The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.

Pursuant to RCW 42.30.110(1)(8) Commissioner Stone called an Executive Session to order at
9:34 a.m. to go until 9:39 a.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones. Commissioner Stone continued the executive session
from 9:39 a.m. to 9:44 a.m. Commissioner Stone closed the session at 9:44 a.m.

letters as to why they were "appointi-ng themselves".
o Commissioner Stone confirmed with Tom Gaines that item 13 had been reviewed by
legal.
o Commissioner Stone asked for clarification as to why we are signing item 12 in regard to
Mosquito District 1.

Pursuant to RCW 42.30.140(4)(a) Negotiations- Commissioner Stone called an Executive Session
to order at 3:13 p.m. to go until 3:23 p.m. regarding Negotiations. In attendance were
Commissioners Carter, Stone and Jones, Decorah Anderson and Kirk Eslinger with Human
Resources. Commissioner Stone closed the session at 3:23 p.m.

• Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner
Stone, to approve the agenda as presented. The motion passed with 2 commissioners in
attendance.

A motion was made by Commissioner Jones, seconded by Commissioner Stone to approve
consent agenda items 1-3, hold 4 until 12/27/2022, amend item 5 to include the monetary
amount of $57,989.00, approve 6-13, withdraw 14, and approve items 15-17. The motion
passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (In the amount of $1,434,108.79 and
$99,938.03)

14. Request to purchase a 2016 Ford Explorer from the Sheriff's office in the amount of $6,000.00 to
assist in the transportation of participants of the Community Court. Funds for this purchase will
come from Community Court Grant Fund 001.102.9047.512406003 in the amount of $3.,000.00
and the Community Justice Counselor Grant Fund 001.102.00.9048.512406003 for the
remaining $3,000.00. (Withdrawn)
NFW HOPE
15. Authorization request for New Hope Director, Suzi Fode to DocuSign a Washington State
Department of Commerce Federal Interagency Agreement with the Office of Crime Victims
Advocacy Community Services Division, Grant No. F22-31103-040, in the amount of $33,178.00
to renew annual STOP grant for Violence Against Women. Term is January 1, 2023 through
December 31, 2023.
PUBLIC DEFENSE
16. 2023-24 Professional Services Agreement for legal representation of indigent individuals in the
juvenile division of Grant County Superior Court (juvenile offenders only) conflicts contractor
with Lyliane Couture, currently an employee with Larson, Fowles, PLLC, for a term of January 1,
2023, through December 31, 2024.
TREASURER'S OFFICE
17. Request to transfer the Trial Court Improvement monies from the Law and Justice Fund per SSB
5454. The amount is $16,,872.00.

• Walk -On Items: A motion was made by Commissioner Jones, seconded by Commissioner Stone

o Resolution in the matter of amending resolution 22 -120 -CC adopting the six-year
transportation improvement program for 2023-2028 (Public Works) (Resolution 22-
131 -CC)
o Contract with Wheeler Excavation, LLC for the 3 -NE Road Phase 3, CRP 21-03 project in
the amount of $1,,275,255.45 (Public Works).
o Contract with Central Washington Asphalt, Inc for the Dodson Rd. Overlay Phase 2,
Phase % and Phase 4, CRP 22-01 Project in the amount of $3,,232,,000.00 (Public
Works).
o Second amendment to agreement for provision of law enforcement services between
Desert Aire Owners Association and Grant County (Sheriff's Office). The amendment
terminates the agreement early, effective December 10, 2022 with a repayment back
to DADA in the amount of $28,,500.00.
o Emergency AP batch for New Hope in the amount of $1,265.00.

Commissioner Carter was not present during the Commissioner's Meeting/Consent Agenda
due to a scheduling conflict. Commissioner Carter entered the meeting after consent agenda
items were signed, but before adjournment. Commissioner Stone and Commissioner Jones
agreed that they would approve of Commissioner Carter signing item No. 11, a proclamation
for Royal City School District.
