BETWEEN THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY AND GRANT COUNTY PUBLIC WORKS PURPOSE: To amend the above -referenced agreement (AGREEMENT) between the state of Washington Department of Ecology (ECOLOGY) and GRANT COUNTY PUBLIC WORKS (RECIPIENT) for the Grant Co PW (PROJECT). This amendment will increase the agreement total eligible cost by $17,000 from $76,000 to $93,000 (by $17,000 state share from. $76,000 state share to $93,000 state share), Funds to increase this AGREEM ENT's budget come from disbursement of funds from other RECIPIENTs during the unspent process. No Grant Co PW Task Total Litter and 'Illegal Dump Cleanup $ 93,000.00 Total-, $ 93,000.00 CHANGES TO SCOPE OF WORK Task Number: I Task Cost: $93,000.00 Task Title: Litter and Illegal Dump Cleanup Page 2 of 5 Task Description., RECIPIENT will organize and operate a litter pickup crew. The litter crew consists of Grant County Public Works staff and hired temporary seasonal staff. They will clean tip illegal dumps and litter on public lands and roadways. The most frequently traveled and heavily littered roads are given priority for, litter cleanup activities.The crew operates as needed and directed by the supervisor and picks up bags of litter collected by volunteer crews. RECIPIENT may utilize volunteer groups to assist in roadside litter pickup, including the Reyes. del, Sol motorcycle group cleaning their 'adopted' road. RECIPIENT may also provide education and outreach to residents. RECIPIENT is responsible for providing all required training, instruction, and oversight of crewme I mbers. This includes safety practices and procedures, work -zone safety, traffic control, and personal safety gear. The litter crew -members are responsible for productivity, data collection, reporting, litter and illegal dump cleanup, disposal., and recycling, RECIPIENT will transport collected litter to a permitted solid waste facility and recycle materials whenever possible. One time cleanups of illegal dumpsites located on private property with free public access is eligible under this agreement, provided it can be determined that the cause of the dump/litter is public. Multiple cleanups on the same property are not eligible, nor are the disposal costs associated with cleanup of private property. RECIPIENT will work with the private property owner to cover part of the investment cost in the cleanup should this occur. Eligible Costs: I ) Litter crew and supervisor salary and benefits.
