The motion passed with 2 Commissioners in attendance. 1. Recommendation to award the Rock Rake Teeth request for quotes to Braber Equipment, LTD in the amount of $7,280.00 not including sales tax. (Approved) 2. Request to purchase Equipment Parts and Repair for the Bomag Trash Compacter, equipment #0453, at the Ephrata Solid Waste Facility. Estimate provided by the sole source vendor, Sonsray Machinery. Estimated cost for parts and labor is $52,490.82. (Approved, with sole source Resolution No. 21 -011 -CC) 3. Execution of contract for 2020 Safety -Flashing LED Project (CRP 20-03) between Grant County and Stanley Patrick Striping Co. in the amount of $200,959.00. (Approved) 4. Execution of contract for 2020 Valley Road Grind Inlay Project (CRP 20-01) between Grant County and Central Paving, LLC. In the amount of $446,901.85. (Approved) 5. Local Agency Agreement Supplement #2 for Agreement Number LA -9795 between Grant County and Washington State Department of Transportation for the Flashing LED Stop Signs project — Phase 1 and 2. ASC Action Items (Items 1 through 13) A motion was made by Commissioner Jones, seconded by Commissioner Stone, to approve items 1 through 13 on the agenda as presented. The motion passed with 2 Commissioners in attendance. COMMISSIONERS OFFICE 1. Commissioners Office and Public Defense Vouchers for approval. (Approved) 2. Commissioners November 16 and 23, 2020 Minutes for approval. (Approved) 3. Recommendation from the Administrative Services Coordinator to amend the current mileage reimbursement rate of $0.58 per mile to the new Office of Financial Management's mileage rate of $0.565 per mile, effective January 1, 2021. (Approved. It was then found that the amount was supposed to be $0.56 and the rate was amended as that.) 4. Reimbursement Request #5 on Washington State Department of Commerce Eviction Rent Assistance Program (ERAP) Grant No. 21-4614C-108, administered through the Housing Authority of Grant County, in the amount of $58,607.35. (Approved) 5. Reimbursement Request #19 on Washington State Department of Commerce Consolidated Homeless Grant (CHG) No. 20-46108-10, administered through the Grant County Housing Authority, in the amount of $28,063.43. (Approved) 6. Reimbursement Request #1 on Washington State Department of Commerce Emergency Solutions Grant #20-4613C-100, administered through the City of Moses Lake, in the amount of $31,200.03. (Approved) 7. 2021 Recording Fee Surcharge Distribution Agreement between Grant County, the Housing Authority of Grant County, New Hope, and the City of Moses Lake for the sole purpose of distributing funds obtained by the County as a result of RCW 36.22.179 and 36.22.1791. (Approved) AUDITOR'S OFFICE 8. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $924,713.09) FACILITIES AND MAINTENANCE 9. Contract with DelSol Inc. for the cleaning and sanitizing of the County Courthouse, Public Works Facility, and Grant Integrated Services facilities. Term is upon signature through January 31, 2024. (Approved) TECHNOLOGY SERVICES 10. Purchase Order No. 347 to Ednetics for the Annual Support Contract for software maintenance, in the amount of $25,314.77. Youth Homelessness Demonstration Project (CFDS #14.276 YHDP) Subcontractor Agreement Amendment between HopeSource and New Hope to add $7,367.00 and expand support for the Youth Lead Project to allow New Hope to serve Grant County. (Approved) SHERIFF'S OFFICE 12. Request to purchase 12 body camera packages in the amount of $9,912.10 (including tax) from Axon Enterprise. This was approved in their 2021 Capital Expense budget. (Approved) 13. Proclamation retiring Grant County Sheriff Call Number GT -33 for Deputy Jon Melvin that lost his life in the line of duty on December 11, 2020. (Approved) 2:30 p.m. — 3:00 p.m. K Eslinger, Labor Relations Update Pursuant to RCW 42.30.140(4)(a) Commissioner Stone called an Executive Session to order at 2:31 p.m. to go until 2:55 p.m. regarding negotiations. In attendance were Commissioners Stone and Jones, Tony Menke, Labor Attorney, Kirk Eslinger, Human Resources Director, Decorah Anderson, Human Resources, and Kevin McCrae, Civil Deputy Prosecuting Attorney. It was then continued to 3:00 p.m. Commissioner Stone closed the session at 3:00 p.m. 3:00 p.m. — 3:30 p.m. G Bishop, Quincy Valley Medical Center/ Hospital District No. 2 Update The QVMC came to request that the reduction amount for their registered warrants be in increments of $500,000.00, not the $1,000,000.00 recommended by the Finance Committee. The Board asked them to put this request in writing for action at their next consent agenda meeting.
