The plan is to leverage the use, of advanced UAV/Drone
Lidar technology to survey "'both the Hiawatha and
Drumheller road alignments together and quickly.
The purchase of the UAV/Drone Lidar &GPS System
(Attachment A) and a powerful processing computer
(Attachment B) will provide this technology for future
projects and the surrounding Counties will also likely
request reimburseable work utilizing on their road
design projects too.

2023 ACP Proi ects Staffed Already:
Public Works has $9,250,000 in State and Federally funded Annual Construction Program (ACP)
projects for 2023. Existing staff must stay focused on getting State and Federally funded projects
completed first, so that we can bring additional State and Federally funded projects for the following
year. In short, we need to rebuild our Capital Road Projects production from the historical low amounts
of project work in the last couple of years.
UAV/Drone LIDAR / Civil Desimner Skills:
UAV/Drone Pilots with LIDAR and Civil Design skills are very.
rare and in high demand. Fortunately, I have several of m F

WAPOLY graduates that have these skills and which I stay in }
contact with. A project based 1 -year hire, dedicated t. 6-1,work on
the Hiawatha Truck Route project, under the supervision of the
County Road Engineer, would provide the production needed for
this work (Attachment Q.

This temporary support is greatly needed for,,Public Works t:.o.,,ge:.t.
the Hiawatha/Drumheller Truck Route ' Design ,completed this
year. In addition, introducing these advanced technology skills ,1
and equipment to our existing staff will help to` boost their
productivity too.

ASPI Contribution (Potential Hiawatha Extended,.Route):
ASPI is working on dedicating right of way to provide for a straighter, shorter, and less costly Hiawatha
Extended Truck kovte�,.The ASPI right -of -Way dedication work will be conducted concurrently with
the County design work-ASPI is requesting the the'=UAV LIDAR and Civil Design work to include
the Hiawatha Extended Truck Route ,alternative and road spur to provide for a potential future bridge
crossing site }'

ASPI proposes to contribute up to S50,000, by agreement, toward the payroll of the 1 -year hire UAV
LIDAR / Civil Designer, should at be needed. This would provide for the extra time and cost of the
LIDAR flights, LIDAR processing; and Civil Design to keep the alternate truck route alignment in
consideration.
This will ensure that the Hiawatha Extended Truck Route survey and design work is conducted
concurrently with the ASPI rights-of-way work. If ASPI is then successful secureing the rights-of-way
needed, a much better Truck Route for the public -benefit shall be created. ASPI understands the risks
of this contribution so that this alternate truck route alignment stay in consideration.

Fiscal and Policy Implications
This UAV/Drone Lidar System and Computer would remain in Public Works service after the project.
Which will increase productivity for the engineering department, and it is likely that surrounding
counties will request reimbursable work to utilize this technology too. Proposed project budget is as
follows:
