RESOLUTION for VACATING RESOLUTION No. 21- -cc
Stratford Town Plat right-of-ways,
S109 T22N, R28E, WM
WHEREAS, a hearing before the Board of Commissioners, Grant County, Washington,
was continued from the hearing date of March 30, 2021 to April 13, 2021 at 1:30 pm, and
continued to May 4th 2021, at 1:30 pm; and
WHEREAS, several petitions et al were received to vacate the surplus rights of Town of
Stratford Plat AFN 10566, except Railroad Street therein, via RCW 36.87 and as advised by the
County Attorney's Office:
Known as Legal Description: certain Grant County Rights -of -Way within Stratford Town
Plat, except Railroad St, including all other streets and alleys, ALL in Section 10 T22N
R28EWM, Grant County, Washington; and
As shown on attached Exhibit A
WHEREAS, the Bureau of Reclamation did expand the Crab Creek portion of the canal
system and Grant County did close off northerly access and relocate Stratford Road to the west
via CRP 13-06, and the road shown as Logan Avenue was removed at the edge of the expansion;
and
WHEREAS, the majority of the residents have petitioned for vacation of&urplus rights
more than once, over several decades;. and
WHEREAS, permitting would require re roads be built to standard and the Stratford roads
were not built nor maintained by County forces; and
WHEREAS, all; previous petitions were approved; and
WHEREAS, the Garret's petition was rescinded; and
WHEREAS, it was determined that vacating the Plat did not suit the needs of the
Stratford Town residents, potentially land -locking parcels; and
WHEREAS, a notice of hearing on the report for vacation and abandonment was
published in the County official newspaper at least once a week for two consecutive weeks
preceding the date fixed for the hearing of March 30, 2021 at 1:30 pm, and a copy of said notice
was posted for at least twenty days preceding the date fixed for hearing at each termini of the
county road or portion thereof to be vacated or abandoned, and said Hearing was continued and
all residents were notified by official letter of the continuation; and
WHEREAS, the Board of County Commissioners did consider the report given by the
County Road Engineer along with a synopsis of the facts, together with any evidence for or
objection against said vacation and abandonment; and
WHEREAS, it is recommended that the County retain rights as platted, and The
Washington State RCW for right-of-way standards be adhered to.

NOW, THEREFORE, BE IT HEREBY RESOLVED THAT the Grant County Board of
Commissioners, DENY: VACATING the County interest in the Stratford Town Plat and road rights-of-
way as described above with no further exceptions.
