MONDAY, DECEMBER 26, 2022 Christmas Holiday, Courthouse Closed TUESDAY, DECEMBER 27, 2022 The Commissioners session began at 8:00 a.m. with all Commissioners in attendance. Commissioner Carter attended via Webex until 8:08 a.m. 8:00 a.m. — 9:00 a.m. Commissioners Round Table — Miscellaneous Discussion • Review of Consent Agenda Items o CC asked for clarification on item 11 (Resolution adopting salaries). o RJ asked for clarification on item 3 (NW Getaway magazine). o DS asked for clarification on item 16 (Renew surplus). • American Lands Council Membership(DS)— Doesthe County want to renew the annual membership? • Animal Shelter Contract (DS) — Commissioner Stone received an email from the President of Grant County Animal Outreach and their issues with overcrowding. Sheriff Kriete asked if they bring animals to other organizations throughout the state. Deputies are being turned away with animals due to overcrowding. Spay and neuter clinics more affordable? • Bridges — Commissioner Jones reached out to the Moses Lake School District and they are on holiday break and would be able to discuss it after January 3, 2023. Frontier Middle School indicated they probably wouldn't be interested. Janice Flynn expressed interest, Commissioner Jones does not want to overwhelm BOCC office staff. PUSH TO 1/9/23 ROUND TABLE • Rachel Jorgensen, payroll administrator, asked that item 11 be effective December 25, 2022 instead of January 1, 2023. Also, amend all of the union contracts to have this same effective date. HR clarified that since the language says "first pay period in January" so they believe it will be fine. • Commissioner Carter clarified with Jim McKiernan that the Board did need to approve an annual step increase that was discussed back in September. Page 2of8 Grant County Commissioners Minutes Week of December 26, 2022 8:50 a.m. — 9:00 a.m. Appointment of Board of County Commissioners Chair/Vice- Chair/Member A motion was made by Commissioner Carter, seconded by Commissioner Stone that Commissioner Jones be elected as Chair of the Board of the Grant County Commissioners for the calendar year 2023. The motion was voted in the affirmative. Commissioner Jones abstained from his vote. A motion was made by Commissioner Jones, seconded by Commissioner Stone that Commissioner Carter be elected as Vice -Chair of the Board of Grant County Commissioners for the calendar year 2023. The motion voted in the affirmative. Commissioner Carter abstained from her vote. 9:00 a.m. —10:00 a.m. D Anderson, Renew Update • Update on Community showing of "Hidden in Plain Sight" - December 20, 2022 • Crisis Services Workgroups & Crisis Service Transformation — services if the individual is not hospitalized. Youth mobile crisis unit is upcoming for our county. Youth and adult units will be formed. • Update on Director of Financial Services open position — readvertised and hope to find someone soon. • Royal City Office Update — permitting paperwork completed. Commissioner Carter mentioned the Road District Supervisor meetings and how those meetings were beneficial. • CC: Training for road grader operators, status? Snow training has been given. • Senior Leadership clothing stipends? To discuss with HR. • Walk on items—emergencies only. 2:00 p.m. — 3:00 p.m. Commissioner's Meeting • Call to order • Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) Tony Leibelt, Fire Chief Grant County Fire District #3, came in support of a meeting between the County and all Fire Districts to discuss the position that was removed. This was scheduled for January 17, 2023 at 3:00 p.m. • Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve the agenda as presented. The motion passed unanimously. • Correspondence (ie. Emails that have come in that need response, letters of support etc.) o Email from Jeremy Burns requesting a meeting regarding the removal of fire investigation duties from the Fire Mashal's Office. o Emailed letter from Nature Conservancy Board regarding Beezley Hills Preserve and the potential transfer of this conservation ownership to the Washington Department of Fish and Wildlife. Potential • Commissioners Roundtable — Miscellaneous Discussion o Rotation of Commissioners through Departments, 2023 will be a 6 -month rotation. o Emili Wash, Accounting, withdrew the second portion of item 13, the amount of $764,,235.40 o Franz Short Plat Vacation — all documents have been received that were requested at the previous hearing. • Consent Agenda — (Items 1 through 17) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Jones, seconded by Commissioner Carter, to approve the consent agenda items 1-10, amending item 11 with. a new effective date of December 25, 2022, approve item 12, amending item 13 by removing the transfer in the amount of $764.,235.40,, approving items 14-17. Have the BOCC address it at the Department Head Update? • Departments/Offices need to focus more on projecting correct revenue numbers, along with the expenses. • Non-current expense fund revenues and beginning fund cash balance. Katie Smith is attempting to make the numbers clearer for the Commissioners. 4:00 p.m. —4:30 p.m. Open Record Public Hearing, Franz Short Plat Vacation (Continued from 12/13/2022) The Commissioners held an Open Record Public Hearing to consider vacating the entire subdivision of the Franz Short Plat, Replat #1 (AFN 1099748), further identified as Assessor Parcel Numbers 31-2252-000.,31-2253-000, 31-2254-000,,31-2255-000 and the included dedicated roadway and associated road Right of Way pursuant to Grant County Code 22.04.490 and RCW 58.17.212, as petitioned by Vic Jansen and Dave McKinnon of Terteling Properties LLC (agent Gil Alvarado, GAJ Planning LLC). This includes Lots 1 thru 4, Franz Short Plat, Replat #1 and included dedicated Road, Lot 2 and 3, Franz Short Plat, in the South half of the Northwest quarter of Section 32, Township 19 North, Range 29 East, W.M. This hearing is being continued from 12/13/22. Jim Cook, Deputy Director of Development Services stated he met with Gil Alvarado and received the paperwork needed to complete this vacation. This the vacation of a "replat" so this plat will revert back to the original plat. Commissioner Stone stated that Commissioner Carter has recused herself from this hearing as she has not been a part of the previous hearings. Gil Alvarado thanked the Board for the many continued hearings. He really appreciates the staff at Development Services staff for all their help. A motion was made by Commissioner Jones to close the public comment portion of the hearing. Commissioner Stone seconded and the motion passed with 2 Commissioner's in attendance.
