MONDAY, NOVEMBER 21, 2022 The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance. 8:15 a.m. — 8:45 a.m. C Carter, Public Works Leadership Meeting (Sam Castro came to the Commissioner's Office) 9:00 a.m.-9:30 a.m. Certification of Tax Levy— Discussion • Discussion was held on the 1% levy increase counties may take each year. 9:30 a.m. —10:30 a.m. B Vasquez, Clerk of the Board Update • NovaTime-Reports • Alternate Schedule Discussion — Human Resources to draft a second alternate schedule. • Ex Parte Communication — Franz Public Hearing. • GCSO Blood Drive — Discuss with Department Head • Appoint Anthony Garcia to the Health and Wellness Committee and Brittany Lutz to the Safety Committee. 10:30 a.m. —11:30 a.m. K Smith, Accounting Update • Alternate Week Schedules — how will this affect payroll? Human Resources will be developing a new policy. If holiday falls on the employee's day off? Only 8 hours of holiday pay allowed per policy. • Oracle Software Update — being reviewed by the Prosecuting Attorney's Office. • Payroll — Leave balances to new employees at a higher rate of accrual. This was supposed to have stopped but continues. • Union Contracts are getting to payroll 3 - 4 weeks after signing, which causes retro issues. Along with PAR's. • Courthouse Contract stated hours over 240 leave hours, will be placed on a VEBA. • Have a meeting with payroll and Human Resources before union contracts are signed. • Bereavement Policy changed recommendation — mirror federal law and add grandparents to county policy. • Would like to go digital instead of binders for budget presentations. • Credit Cards and Amazon/Synchrony Bank Credit Cards — there is some confusion. Create an Amazon Business Account and use county credit cards for those purchases. Section 11 discusses the termination but references an incorrect section. Should be Section 101 not Section 9. o Pat Connely, Port of Quincy, attended to discuss the SIP Recommendations (item 5). • Commissioner Carter mentioned the WSAC Article on Jail Mental Health Funding. Dell Anderson stated that Catholic Charities currently assists our Jail with behavioral health. • (CC) Bridges —Funding: Is there funding available to sponsor the Japanese Youth Exchange? Use 133 Fund to pay for a facilitator? Frontier Middle School Staff? • Live Nation /Neighbor discussion —cell service issue. Sam Castro went to signalchecker.com and there are 4 cell providers in the area. Verizon stated adding another cell tower will not help. The issue is not having 5G, which is not offered in the area (only 4G is available). Request for more bandwidth with the FCC is an option in 2023. (Verizon/AT&T/US Cellular/T Mobile) • NCW Tech Alliance —For kids in high school, funding request for headsets. Potentially use the 133 Funding. TCE was found and this basalt aquifer is failing. The city will be putting together a committee in 2023 to address this. • Interlocal Agreement with Homeless Funding —Where is it at? • Bridges Funding: Looking for a position to manage the program • Mae Valley Roads /Traffic Remodeling • CC —Big Bend Community College /Capital Facilities Plan or Comprehensive Plan 11:30 a.m. —12:00 p.m. Public Works Budget Meeting — Follow up 2023 Budget Discussion • Janice Flynn discussed the invoice received from WRCIP and the risk assessment. Emails that have come in that need response, letters of support etc.) • Commissioners Roundtable —Miscellaneous Discussion o Commissioner Carter reached out to Brant Mayo regarding the SIP request for the Port of Quincy o Planning Commission has an open position, person in Mattawa is interested. o Commissioner Carter reached out to Moses Lake School District to see if a teacher at Frontier would be interested in leading the youth exchange program for Japan. Consent Agenda — (Items 1 through 22) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve the consent agenda as presented. Discussion on item 11, Commissioner Jones asked that the position be kept professional and not bring personal issues into the Fair Advisory Committee (as was done in 2022). The motion passed unanimously. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (In the amounts of $103,,269.11., $683,,326.23 and $71,480.99) 2. Request to create a new fund, Dedicated Drug Court Fund (123.001) for Superior Court to collect participant fees, donations, etc. within the new Drug Court Program. (Resolution No. 22 -116 - CC) COMMISSIONER'S OFFICE 3. Approval of Commissioners Meeting Minutes for November 7 and November 14, 2022. Recommendation from the Strategic Infrastructure Program (SIP) Advisory Committee to approve the following project funding: a. SIP #2022-04 Port of Royal Slope, Install Well #3 Port: Requested $537'.600.00 grant, recommending $268,,800.00 with a 6 -month timeline. b. SIP #2022-05 McKay Healthcare, feasibility Study/Capital Needs Assessment/Architecture Engineer Planning: Requested $521.,000.00 grant, recommending $21,000.00 grant. c. SIP #2022-06 Port of Mattawa, Wastewater Expansion -Phase 4: Requested $400,,000.00 grant, recommending $200,000.00 grant and $200.,000.00 loan. d. Request for release of funds of 0 installment on Strategic Infrastructure Program (SIP) Grant No. 2021-04 Grant County Port District #8 Port of Warden -Phase 2 Rail and Road Infrastructure Expansion Project -Road Design and Engineering Portion in the amount of $34,100.00. 8. Appreciation letter to Blair Fuglie for his work on the Grant County Planning Commission who resigned from the Commission effective 10/24/2022. 9. Letter of support to the U.S. Department of Transportation for the Washington State Department of Transportation's 2022 CRISI Grant funding application for the Washington State Rural Freight Rail Rehabilitation, Phase II: Improving Supply Chain Efficiency and Resiliency project. 10. Special Occasion liquor license application for Columbia Basin Cancer Foundation and their event to be held at Grant County Fairgrounds, 3953 Airway Drive NE, Moses Lake, WA on February 4, 2023, from the Washington State Liquor and Cannabis Board. 11. Held from the October 11, 2022, consent agenda: Reappointment letter for Lorna Callahan to the Fair Advisory Committee for another 3 -year term effective October 1, 2022 through September 30, 2025. DEVELOPMENT SERVICES 12. Resolution relating to Comprehensive Planning in Grant County in accordance with the Washington State Growth Management Act (RCW 36.70A) and amending the Comprehensive Plan, associated Zone Changes and Unified Development Code Amendment. The public hearing was held on November 1, 2022. (Resolution No. 22 -117 -CC) PHRI IC WnRKS 13. Interlocal cooperation agreement between Port of Royal Slope, Grant County Port District No. 2, and Grant County Public Works Department regarding road maintenance and minor construction work. (Resolution No. 22 -118 -CC) 14. Washington State Department of Transportation Local Agency Agreement Supplement No. 2 to Agreement No. LA 10364 for the Dodson Rd. Phase 2, 3, and 4 project. Reason for supplement is to increase construction funding to contract bid amount. 15. Recommendation to award the 3 -NE Road Phase 3 project to Wheeler Excavation, LLC for their bid amount of $1,275,255.45. Upon approval, the award letter will also be signed. 16. Recommendation to award the Dodson Road Overlay Phase 2, 3 and 4 project to Central Washington Asphalt for their bid amount of $3,,232.,000.00. Upon approval, the award letter will also be signed. 17. Resolution No. 22 -119 -CC initiating county road project designated as CRP No. 22-04 (23 -NE Bridge Replacement). Project work includes roadway excavation, embankment, crushed surface base and top course, and guardrail. RENEW 18. 2022 Community Behavioral Health Enhancement Payment Agreement with Community Health Plan of Washington (CHPW). Term of agreement is January 1, 2022, through December 3, 2022. Dates of travel are January 29, 2023, through February 3, 2023. Total cost of travel is $3,141.25. 20. Out-of-state travel request for Darci Alamos to attend the American Society of Addiction Medicine (ASAM) 54th Annual Conference in National Harbor, MD. Dates of travel are April 13, 2023, through April 17, 2023. The total cost of travel is $2,992.50. 21. Request to perform a topography survey with Western Pacific Engineering & Survey for the Renew front office renovation. Total cost of survey is $6.,000.00 and will be funded from (594.64.6400) Capital Outlay 2022 budget. (Resolution No. 22 -121 -CC) SHERIFF'S OFFICE 22. Request to surplus Glock Duty Pistol (Asset # 105182, Serial # VXF123) and sell it to Old World Trading Company for $400.00. These items will be acted upon together) • Adjournment 3:15 p.m. — 3:30 p.m. Open Record Public Hearing, Franz Short Plat —Vacation (continued from 10/18/22) The Commissioners held an Open Record Public Hearing to consider vacating the entire subdivision of the Franz Short Plat, Replat #1 (AFN 1099748), further identified as Assessor Parcel Numbers 31-2252-000, 31-2253-000, 31-2254-000, 31-2255-000 and the included dedicated roadway and associated road Right of Way pursuant to Grant County Code 22.04.490 and RCW 58.17.212, as petitioned by Vic Jansen and Dave McKinnon of Terteling Properties LLC (agent Gil Alvarado, GAJ Planning LLC). This includes Lots 1 thru 4, Franz Short Plat, Replat #1 and included dedicated Road, Lot 2 and 3, Franz Short Plat, in the South half of the Northwest quarter of Section 32, Township 19 North, Range 29 East, W.M. Commissioner Stone stated that the proponents are going to request an extension again to this hearing. Commissioner Carter has recused herself from the hearing due to her inability to attend past hearings. Gil Alvarado, GAJ Planning, stated the process has been inhibited by the purchase of the Bogaard property which is key to this vacation. It is now in process and those documents will be submitted before the next hearing. Mr. Alvarado stated the Terteling Group is still very interested in this project. A motion was made by Commissioner Jones to continue the hearing to 12/13/22 at 3:15 p.m. Commissioner Stone seconded and the motion passed with 2 Commissioners in attendance. Page 8 of 9 Grant County Commissioners Minutes Week of November 21, 2022 3:45 p.m. — 4:00 p.m. Open Record Public Hearing, Six -Year Transportation Improvement Program Adoption for the years 2023-2028 The Commissioners held an Open Record Public Hearing, Six -Year Transportation Improvement Program Adoption Dave Bren, County Road Engineer, discussed the program being proposed for adoption. He received the Letter of Addendum to Determination of Non -Significance, as presented by the Development Services Department. A motion was made by Commissioner Jones to close the public comment portion of the hearing. Commissioner Carter seconded and the motion passed unanimously. A motion was made by Commissioner Carter to adopt the Six Year Transportation Improvement Program. Commissioner Jones seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 22 -120 -CC) MISCELLANEOUS ITEMS The Chair of the Board was authorized to sign the Christopher Tommer (C Tommer Major Plat) File # P 22-0373 (preliminary P 22-0029) Final Plat Submission and Review. The Commissioners approved and signed the Public Works County Payroll Salary Fund for their November 18, 2022 payroll.
