Services P 0 Box 37 Ephrata WA 98823 (509) 754-2011 Ext -3276 November 21, 2022 A public "bid" opening was held on Thursday, November 17, at 2:00 pm in the BOCC hearing room. This opening was to receive two prices from the two General Contractors (GCs) bidding on the project to act as General Contractor/ Construction manager (GC/CM). The two contractors were Layton and Lyclig Construction. Two different costs were required from the GCs;.the First was the cost to perform the "General Conditions" of a contract that was forwarded to the GCs ahead of the bid opening. This cost included the amounts required to provide manpower for the job and administer the job and all facets as outlined in the "General Conditions." The second was their fee based on the estimated Maximum Allowable Construction Cost" or "MACC." For this bid, the MACC was based at $75,000.000. These costs were the third part of a scoring equation that previously had presentation and interview scores that left Lyclig at, 176.5 points and Layton at 168.67 points out of a possible 200 -point scoring total. Layton: General Conditions, $5,060,100.00 and a fee of 9.216% Lydig: General Conditions, $1,400,000.00 and a fee of 5.0% Based on this bid opening coupled with the previous scores, Lyclig is the low responsible bidder. With the Board's permission, Central Services will work to enter into a contract with Lyclig construction as our GC/CM and begin the next steps toward the construction of the new Grant County jail.
