Commissioner Jones was out and excused. 9:00 a.m.-9:30 a.m. Superior Court Update • Crystal Burns came to discuss their part-time Court Commissioner position that they requested in 2022. They will bring this up to the Human Resources Hiring Committee this yea r. • Public Works has a vehicle for their Drug Court. 9:30 a.m. —10:30 a.m. B Vasquez, Clerk of the Board Update • NovaTime- Reports • Revenue /Expense Tracking in BOCC Office (JG) —Jerry Gingrich gave an update on Revenue Tracking. • Cross Training of BOCC Positions (mailroom/vets/ASC/PRO) —Human Resources has volunteered an employee. Need to renew Medical Malpractice: go with Trask or Martin Morris? Martin Morris also has the tank policy. Janice recommends Martin Morris renewing the 2 current policies for the next year, then move to Trask in 2024. Once dropped off to their office, give them at least 2 weeks. He has since changed his mind. The motion passed with 2 Commissioners in attendance. • Correspondence (ie. Emails that have come in that need response, letters of support etc.) o Emails continue to come in from Chris Peele regarding road in Warden. • Commissioners Roundtable — Miscellaneous Discussion • Consent Agenda — (Items 1 through 33) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Stone, seconded by Commissioner Carter, to approve the consent agenda as follows: approve items 1-13, amend item 14 and reduce the Jax Hotel to the amount of $1,562.20,, remove items 15-23 Fairgrounds as Capital Expenditures no longer need secondary approval, approve items 24 and 25, amend dollar amount of item 26, approve items 27 — 30, withdraw item 31, approve 32 and 33. The motion passed with 2 Commissioners in attendance AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. Request from the City of George to extend the project completion date for Strategic Infrastructure Program (SIP) project No. 2019-04, Well No. 3 Generator Project to December 31, 2023. 10. Request from McKay Healthcare and Rehabilitation Center to extend the project completion date for Strategic Infrastructure Program (SIP) project No. 2021-01, to July 31, 2023. 11. Request from the Town of Coulee City to extend the project completion date for Strategic Infrastructure Program (SIP) project No. 2020-02, Rodeo Ground Improvements Project to December 31, 2024. 12. Washington State Office of Public Defense Agreement No. ICA23013, grant funds distribution in the amount of $92,111.00 for the purpose of improving the quality of public defense services in Washington State counties. Term of agreement is January 1, 2023, through December 31, 2023. PUBLIC WORKS 25. Authorization to call for bids for the Re -Striping Program 2023. Bid opening date will be January 3111 2023, at 1:00 p.m. at Public Works. 26. Resolution No. 23 -006 -CC in the matter of amending resolution 22 -120 -CC and 22 -131 -CC adopting the six-year transportation improvement program for 2023-2028. (This was approved with the amended amounts submitted by Public Works to increase the cost of the bridge replacements). 27. Agreement for Partnership with the Moses Lake Community Coalition; City of Moses Lake to promote community mental health, suicide prevention, and active youth mentorship. SHERIFF'S OFFICE 29. Washington State Parks and Recreation Commission Subrecipient Grant Agreement Federal Financial Assistance Grant Agreement No. MLE 123-404 in the amount of $14,939.49. The purpose of this agreement is to fund recreational boating enforcement and education. Term of agreement is upon signature through September 30, 2023. 30. Port of Mattawa (Port District No. 3 of Grant County) Small Office Lease in the amount of $4,200.00 to lease 100 sq ft of office space at the Port of Mattawa Office located at 20140 Rd 24 -SW, Unit D, Mattawa WA for a substation office.
