MONDAY, JANUARY 23, 2023 The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance. 8:30 a.m. — 9:30 a.m. K Selmann, Moses Lake Irrigation and Rehabilitation District (MLIRD) Update Bill Bailey, President of the MLIRD, joined Kaj Selmann and discussed taxes vs. assessments. Requests a letter of support for their SB 5460 and its companion bill HB 1494 which would align the statutory language for the rehabilitation assessment authority with that of some other local special purpose districts, specifically Mosquito Control Districts. Darryl Pheasant, Treasurer has also submitted a letter. Grant County is the only county in the state that has the Rehabilitation portion of Irrigation Districts. Connelly Park, outside of Moses Lake belongs to MLIRD. Darryl Pheasant, Treasurer, joined the meeting and discussed his support of the HB/SB. 9:30 a.m. —10:30 a.m. B Vasquez, Clerk of the Board Update • NovaTime - Reports • Commissioners Office Job Descriptions — on hold until next week. • Historical Preservation Fund Usage — RJ and DS approved this request to implement the scanning project for historic preservation. • Cross Training for the BOCC Office • Mailroom — Change Process — to continue the discussion. • Continue with Webex /Virtual Meeting Option - Yes • WMCA Conference — March 14-17 in Skamania County — BV and BL • February 22 Emergency Management Training — RJ and DS only • Renew — Exhibit #C Contracts — Director Sign? The Executive Director, Dell Anderson, was given this signing authority. 10:30 a.m. —11:30 a.m. K Smith, Accounting Update • Oracle — ERP System o No contract yet due to legal issues. Will be looking into other ERP systems. • Amazon Transition — Accounting now oversees the account. • Credit Card Points that used to accrue no longer occurs and will be a cash deposit and go into an admin fee. • Accountability Audit — still going on. Page 2 of 10 Grant County Commissioners Minutes Week of January 23, 2023 • Budget Extensions —Consent Agenda form will have a financial piece that will assist with purchases, transfers and extensions. If the expense is occurring to current expense, the hearing should be able to be held until the end of the year. The purchase only, would be approved. • Out of state travel request for sheriff's Office for Jail Tour — staying an extra day. • Lease Agreements (Terms) —Beginning 2022, leases must be reported to state auditor. Month to month lease for Renew. Barb to ask Sheriff about extension of Ephrata lease. • Contracts (HVAC) —Canfield and Sheriff's Office • Emergency Vouchers Process for Emergency Housing Discussion —Renew and New Hope requests. Continue with emergency vouchers when they are needed. • Public Works Payroll —meeting with Public Works/Human Resources/Accounting to discuss training needs. 11:30 a.m. —12:00 p.m. Animal Rescue Organizations in Grant County Calls to MACC 2022 MLPD/GCSO 2500 calls/stray animals. Commissioner Carter stated there is a meeting 1/31/23 with Grant County Animal Outreach to discuss this as well. • Kailyn Welsh, Lost and Found Pets of Grant County: would like to focus on education — spay and neuter, vaccination clinics. They are foster based, no building/shelter. They work at the Gorge during concert season to raise funding. Have spent $70,000 in 2022. • Dave Helvey — ARFS: have adopted over 1000 animals and transfer to other rescues at least half that. They are also foster based and transfer all over the state. The current system is not working, the Animal Outreach facility states they won't accept animals from the public. Capacity issue? • Lori Winston, Fetch Please Dog Training — state Animal Outreach is over capacity. • Bonnie Helvey, ARFS stated she invited Animal Outreach to attend this meeting. This is not to "bash" their organization. They transfer all over the state. Animal Outreach must move animals more frequently. There is a new law that was passed that states you cannot sell kittens at a store. This law is being violated and must be enforced. Bridges must be put in place for everyone to work together. She is going to work with State Legislators to find a bill to get constant funding. • Jessica Kiehn, Quincy Animal Shelter, discussed movement of animals. • Kya Grant, Adams County Pet Rescue stated the counties need to start paying for services. Encourages commissioners to go out with them. • Dave Helvey stated he has reached out to State Legislatures to implement a tax for animal rescue. Requirement to license pets in Grant County? Microchip should be a requirement. They are working on a license requirement to sell animals on the streets. Commissioner Jones offered to ride along with one of these organizations. The asked: What are the commissioners looking for? Bonnie Helvey asked, how do the commissioners view animal control? The municipalities roll. Noxious Weed receives funding, she would like to see something like that for animals. Educating in the schools is important. Gina Mossbrucker, Yakima, trying to put together a bill regarding the sales of animals. Commissioner Jones suggested a work session amongst all (cities/animal orgs). Discussion • Review of Consent Agenda Items o Invoice for Moses Lake Senior Center - $1,,000 more than budgeted. Only pay $4.,000 o WSAC invoices—Jerry Gingrich verified there is funding budgeted currently to pay these invoices. o Item 10 —reviewed by all and final approval by BOCC o Item 19 —Sheriff's Office Out of State Travel: flights cost more than originally stated, dates were changed as the Sheriff and Undersheriff are going to be in Olympia on 2/7/23 so this changed costs to fly out of there. • Consent Agenda Items —Thursday at noon deadline (BV): reminder that all items are due to BOCC office each Thursday at noon. These items must be completed and ready for signature. • Lodging Tax Advisory Committee (LTAC) Discussion (JG): What would the Commissioners like to see? Commissioner Jones would like to see more digital marketing and less funding to one -day events. Over $1 million in reserve, does the Board want to see a capital improvement? 10 -year tourism future plan. Commissioners need to lay out a plan for future use. • PPC Security Services (TG): Phoenix Protective Company submitted a letter to terminate the agreement for security services with the County. The County can pay more money or go out for competitive bids. Get quotes from the only 3 security service companies in our area. They are terminating effective 2/28/23. Extend their contract for one year until we can take over security in house? Jim McKiernan stated the Fairgrounds has a 2023 contract with PPC; event security is hard to find these days. Kim Allen, Clerk stated that Superior Court is the court of record for Grant County. Likes the idea of renewing PPC for another year until a solution is found. • Tom Gaines gave an Albert Sensor update. Commissioner Carter attended all meetings via Webex. 8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update • Trespass Ordinance reviewed. This will be discussed at the 2/6/23 Monday Luncheon. • Opioid Settlement funds —Memorandum of Understanding —this is at Chelan County for review now. • Two Airport /Park Districts —begin the process of dissolution. 9:00 a.m. —10:00 a.m. D Anderson, Renew Update • Review of 2022/Plan for 2023 —Prevention Mobile Outreach Team providing a great service. • Strategic Planning and Leadership Development — • Update on call about mental health &substance use services in jails—Jail services contract is held by Catholic Charities, and they come in one day a week. There is not enough funding to hire afull-time employee to be at the jail. 10:00 a.m. —10:30 a.m. J Kriete, Sheriff's Office Update • Golf Cart Ordinance — no SEPA needed to remove the approval and registration of golf carts. Are they street legal? Title 46 is the enforcement side. • Nitro —German Shepard now in their office. • Booking restrictions are easing. Status? 11:00 a.m. —11:30 a.m. Washington Department of Fish and Wildlife (WDFW) Proposed Acquisition Discussion • Richard Finger and Brock Hoenes discussed property they are interested in purchasing in the Frenchman Hills Climbing Area • Signage for the Sand Dunes continues to be worked on. 1:00 p.m. — 2:00 a.m. S Castro, Public Works Update Commissioner Carter was not in attendance • Solid Waste o Landfill Smoke Investigation Report (Bryan Hurst) —December 2022 smoldering chunk of carbon fiber and wood. Emergency Management and fire districts were notified. o Mattawa Drop Box Closure Update —Since November, there has been no communication from the City of Mattawa regarding the transfer of the Drop Box to the City. Sam Castro will resubmit the Solid Waste Advisory Committee (SWAG) recommendation to close at the 1/31/23 Consent Agenda. o HB 1131 Update —Improving Washington's Solid Waste Management Outcomes, Washington Association of County Solid Waste Managers (WACSWM) will be doing county outreach. o Attorney Fee Reimbursement: $438,893.89 Remedial Investigation and Feasibility Study (IFS) at Landfill. • Public Works General Update o Budget Amendment —Also a request to purchase. Budget Amendment will potentially occur at the end of the year. o Nob Hill Street Marine View Heights —purchase of Right of Way /Retainage Pond. o Ordinance 10.38 —Compression Brakes: Public hearing set for 2/28/23 o Golf Cart Ordinance: It was discovered that in 2022 at a public hearing the AN portion for Blue Lake was added to the code online, but not the Golf Cart portion. The motion passed with 2 commissioners in attendance. • Correspondence (ie. Emails that have come in that need response, letters of support etc.) o Email regarding stray cat o Email from mother whose son is in our jail • Commissioners Roundtable — Miscellaneous Discussion o The Commissioners reflected on the discussion held at the Public Works update on Bridge 247 replacement. o Commissioner Jones has a meeting with Ryan Escure to discuss a project at the sand dunes. o ARPA Fund was discussed. Commissioner Stone will find a date and let the Clerk know. o Phoenix Protective Corporation (PPC) contract: Go out for bid for a new service? • Consent Agenda — (Items 1 through 21) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Stone, seconded by Commissioner Jones to approve the consent agenda. Under invoices, the Moses Lake Senior Center invoice will be paid in the amount of $4,,000.00. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. Appointment letter for Sarah MacDonald to the Grant County Health and Wellness Committee as the alternate, non-voting member representing New Hope. 4. (This is being processed as a request to purchase and the budget extension request is being held until the end of 2023). SHERIFF'S OFFICE 18. Agreement between Grant County and MAO Pharmacy Inc., dba "Westwood Pharmacy", to provide comprehensive pharmaceutical care services for the Grant County Jail. Term of agreement is January 3, 2023 for (1) one-year with the option of (3) three (1) one-year renewals if agreeable by both parties. 19. Revised out-of-state travel request for Phillip Coats, Josh Sainsbury, Joey Kriete, and John McMillan to travel to Jacksonville, FL between the dates of February 7-11, 2022 for jail tours. The revision adds one day of travel for each individual, changes the departure city for Joey Kriete and John McMillian, as well as increases in overall price from $4,086.00 to $5,355.20. TREASURER'S OFFICE 20. Interlocal Investment Services Agreement between Grant County and the City of Quincy for the purpose of investing monies provided by the Local Government into the Pool on its behalf. WEDNESDAY, JANUARY 25, 2023 The Commissioners session was continued with Commissioners Jones and Stone in attendance. Commissioner Carter was out and excused. 8:30 a.m. — 9:30 a.m. SAFETY COMMITTEE MEETING Page 9 of 10 Grant County Commissioners Minutes Week of January 2% 2023 9:30 a.m. —10:00 a.m. Commissioners - Sheriff's Office Maintenance Discussion Commissioners Jones and Stone met with the Sheriff, Central Services, Human Resources, and Maintenance to discuss the potential transition of maintenance staff of the jail facility under facilities and maintenance supervision. The Sheriff discussed his concern over priorities and how they are different and may affect their office. Vehicles/on-call/employee security still needs to be finalized. The transition is happening before the jail is built to build the team and to build relationships. Decorah Anderson of Human Resources will update job descriptions, union will need to be notified of the decision to change.
