The Grant County Commissioners session began at 8:45 a.m. with all Commissioners in attendance.
8:45 a.m.-8:55 a.m. Open Record Public Hearing, Sheriff's Office, Central Services, Auditor's
Office and Development Services Budget Extension
The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests:
• Sheriff's Office Fund #001, Department #115 in the amount of $5,567.00 for the emergency
repair and asbestos removal of floor tiles in an area of the main jail.
• Current Expense and Central Services Fund #501, Department #179, each in the amount of
$16,.000.00 to implement an internship program to provide support to Technology Services
during certain times of the year.
• Auditor's Office Fund #141 Department #001 in the amount of $235,000.00 for Affordable
and Supportive Housing to account for the payment of 2020 tax credits paid in 2021($215k)
and the additional amount that is anticipated to be received in 2021 tax credits ($20k).
• Development Services Fund #138, Department #116 in the amount of $5.,697.29 to purchase
two (2) new computer workstations from CDW-G.
Tom Jones, Sheriff, described his emergency request to have asbestos removed from the jail and to
waive the bidding requirements due to this emergency.
Tom Gaines, Central Services Director discussed his request and that a transfer from Current
Expense to Technology Services, as they are not a part of the current expense fund.
Commissioner Carter read into the record the Auditor's Office request.

Damien Hooper, Development Services Director gave a brief synopsis of his request.
A motion was made by Commissioner Stone, seconded by Commissioner Jones., to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Jones, seconded by Commissioner Stone to approve the amendment as presented.
The motion passed unanimously. (Resolution No. 21 -054 -CC)

9:00 a.m. to go until 9:40 a.m. regarding negotiations. In attendance were Commissioners
Carter,, Stone and Jones,, Decorah Anderson and Kirk Eslinger, Human Resources, and Damien
Hooper, Central Services Director. The session was continued to 9:55 a.m. Commissioner Carter
closed the session at 9:55 a.m.

Pursuant to RCW 42.30.110(1)(1) Commissioner Carter called an Executive Session to order at
1:03 p.m. to go until 1:13 p.m. regarding litigation. In attendance were Commissioners Carter,
Stone and Jones, and Kevin McCrae, Chief Civil Deputy Prosecuting Attorney. Commissioner
Carter closed the session at 1:13 p.m.
1:30 p.m. — 2:30 p.m. S Castro, Public Works Update (Item 1 through 3)
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1
through 3 on the agenda as presented. The motion passed unanimously.
1. Recommendation from the Solid Waste Advisory Committee (SWAG) and Public Works to close
the Coulee City Drop Box, due to increase of operational costs and a decline in customer usage.
If approved, the closure of the Coulee City Drop Box will take place September 15, 2021.
(Approved).
2. The United States Department of Transportation (USDOT) Standard Title VI Non- Discrimination
Assurances- DOT Order No. 1050.2A. This form states that we are receiving Federal Financial
Assistance from the USDOT and will comply with their statutory regulations. (Approved).
3. Request for a Sole Source purchase equipment for parts and repairs for the Allianz 4000 street
sweeper, equipment #2504 for Road District #2. Parts will be supplied by Western Systems for
$25,,608.89 including tax. (Approved,, Sole Source Resolution No. 21 -058 -CC.)

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1
through 10 on the agenda as presented. The motion passed unanimously.

1. Commissioners Office Invoices and Public Defense Invoices for approval. (Approved).
2. Commissioners February 22 and March 1, 2021 Minutes for approval. (Approved).
3. Authorization for release of funds, Emergency Housing Grant #316-46108-10, Reimbursement
#21-11, Department of Commerce, Subrecipient is City of Moses Lake in the amount of
$30,599.68. (Approved).
4. Authorization for Release of BOCC Approved Funds, Department of Commerce, Emergency
Solutions Grant #20-4613C-100, Reimbursement #6, City of Moses Lake, Request #5 in the
amount of $28,795.34. (Approved).
5. Authorization for Release of BOCC Approved Funds, CRF Refund to the Department of
Commerce, Contract #20-6541C-013, in the amount of $17.,520.00. (Approved).

AUDITOR'S OFFICE
6. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts
$627,902.57).
TECHNOLOGY SERVICES
7. Purchase Order No. 366 to Ednetics for Sheriff Office Cradles — 3Year Net Cloud Mobile Plans in
the amount of $16.,366.44. (Approved).
GRANT INTEGRATED SERVICES
8. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services'
Prevention and Recovery Center (PARC), during March 2021, in the amount of $21,,079.30 on
Washington State Health Care Authority Contract No. K3919. (Approved).
FAIRGROUNDS
9. Request to award the bid for the installation of the Noble Shed Row structure to Stan's
Construction in the amount of $36,495.86 including tax. Contract signed. (Approved).

10. Request to award the bid for the installation of the two water heaters located in the Law &
Justice Building. Request for bids was published and only one responsive bid from McKinstry
Company, LLC. Their bid with tax was $42,563.21 with a budget of $45.,000.00. (Approved).
3:15 p.m. — 3:30 p.m. Open Record Public Hearing, to consider an Ordinance amending Ch.
6.42 of the Grant County Code titled "Nitrous Oxide" and Ch. 1.32.020
of the Grant County Code titled "Code Enforcement and Penalties"
The Commissioners held an Open Record Public Hearing to consider an Ordinance amending Ch.
6.42 of the Grant County Code titled "Nitrous Oxide" and amending Ch. 1.32 of the Grant
County Code titled "Code Enforcement and Penalty".
Commissioner Carter gave a synopsis of the changes being proposed:
Ch. 6.42.050 Violation — Penalties: removes language regarding violation being a gross
misdemeanor.
Ch. 1.32.020 Code Enforcement and Penalties: adds the sentence "nothing in this
chapter is intended to restrict the authority of law enforcement officers from any
jurisdiction from enforcing the provisions of Title 6 of this code".

A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones, seconded by Commissioner Stone to approve the ordinance as
presented. The motion passed unanimously. (Resolution No. 21 -059 -CC)
3:30 p.m. — 3:45 p.m. Open Record Public Hearing, to consider an Ordinance rescinding
Ordinance Nos. 21 -020 -CC and 21 -029 -CC and repealing Ch. 6.46 of the
Grant County Code titled "Controlled Substances" and amending Ch.
1.32 of the Grant County Code titled "Code Enforcement and Penalties"
The Commissioners held an Open Record Public Hearing to consider an Ordinance rescinding
Ord No. 21 -020 -CC and 21 -029 -CC and repealing Ch. 6.46 of the Grant County Code titled
"Controlled Substances" banning knowing possession of unlawful controlled substances and
readopting an amendment to Ch. 1.32 of the Grant County Code titled "Code Enforcement and
Penalties."
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones, seconded by Commissioner Stone to approve the ordinance as
presented. The motion passed unanimously. (Resolution No. 21 -060 -CC)
