The changes to the agreement are described as follows:
Section 1, SCOPE OF WORK, is hereby changed to read:

Section IV, TIME FOR BEGINNING AND COMPLETION 7 is amended to change the number of calendar days
for completion of the work to read: 12/31 20
Section V, PAYMENT, shall be amended as follows:
The new maximum amount payable is now $20,000.007 labor rates to be updated each year.

2021 Statement of Labor Rates
The rates in the table below are our 2021 loaded rates for project -available staff using our latest WSDOT-
accepted Indirect Cost Rate of 138.78%. These rates are all-inclusive of direct labor, overhead, and fixed fee,
and are valid on projects starting February 1, 2021.

All non -labor direct expenses will be invoiced without markup. Mileage is charged at the 2021 IRS rate of
$0.56/mile. Nicholls Kovich Engineering, PLLC will comply with the rules and regulations regarding travel
costs in accordance with Washington State Department of Transportation Accounting Manual M13-82,
Chapter 10 Travel Rules and Procedures, and revisions thereto.

Subject-, Acceptance FYE 2019 ICR - Risk Assessment Review
Dear Kurt Kovich:
Based on Washington State Department of Transportation's (WSDOT) Risk
Assessment review of your Indirect Cost Rate (ICR), we have accepted your proposed
FYE 2019 ICR of 138.78%. This rate will be applicable to Local Agency Contracts in
Washington only. This rate may be subject to additional review if considered necessary
by WSDOT. Your ICR must be updated on an annual basis.
Costs billed to agreements/contracts will still be subject to audit of actual costs, based
on the terms and conditions of the respective agreement/contract.
This was not a cognizant review. Any other entity contracting with your firm is
responsible for determining the acceptability of the ICR.
