MULTI -PHASE EXTRACTION PILOT TESTING; AND FEASIBILITY STUDY COMPLETION
Parametrix provides engineering services in support of the Ephrata Landfill Remedial Investigation and Feasibility
Study (RI/FS) under the Consulting Services Agreement among Grant County, Nossaman LLP, and Parametrix
(3/28/2006; amended 10/11/2013, 01/19/2016, and 04/03/2018). This Change No. 7 to Amendment Eight adds
scope and budget and extends the schedule, as summarized in the attached Scope of Work and Budget Summary
(Exhibit A). Amendment Eight is extended through June 30, 2023. The Amendment Eight budget of $1,464,887, as
previously amended, is increased by $179,966. The new Amendment Eight budget is $1,644,853.

This Change No. 7 to Amendment Eight adds scope and budget for completion of the Feasibility Study (FS)
comment response, extends the schedule through June 2023, and adds budget.
INTRODUCTION
Amendment Eight took effect on August 31, 2019, to provide engineering services and support for additional
remedial investigation (RI; Phase 1) and develop the workplan for additional pilot testing of remedial alternatives
(Phase 2 Workplan). Scope and budget have been added and the schedule extended through six prior changes:
• Change No. 1 added to the scope, added $387,970 to the budget, extended the schedule through
May 28, 2021, and temporarily reduced Parametrix's labor multiplier.
• Change No. 2 extended services, added $75,000 to the budget, and extended the schedule through
July 30, 2021.
• Change No. 3 extended services, added $85,000 to the budget, and extended the schedule through
December 31, 2021, including two minor schedule extensions.
• Change No. 4 extended services, added $80,000 to the budget, and extended the schedule through
April 30, 2022, including one minor schedule extension.
• Change No. 5 extended services, added $80,000 to the budget, and extended the schedule through
September 30, 2022, including one minor schedule extension.
• Change No. 6 activated J004 Feasibility Study Part 1, added $159,823 to the budget, and extended the
schedule through January 31, 2023, including one minor schedule extension.
Change No. 7 is needed to cover additional scope and costs to expand the response to Ecology's comments and
new requests regarding the RI/FS Completion Letter. This Change No. 7 is effective February 1, 2023.
Change No. 7 excludes services for resolution of the City's disputes against the County, which, if needed, will be
provided under a separate agreement.
