Request to create a new fund, Dedicated Drug Court Fund (123.001) for Superior Court to collect participant fees, donations, etc. within the new Drug Court Program. COMMISSIONER'S OFFICE 3. Approval of Commissioners Meeting Minutes for November 7 and November 14, 2022.. Also Amended Meeting Minutes for the week of October 10, 2022. 4. Invoices 5. Recommendation from the Strategic Infrastructure Program (SIP) Advisory Committee to approve the following project funding: a. SIP #2022-04 Port of Royal Slope, Install Well #3 Port: Requested $537,600.00 grant, recommending $268,800.00 with a 6 -month timeline. b. SIP #2022-05 McKay Healthcare, feasibility Study/Capital Needs Assessment/Architecture Engineer Planning: Requested $521,000.00 grant, recommending $21,000.00 grant. c. SIP #2022-06 Port of Mattawa, Wastewater Expansion -Phase 4: Requested $400,000.00 grant, recommending $200,000.00 grant and $200,000.00 loan. Request from the City of Soap Lake for an extension on Strategic Infrastructure Program (SIP) Grant No. 2020-01 (Division Street South Sewer Main Extension) from November 10, 2022, to December 9, 2022. 7. Request for release of funds of 4t" installment on Strategic Infrastructure Program (SIP) Grant No. 2021-04 Grant County Port District #8 Port of Warden -Phase 2 Rail and Road Infrastructure Expansion Project -Road Design and Engineering Portion in the amount of $34,100.00. 8. Appreciation letter to Blair Fuglie for his work on the Grant County Planning Commission who resigned from the Commission effective 10/24/2022. 9. Letter of support to the U.S. Department of Transportation for the Washington State Department of Transportation's 2022 CRISI Grant funding application for the Washington State Rural Freight Rail Rehabilitation, Phase II: Improving Supply Chain Efficiency and Resiliency project. 10. Special Occasion liquor license application for Columbia Basin Cancer Foundation and their event to be held at Grant County Fairgrounds, 3953 Airway Drive NE, Moses Lake, WA on February 4, 2023, from the Washington State Liquor and Cannabis Board. 11. Held from the October 11, 2022, consent agenda: Reappointment letter for Lorna Callahan to the Fair Advisory Committee for another 3 -year term effective October 1, 2022 through September 30, 2025. DEVELOPMENT SERVICES 12. Resolution relating to Comprehensive Planning in Grant County in accordance with the Washington State Growth Management Act (RCW 36.70A) and amending the Comprehensive Plan, associated Zone Changes and Unified Development Code Amendment. The public hearing was held on November 1, 2022. PUBLIC WORKS 13. Interlocal cooperation agreement between Port of Royal Slope, Grant County Port District No. 2, and Grant County Public Works Department regarding road maintenance and minor construction work. 14. Washington State Department of Transportation Local Agency Agreement Supplement No. 2 to Agreement No. LA 10364 for the Dodson Rd. Phase 2, 3, and 4 project. Reason for supplement is to increase construction funding to contract bid amount. 15. Recommendation to award the 3 -NE Road Phase 3 project to Wheeler Excavation, LLC for their bid amount of $1,275,255.45. Upon approval, the award letter will also be signed. 16. Recommendation to award the Dodson Road Overlay Phase 2, 3 and 4 project to Central Washington Asphalt for their bid amount of $3,232,000.00. Upon approval, the award letter will also be signed. 17. Resolution initiating county road project designated as CRP No. 22-04 (23 -NE Bridge Replacement). Project work includes roadway excavation, embankment, crushed surface base and top course, and guardrail. Term of agreement is January 1, 2022, through December 3, 2022. 19. Out-of-state travel request for Megan Watson to attend the CADCA-National Leadership Forum in National Harbor, MD. Dates of travel are January 29, 2023, through February 3, 2023. Total cost of travel is $3.,141.25. 20. Out-of-state travel request for Darci Alamos to attend the American Society of Addiction Medicine (ASAM) 54th Annual Conference in National Harbor, MD. Dates of travel are April 13, 2023, through April 17, 2023. The total cost of travel is $2,992.'50. 21. Request to perform a topography survey with Western Pacific Engineering & Survey for the Renew front office renovation. Total cost of survey is $6,000.00 and will be funded from (594.64.6400) Capital Outlay 2022 budget. SHERIFF'S OFFICE 22. Request to surplus Glock Duty Pistol (Asset # 105182, Serial # VXF123) and sell it to Old World Trading Company for $400.00.
