• Sand Dunes (RJ): Another meeting was held, and zone change was discussed. If there were zone
changes, the Sheriff's Office may lose funding. The GCSO will find out. Zone change to allow

• Community Court Update: Out of state travel will be necessary. Grant funding will need to be
spent by the end June 2023. This is a reimbursement grant.

• Court Security Concerns: Potential grant funding through District Court. How many counties are
using Deputies instead of a security service?
• Courtroom Technology Update (Grant): Having sound and technology issues. Judge Gwinn
believes he can use their Grant Funding to upgrade at lease 1 courtroom. Due to supply chain
issues per Technology Services, this project has been delayed.

In attendance with the Commissioners was Katie Smith, Kevin McCrae, Allison Williams — City of
Moses Lake, Theresa Adkinson- Health District, Jerry Gingrich. They will put together an
oversight committee. Chelan County wanted all funding to go to the Beacon Healthcare, and
that is not the desire of this group. The proposed Opioid Abatement Council (OAC) is four
county representatives and three cities (Wenatchee, East Wenatchee, Moses Lake). Interlocal
agreements are being drafted.

Pursuant to RCW 42.30.110(1)(i), Commissioner Jones called an Executive Session to order at
1:10 p.m. to go until 1:25 p.m. regarding Litigation. In attendance were Commissioners Carter,
Stone and Jones, Sam Dart, Sam Castro, Dave Bren, Andy Booth, Public Works, and Kevin
McCrae and Rebekah Kaylor, Prosecuting Attorney. The session was continued to 1:30 p.m.
Commissioner Jones closed the session at 1:30 p.m.
Outside of the Executive Session, the Commissioners decided to allow Public Works to move
forward and establish a public hearing for the purpose of a temporary removal of a portion of
bridge 247 to establish agreements with all parties, including WSDOT and USBR. Pursue
congressional discretionary spending for bridge 247 and 248.
Jerome Wawers, former Public Works employee, gave his thoughts on the Bridge 247 issues.
The recently advertised accounting position was discussed. Karen Maedke discussed her payroll
processing and the workload.
Vegetation Management Foreman position was also discussed and their need as job duties have
changed for their current position held by Andy Booth.

o Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit)
o Victor Lombardi discussed SB 5163 —The WA State Department of Corrections will be
releasing level 3 sex offenders who have served their sentences at McNeil Island into
private housing facilities in counties around the state. Grant County is slated to receive 5
at this time.

This is a controversial situation that is raising concerns across the stateA client of Renew
discussed her child and services she received. They do not take private insurance, only
State services. Dell Anderson, Executive Director explained that State Insurance clients
take priority over private pay. There is not enough licensed practitioners to provide
services. Wraparound Intensive Services (WISE) are only available for Medicaid clients.
o Jerome Wawers discussed Sand Dunes Road and wanted to caution the commissioners
about potentially paving the road and the sand removal that will be needed many times
a year.
o Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner
Stone, to approve the agenda as presented. The motion passed unanimously.

o Consent Agenda — (Items 1 through 32) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Carter, seconded by Commissioner Stone to approve the consent
agenda withdrawing items 4, 20, 29 and 30. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (In the amount of $551,513.93)

2. Approval of January 23, 2023 Commissioners Minutes.

4. 2023 Animal Shelter Contract with Grant County Animal Outreach Inc., (GCAO) for a one-year
term beginning January 1, 2023, through December 31, 2023, in the amount of $100,000.00 to
be paid in (4) quarterly installments. (Withdrawn. An amended version will be drafted and
presented at the 2/14/23 Consent Agenda)
5. Service letter for Carol Whiteside for her commitment as a member of the Grant County Solid
Waste Advisory Committee.
6. Request from Grant County Fire District No. 5 / Moses Lake, to utilize $14,962.05 of their
allotted American Rescue Plan Act (ABPA) Funding to purchase a new vehicle extraction tool,
leaving a remaining balance of $85,307.95.
7. 2023 Recording Fee Surcharge Distribution Agreement with the Housing Authority of Grant
County (54%), New Hope Domestic Violence and Sexual Assault Services (23%), and the City of
Moses Lake (23%) for the sole purpose of distributing funds obtained by the County as a result
of RCW 36.22.179 and 1791.

25. Authorization for a State Contract 2023 Budgeted Purchase of a Speed Alter 24 Radar messaging
ATSS trailer with an automatic license plate reader and required software in the estimated
amount of $34,000.00. this must be purchased from the preauthorized State Provider for this
equipment and at the State pre -negotiated price.
26. Recommendation to award the 2023 Re -Stripe Program Project to Stripe Rite Inc. for the
contract amount of $688,797.15.
27. Resolution No. 23 -012 -CC initiating County Road Project designated at CRP No. 23-02 for the
purpose of replacing Bridge 247 at the Road W SE Canal Crossing to provide for Bureau of
Reclamation widening the canal. Total amount of appropriation estimated to be $4,430,000.00.
28. Request to increase the cost of a previously approved item, a Trail King TKT16U trailer in the
2023 Equipment Expense Program. Previous approval was $20,000.00 and has increased to
,$21,523.33 leaving a difference of $1,525.33 that will be absorbed by the County Roads fund

SHERIFF'S OFFICE
29. Big Bend Community College Health Agency Agreement for Provision of Clinical Experience for
Big Bend Community College Health Education Programs 2022-2025 Affiliation Agreement with
the Grant County Sheriff's Office/Grant County Jail. (Hold until 2/14/23)
30. Service Agreement with Omni Staffing Services and Grant County Corrections to provide staffing
services for their occasional nursing staff needs. Term of agreement is one-year. (Hold until

31. Equitable Sharing Agreement and Certification for the Grant County Sheriff's Office in the
amount of $12,679,509.00.
TREASURERS OFFICE
32. Interlocal Investment Services Agreement between Grant County and the City of Moses Lake for
the purpose of investing monies provided by the Local Government into the Pool on its behalf.
