The motion passed unanimously. 1. Resolution Notice of Hearing to Amend the Solid Waste Management Fund Disposal Fee Schedule with a public hearing date of May 18, 2021 at 1:30 p.m. (Approved, Resolution No. 21- 039 -CC.) 1:30 p.m. —1:40 p.m. Open Record Public Hearing, Fatbeam LLC Franchise Application The Commissioners held an Open Record Public Hearing to consider a franchise application from Fatbeam LLC for fiber optic cables for telecommunication services on county rights of way. Area proposed is: Page 4 of 8 Grant County Commissioners Minutes Week of May 3,, 2021 Aspi Blvd, Patton Blvd NE., N Grape Dr, Vandenburg Ave all within Sections 4., 91 10 and 32 AND Townships 19 and 20 N., AND Range 28 E AND includes street sides: East, West,, North and South. Keith Elefson, County Engineer, described the application stating that Public Works recommends approval. A motion was made by Commissioner Jones, seconded by Commissioner Stone to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Stone moved to approve the franchise as presented. Commissioner Jones seconded and the motion passed unanimously. The hearing adjourned. (Order granting franchise signed and recorded) 1:30 p.m. —1:40 p.m. Open Record Public Hearing, Stratford Road Vacation Application (continued from April 13,, 2021) Open Record Public Hearing (continued from April 13, 2021) to consider the vacation of the Stratford Town Plat Roads and rights -of -ways, as specified. Keith Elefson, County Engineer, gave a brief synopsis of the proposed. Below is the engineer's report as submitted: The Board of County Commissioners of Grant County Washington has received a petition to vacate portions of right-of-way being a portion of the Stratford Town Plat roads lying in Section 10., Township 22 N,, Range 28 East W.M.,, a// in Grant County, Washington, as shown on the attached Exhibit A. The Board of County Commissioners determined that consideration should be given to the petition and directed the County Road Engineer to prepare a report on the proposed vacation and abandonment for a public hearing to be held at 1:30 PM, Tuesday, the 301 Day of March., 2021. The hearing was continued until April 13,, 2021, and subsequently again until May 4, 2021. The Notice of Hearing was published in the County Official Newspaper and the Notice of Hearing was posted at each termini in compliance with RCW 36.87.050. These roads are not active on the County Road System. A petition by Garrett was rescinded as the request exceeded what the previous engineer had allowed for. GCPW consulted with the Attorney's Office and was given the green light to vacate the right-of-way on the remainder i.e., west half of the Stratford Town Plat. The east half was vacated in 1974. Due to opposition at the first continuation, it was determined by the County at large that vacating rights would land -lock parcels; and that private roads would change the scope of the plat and fall under the jurisdiction of Planning. Page 5 of 8 Grant County Commissioners Minutes Week of May 3, 2021 No fee title is involved, nor any equitable land rights. Public Works has not made any improvements upon nor maintained any portion of the plat other than Logan Avenue, AKA old Stratford Road, which was renamed to 1.7 NE in 2018 when Stratford Road was relocated to the west; and 22.7 NE which is shown as Railroad Avenue. It is the opinion of Public Works that we do not have an interest in these rights- of-way, nor is it feasible to include these roads on the Six Year Transportation Plan, however we agree that the County continue to be steward. Public Works recommends for the Board to the vacation. JoAnne Henke, property owner in the area, agrees with Public Works to deny the application. Harvey Henke, spoke against the vacation and disagrees with Mr. Garrett, the original petitioner. Ron Henke, spoke against the vacation and requests that the roads be marked. Mary Christine Christian spoke for her and her sister and feels that the public right of way should remain public. She would also like to see the roads marked. They do not want to see any encroachment. Ron Henke, discussed the area trash pickup. A motion was made by Commissioner Stone, seconded by Commissioner Jones to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Stone moved to approve the recommendation of the County Road Engineer and deny the vacation. Commissioner Jones seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 21 -038 -CC) 2:30 p.m. — 3:00 p.m. Consent Agenda (Items 1 through 19) A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1 through 19 on the agenda as presented. The motion passed unanimously. COMMISSIONERS OFFICE 1. Commissioners Office Invoices and Public Defense Invoices for approval. (Approved). 2. Assumption liquor license application for Wahluke Wine Company, Mattawa, WA from the Washington State Liquor and Cannabis Board. (Approved). 3. Request from the Tourism Commission to hold their annual retreat on June 16, 2021 at Mar -don Resort and purchase lunch for the commission and staff. (Approved). 4. Letter regarding Weed District No. 51 asking if the landowners would like to keep the District active or dissolve? (Approved). 5. February 2021 reimbursement request from the Grant County Health District on Washington State COVID-19 Outbreak Emergency Housing Grant, Contract No. 316-46108-10 in the amount of $901.17, reimbursement #9, request #6. Reimbursement #4, Request #4 for February 2021- Release of Funds on a Community Development Block Grant (CDBG) Public Services grant from the subrecipient, OIC of Washington, for Washington State Department of Commerce Department of Housing and Urban Development (HUD) grant funds Contract No. 20-62210-005 in the amount of $18,871.24 for use in Energy Assistance. (Approved). 7. Amendment C to the Washington State Department of Commerce, Community Services and Housing Division, Housing Assistance Unit Contract No. 316-46108-10 for COVID-19 Outbreak Emergency Housing Grant in the amount of $388,,462.00. The amendment adds language to the Scope of Work. (Approved). AUDITOR'S OFFICE 8. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amounts of $38,380.86 and $398,971.89). 9. Request to establish a new fund #511 titled "Interfund Communication" for postage and delivery costs. Currently Interfund Communications has Fund #001.129 and it was determined that a new stand alone fund should be created (out of Current Expense). If approved, they request a transfer of the Interfund budget to this new fund. (Approved, Resolution No. 21 -040 - CC) 10. Budget extension request in the amount of $235.,000.00 for Fund #141— Affordable and Supportive Housing for the payment of 2020 tax credits paid in 2021($215k) and the additional amount that is anticipated to be received in 2021 tax credits ($20k). (Approved, public hearing set for June 1, 2021 at 8:45 a.m.) NEW HOPE / KIDS HOPE 11. Request to purchase food for allon-Violent Communication training event on May 5, 2021. (Approved). FACILITIES AND MAINTENANCE 12. Request to continue the Keyless Access project (Lenel Access Control) for three (3) additional doors at the Moses Lake Wheeler Road facility. The project cost is $13,826.02 completed by Convergint using REET 1 funds (126.168). (Approved). CENTRAL SERVICES 13. Request for out of state travel for one Commissioner, Sheriff Tom Jones, Undersheriff Ryan Rectenwald, Chief Deputy Joe Kriete, Kevin Schmidt — Maintenance Manager, and Tom Gaines — Central Services Director, to travel to Jacksonville FL approximately June 14-17, 2021 to visit and see the operations of jails and facilities that closely resemble the jail they plan to build in Grant County. Request to move horse stalls and build a roof system using Stan's Construction and Son (low bidder) in the amount of $24,593.86. Funding will come from fund 126.168. (Approved). 15. Contract with Stan's Construction and Son for the Horse Stall Move and Roof System Installation project (item 13 above). (Approved). 16. Request to purchase 80- stall mats from Basin Farm and Feed in the amount of $32,866.88 (lowest bidder) for the new stalls to be installed in Barn 46 and 47. $32,000.00 was approved in their 2021 Capital budget so $866.88 will be transferred from another fund. (Approved). TECHNOLOGY SERVICES 17. Purchase Order No. 360 for CDW-G to purchase 15 Lenovo ThinkStation P340's (QUAD purchase) in the amount of $28,098.58. (Approved). 18. Purchase Order No. 361 for CDW-G to purchase one Canon DR -6010C Scanner (QUAD purchase) in the amount of $6,,507.99. (Approved). 19. Purchase Order No. 362 for ESRI for Annual Software Maintenance Fees in the amount of $59.,620.00 for the use in Building/Planning and Public Works.
