Equipment to furnish and deliver two (2) Towable Rock Rakes in the amount of $19,501.16 including sales tax. (Approved) 2. Signature Authorization form for Contract E21-018 with Multi Agency Communications Center (MACC) and Washington State Military Department, fiscal year 2021 SECO County Coordinator Professional Development Contract for E911 services. (Approved) 3. Multi -Agency Communications Center (MACC) Bond Claims Payment Request (Batch 9-10) in the amount of $3,912.69. (Approved) 4. Reimbursement Request #18 on Washington State Department of Commerce Consolidated Homeless Grant (CHG) No. 20-46108-10, administered through the Grant County Housing Authority, in the amount of $19,810.35. (Approved) 5. Reimbursement Request #4 for December 2020 on Washington State Department of Commerce Eviction Rent Assistance Program (ERAP) Grant No. 21-4614C-108, administered through the Housing Authority of Grant County, in the amount of $588,648.02. (Approved) 6. Letter of re -appointment for Marge Steinmetz to the Grant County LEOFF-1 Disability Board for another two-year term beginning January 22, 2021 through January 21, 2023. (Approved) 7. Letter of re -appointment for Chris Blessing to the Grant County Mosquito Control District #1 for another two-year term beginning January 19, 2021 through January 18, 2023. (Approved) 8. Recommendation by Commissioner Danny Stone to reverse the decision by the previous Board of Commissioners and redraft the award letter to the Port of Coulee City on the Strategic Infrastructure Program (SIP) Project No. 2019-12 for the Coulee City Medical Clinic and remove the stipulation that a letter of support must be received by the Hospital District No. 4 / McKay Healthcare and amend the completion date to January 19, 2022. The grant award is in the amount of $169,000.00. (Approved) 9. Reimbursement #3, Request #3 on the Washington State Department of Commerce Shelter Program Grant No. 21-4610C-104, in the amount of $5,470.25 for pass through funding for HopeSource on December 2020 expenses. (Approved) 10. Request authorization for the release of Strategic Infrastructure Program funding to the Port of Warden, SIP Project #2020-03 for their Port of EMS Helipad Construction, in the amount of $53,813.00 grant. (Approved) AUDITOR'S OFFICE 11. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. Application from Ashley Watkins for Resale of Tax Title property for Parcel 06-0584-000 with a starting bid of $700.00. Parcels are within Lots 1 to 4, block 68 Warden, 2nd ADD (S 17 T 17 R 30 EWM). The Treasurer recommends approval of the offer. (Approved) 13. Annual adoption of the County Investment Policy as provided by the Finance Committee and adopted by their Resolution No. 2017-1 on August 29, 2017. There were no changes to the policy in 2019. (Approved) TECHNOLOGY SERVICES 14. Purchase Order No. 344 in the amount of $16,351.58 to ednetics for software maintenance. (Approved) 15. Purchase Order No. 345 in the amount of $8,455.20 to CDW-G to purchase Veeam Backup for Microsoft Office 165 software. (Approved) GRANT INTEGRATED SERVICES 16. Held from the January 12, 2020 Consent Agenda: Lease Agreement with Grant County Public Hospital District No. 5 dba Mattawa Community Medical Clinic to lease office and procedure room space located at the facility in the amount of $800.00 per month. Term is January 1, 2021 through June 30, 2021. (Item held once again, awaiting Hospital District signature) 17. Amendment Number 2 for the Washington State Health Care Authority, Client Services Contract, Criminal Justice Treatment Account (CJTA) Funded Treatment and Recovery Support Services, through Grant Integrated Services, Contract No. K3958. The amendment decreases the contract total by $21,117.300 to a new contract total of $147,210.00.
