T. Dustin Canfield For the last 15 years, the Grant County Corrections Division have been using Kenwood
Chief Deputy Radios for all the internal communication, including court security. Over the course of the

ext. 2021 demand for our radio traffic. We encounter daily issues with clear communication with

At this time, I am requesting that an exemption for the bidding process be granted, to

and mistakes that could delay an adequate response to a positive COVID-19 arrestee.

month to start their process, that will include a complete walkthrough of our facility. I have attached a
copy of their quote for viewing.
As a leader within the Sheriff's Office, we are always forward thinking, and looking for ways to improve
our response, especially to the COVID-19 Pandemic. With the increasing COVID-19 numbers within
Grant County, it is imperative that we increase our ability, not only to clearly communicate within the
jail and court security, but to also have that direct line of communication with all our law enforcement
partners. I believe this is adequate cause to allow for the exemption for competitive bidding.
My intent is to utilize the Jail Concession account 112.154. Please transfer $35,000 from communication
account 112.154.00.0000.523604200, and $35,000 from professional services account
112.154.00.0000.523604100 and transfer the total of $70,000 into Machinery -Equipment account
112.154.00.0000.594236400 to cover the cost of the project.

design for the specific Public Safety Frequencies for this jurisdiction with expandability to

Emergency Responder Radio System
This system is designed to provide Public Safety Radio Coverage for:

In compliance with the Fire Code. Installation, testing, and documentation of the cable
system will be done in compliance with the applicable standards in accordance with all plans
and specifications.
1. Building Coverage: All residential units, common areas, inside parking and office areas will
be covered. This system is designed to provide coverage for at least 95% of all areas of the
buildings and 99% in elevators (measured at the primary recall floor), stair shafts, and the Fire
Command Centers in accordance with Code Section 510.4 of the IFC.
2. Head -End Bidirectional Amplifier (BDA): One bi-directional amplifier. Final amplifier
determined by iBwave propagation models. This amplifier provides operation in the Public
Safety bands for this jurisdiction to meet current and future channel utilization and includes
battery backup providing a minimum of 24 hours of uninterrupted operation per fire
ordinances.
3. Rooftop Antennas: Roof -mounted antennas will be provided and installed. The antenna
will be optimized to maximize signal strength to AH1's donor site.
4. Cabling & Antenna System: Cabling systems consists of %" transmission cabling. Type N
connectors, directional couplers, splitters, and a network of cabling or distributed antennas
will be provided and installed throughout the buildings to obtain the coverage objectives.
S. Identification: Cables will be labeled as "DISTRIBUTED ANTENNA SYSTEM".
6. Testing: Cable testing will be done upon completion of installation of cable and directional
couplers to ensure proper cable installation. A facility map and test plan will be produced to
document signal coverage compliance with Code Section 510 of the IFC.
7. Fire Stopping: All firewall penetrations will be sealed per code
