There are also dogs barking a lot. He believes a commercial business is being run in this residential area. • Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve the agenda as presented. Emails that have come in that need response, letters of support etc.) None • Commissioners Roundtable — Miscellaneous Discussion o The group discussed the public comment that was just received. There are numerous cars on the property but that doesn't mean it's a business. Are there invoices to the address? There are many barking dogs. Once a Code Enforcement request is denied, there is no way of reopening it. o Janice Flynn discussed New Hope American Rescue Plan Act (ARPA) request for funding. There are seven categories that were approved by the BOCC; it would be easier to amend it and approve it for three categories only. The BOCC originally approved 2 years, and she is now making the request for the final amount for 3.5 more years. Janice will draft a memo to amend the categories to fund ARPA from. o Janice Flynn asked about Insurance for 2023. A meeting will be scheduled. • Consent Agenda — (Items 1 through 11) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Jones, seconded by Commissioner Carter, to approve the consent agenda as presented. The motion passed unanimously. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (In the amount of $489.00) COMMISSIONER'S OFFICE 2. Invoices 3. Chelan County Resolution No. 2022-114, Five County Joint Resolution regarding the re- appointment of Trustee representing Chelan County to the North Central Regional Library Board of Trustees. Resolution appoints Denise Sorom to another seven-year term to begin January 1, 2023. NFW HOPF 4. Out of state travel request for Ana Rivera and Maria Hallatt to attend the 2023 National Homeless Youth Summit in Washington, DC, March 1-4, 2023. Cost of travel is $3,556.51 and will be funded through the Youth Homeless Grant. I:id01: VITA 5. Out of state travel request for Carrie Redding to attend the American Society of Addiction Medicine (ASAM) 54th annual conference in National Harbor, MD, April 12-17, 2023. Cost of travel is $3,481.35. 6. Out of state travel request for Alfredo Aguilar Robles to attend the CADCA 33rd Annual National Leadership Forum in National Harbor, MD January 1, 2023 through February 3, 2023. Cost of travel is $2,725.50. 9. Out of state travel request for Derek Jay, Justin Grubb, and Josh Erickson to attend the Jail and Prisoner Legal Issues Seminar in Las Vegas, NV, January 22-27, 2023. Cost of travel is $21200.50 per traveler for a total cost of $6.,601.50. 10. Out of state travel request for Katrina Ball to attend cell phone extraction training in Kellogg, ID, January 8-13, 2023. Cost of travel is $4,661.00. 11. Interlocal Agreement #3-2022 Washington State Region 7 Emergency Management Council Interlocal Agreement. Agreement between the counties of Chelan, Douglas, Grant, Kittitas, Okanogan, and the Confederated Tribes of the Colville Reservation for the purpose of joint participation in Homeland Security and Emergency Management planning and preparedness programs. Term of agreement is upon signature through the remainder of the calendar year, to renew annually for 5 years unless terminated (December 2027). (Resolution No. 22 -123 -CC) Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent Agenda. These items will be acted upon together) A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve the walk-on as presented. The Planning Commission letters are being walked on due to the Planning Commission meeting being held the following week. The motion passed unanimously. o There are three (3) walk on items: i. Central Services recommendation to award the bid for the General Contractor for the new jail project, to Lydig Construction in the amount of $1,400,000.00 and a fee of 5.0% ii. Appointment letter for Patricia Jackson to the Planning Commission for a four- year term beginning November 29, 2022 through November 28, 2026. iii. Appointment letter for Elliott Goodrich to the Planning Commission for a four- year term beginning November 29, 2022 through November 28, 2026. • Adjournment 3:15 p.m. — 3:20 p.m. Open Record Public Hearing, Grants Administration Fund and District Court Budget Extensions The Commissioners held an Open Record Public Hearing to approve the following budget extension requests: • Grants Administration Fund in the amount of $45.,177.00 (190.001) to receive funds on the Department of Commerce Shelter Program Grant No. 21-4610C-104. Page 5 of 7 Grant County Commissioners Minutes Week of November 28, 2022 • District Court in the amount of $150,,000.00 Fund # (001.102) to receive funds from the Administrative Office of the Courts (AOC) to fund audio and visual improvements to the courtrooms Janice Flynn, Administrative Services Coordinator discussed her request. She stated that guidelines and billing changed so all funds were used in 2022. Desiree Ochocinski, District Court Administrator was in attendance to answer any questions. A motion was made by Commissioner Jones to close the public comment portion of the hearing. Commissioner Carter seconded and the motion passed unanimously. A motion was made by Commissioner Carter to approve the budget extensions as presented. Commissioner Jones seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 22 -122 -CC) 3:20 p.m. — 3:30 p.m. Open Record Public Hearing, Vacation of an unbuilt portion in the Cayuse Plat (Petitioners: (Grutko and Melby) The Commissioners held an Open Record Public Hearing to consider the vacation of a portion of unbuilt E.1 north of E.3, Cause Plat, S 24, T 20 N, R 27 E, WM. Petitioners are Grutko and Melby. Dave Bren, County Engineer discussed his staff report which originally had the recommendation of denial. He has spoken to the petitioner and Development Services and would like to suggest amendments to the staff report. What he has seen in the past is that, if you vacate a portion of a corridor, it is usually regrated. He believes now it would be better to vacate the entire corridor which includes the Miller Plat above, if any is going to be vacated. He now leans neutral. The County may not need the vacated area for 30 plus years. Chris Young, Development Services Director stated they are not against the vacation. Discussion ensued. Robert Grutko, proponent requested an extension to be able to amend the petition to include the entire corridor. The Clerk of the Board recommended January 31, 2023 at 3:15 p.m. Dave Bren stated the neighbors to the North will have to submit their own application, separate from today's application. The Board further acknowledges that the County Assessor has been provided with a copy of the budget and estimates as certified and filed by the respective taxing districts as listed on the attachment A motion was made by Commissioner Stone, seconded by Commissioner Jones, to certify the tax levies to the County Assessor.
