OFFENDER/DIVERSION: All civil and criminal matters are still being held via WebEx, and we only have in person court hearings for Dispositions and Trials. We had a special set docket on Wednesday February 3rd, 2021 to quash all of the orders that are currently active, except the ones with Community Safety Issues. We currently have 9 active warrants. ii. TRUANCY: Schools are starting to file contempt's of court but no confinement has been taken at this point for truancy. iii. DEPENDENCY: The dependency unit is also doing regular docket hearings via WebEx. I will be having a meeting this next Thursday February 25, 2021 with Christine Garcia DCYF Administrator and Dale Lerman with the Attorney General Office as to some cases that have been fallen off the calendar. The Attorney General's office is still working remotely and we have had some challenges getting things moving up to speed. 4) Martin Hall: No issues with transportation or communication. Martin Hall Board Meeting will be held this Thursday February 25, 2021, via Zoom. I will be attending this meeting. 5) Administration: We currently have 2 employees on a modified schedule mainly working from home due to having kids attending online school. SSB 5122: There was a major concern with this Bill. When they introduced this bill it by passed the Ways and Means Committee and went straight to the Rule Committee. The original bill stated that children under the age of 13 years old are incapable of committing a crime. Except that children of 8 -12 years old who are charged with murder in the 11t or 2nd degree are presumed to be incapable until the capacity is done. Children under the age of 19 years old would remain under the jurisdiction of Juvenile Court. The Washington state board of health released a review regarding the health impact of raising the age of the juvenile court's jurisdiction to likely decrease the juvenile criminal legal system's involvement for some youth ages 8-12 and likely decrease the adult criminal legal system's involvement for some emerging adults age 18 and 19 and decrease juvenile recidivism and improve health outcomes, access to employment opportunities, housing access and economic stability. The legislature intends to partner with local governments, courts, and other stakeholders to ensure successful implementation of this act.
