� Out of State Travel Policy —Fairgrounds late request for travel to Rocky Mountain Convention in
MT. Commissioners Stone and Jones voted their preliminary approval of this travel request,
although not within the 30 day requirement per county policy. Commissioner Carter abstained
from this vote, due to the violation of policy.
Pursuant to RCW 42.30.140(4)(a) Commissioner Stone called an Executive Session to order at 2:54
p.m. to go until 3:10 p.m. regarding Negotiations. In attendance were Commissioners Carter, Stone
and Jones, Katie Smith, Chief Accountant, and Kirk Eslinger and Decorah Anderson, Human
Resources. Commissioner Stone closed the session at 3:10 p.m.

• Moses Lake Irrigation and Rehabilitation District (MLIRD) appointment discussion. Jeff Foster
stated that 2 people have filed for the elected position. The Commissioners must consider
appointment today, as a walk-on.

Pursuant to RCW 42.30.110(1)(b) Commissioner Stone called an Executive Session to order at
9:03 a.m. to go until 9:18 a.m. regarding Real Estate Acquisition. In attendance were
Commissioners Carter, Stone and Jones, Harold Moberg and Ryan Escure. The session was
continued to 9:30 a.m., and then again to 9:50 a.m. Commissioner Stone closed the session at
9:50 a.m.

In attendance:

Nation, Sam Dart and Dave Bren from Public Works, Rachel Jorgensen.

• Commissioner Carter cell phone — Pat Escure
Discussion was held about cell service and how bad it is. The amount of people in the area interrupt
cell service and area residents are unable to reach their irrigation circles. This affects the deputies
as well.
Traffic is an issue and hoping to get the area roads widened. Pat Escure discussed his property and
how the concert goers use it as a restroom, due to the back up of traffic to enter the concert area.
It's about 3.5 miles long. Kacey Kiehn stated this backs up into the City of George.
Live Nation pays for the Sheriff's wages and overtime.
Pat Escure discussed noise. Electronic Dance music goes until 1:30 a.m. "Atmospheric Conditions"
were blamed at one point. Is there a Noise Ordinance to enforce this?
Danny Wilde, Live Nation discussed traffic — they sometimes open the campground the day before
to get traffic off the road. They encourage their attendees to arrive early. They are constantly
working on this.
Dave Bren, County Engineer discussed long term planning and is asking for their updated traffic plan.
The Sheriff discussed the 2 lane roads in the area.

Dave Prchal discussed concert goers and when they attend concerts early, where do they put them?
Live Nation needs to address this situation, get them off the roads, and take care of their concert
goers.
Garbage is also a major issue. Farmers keep putting fences up, when is Live Nation going to expend
some money to keep the concert goers out? Overflow lots to use until the venue opens?
The deputies that are out there address the issues when they arise. The Sheriff mentioned the
camping entry system could be better.
Lisa Karstetter mentioned Crescent Bar Road and the concert goers were trying to find water, due to
the 108 degree weather of the Watershed concert weekend. They were also getting underneath the
irrigation circles for water. She stated Live Nation should not be allowed to have concerts if they
cannot figure this out, especially the cell service.
Danny Wilde addressed the noise and atmospheric conditions. He passed on the complaints to the
event organizers. They are listening, they are working on it. A sound monitoring service will be
brought in next year. Can they stop the music at a certain time? 11pm? Sam Dart stated the noise
ordinance is Ch. 6.24 of the Grant County Code. Are the Gorge concerts exempt? Danny Stone
stated the Board will need to address this.
Could Live Nation start concerts earlier so they can end earlier?
Sam Dart stated the last traffic plan was completed in 2017 and was given to the Planning
Department. A review should be done every year. Done through the Comprehensive Plan.
Commissioner Carter asked about cooling/hydration/water stations. Live nation has addressed this.
Watershed is the only concert that usually has the issues. PUD had been a great partner.
Cell service, Commissioner Carter believed Sam Castro was working on this. Temporary cell towers
should be able to be put up, per Kacey Kiehn, by Live Nation.
Pat Escure asked if there's a phone number the neighbors can get with issues? For
traffic/trespassing/noise —who can the neighbors contact?
Sean O'Connell of Live Nation stated they want to be good neighbors. They will work with the
County Engineer and Sheriff's Office for future traffic issue. They opened up earlier for festival
weekends to assist with traffic. Processing of campers does take time.
Commissioner Jones asked about single day attendance; it is approx. 22,000 — 27,000 attendees.

In 2017, the County paid for a traffic study for the Gorge area and did a peer review of the traffic study.
There are many great items that would improve the plan, but funding has been the issue.

• Pit 43 — an individual illegally crushed rock on county property. This is being
investigated. The County no longer has a permit to crush.
• Authorization to Call for Bids - 2022 Crushing and Stockpiling
• Public Works Engineering/Roads -These items are on the consent agenda:
• Resolution Amending Resolution No. 22 -099 -CC Notice of Hearing - Cayuse
• Resolution Adopting the 2023 Annual Road Construction Program
• Resolution Notice of Hearing Six Year Transportation Improvement Program 2023-2028
• Dodson Road overlay bid —cost came in $500,000 higher than expected. State found
$500,.000.00 for the project.
2:00 p.m. — 3:00 p.m. Commissioner's Meeting
• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit)
o Jeff Foster stated he reached out to the MLIRD attorney about the Board appointment
but he has not heard back yet.
• Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner
Carter, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (ie. Emails that have come in that need response, letters of support etc.) Grand
Coulee Dam Senior Center submitted letter for $4.,000.00 for 2023 (invoice given to Jerry for
payment).
• Commissioners Roundtable — Miscellaneous Discussion
o Commissioner Carter acknowledged staff and their hard work
o All three commissioners will be attending the WSAC conference next week so no
meeting.
o Commissioner Jones received a request from NCW Alliance to purchase headsets for the
benefit of hearing during tours. Fund 113 or 133 for Economic Enhancement.
o Fairgrounds out of state travel requests not being submitted on time for a second year
in a row. Katie Smith mentioned that as of now, the Fairgrounds only has $66,000 in
their fund.
o Tom Gaines discussed an upcoming travel opportunity in February 2023.
• Consent Agenda — (Items 1 through 21) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve
the agenda as presented, noting that Commissioner Carter is abstaining on item 12. The
motion passed unanimously

AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.0901
as recorded on a listing, and made available to the Board. (Approved in the amount of
$707,530.52)
2. Request to establish a new fund titled "Opioid Response" (137.001) related to the opioid
epidemic. Total funds to be received is $2,135,503.00. (Resolution No. 22 -110 -CC)
COMMISSIONER'S OFFICE
3. Approval of October 31, 2022, Commissioners Minutes.

5. Held from the October 31, 2022 Consent Agenda: Resolution Amending Resolution No. 22 -080 -
CC Relating To The Establishment Of A New Fund Titled Jail Construction Bond Fund #313.001.
The amendment directs the County Treasurer to invest all funds to this newly established fund
for the benefit of the fund. (Resolution No. 22 -111 -CC)
6. Amendment C on the Department of Commerce Consolidated Homeless Grant (CHG) No. 22-
46108-10 to approve $9,412.00 to be allocated to New Hope for their use of these hotel leasing
funds.
7. Approval for the Housing Authority of Grant County to be recommended as the subrecipient on
a new state -funded eviction prevention rent assistance program in the amount of $812,,281.00
per HB1277. This is contingent upon the approval of Grant County's application through the
Department of Commerce.
8. Reimbursement #13 from the Housing Authority of Grant County on the Department of
Commerce Eviction Rent Assistance Program (ERAP 2.0) Grant No. 21-4619C-108 in the amount
of $577,236.31 for October 2022 expenses.
9. Reimbursement #36, request #11 from Opportunities Industrialization Center (OIC) of
Washington on the Department of Commerce Eviction Rent Assistance Program (ERAP 2.0)
Grant No. 21-4619C-108 in the amount of $15.,886.80.
10. Reimbursement #16 from the Housing Authority of Grant County on the Department of
Commerce Consolidate Homeless Grant (CHG) No. 22-46108-10 in the amount of $31,,639.00 for
October 2022 expenses.
DISTRICT COURT
11. Budget extension request in the amount of $150,000.00 (Fund# 001.102) to receive funds from
the Administrative Office of the Courts. These funds will be used for video and audio
improvements in courtrooms. (The public hearing was set for November 29, 2022 at 3:15 p.m.)
FAIRGROUNDS
12. Out of state travel requests for Darci Homesley, Shayla Morton, and Rebecca Martinez to attend
the Rocky Mountain Association of Fair Convention in Layton, Davis County, UT from November
8, 2022 through November 12, 2022.

18. Interlocal agreement between Renew and the Quincy School District regarding counseling
services. Term of agreement is August 31, 2022, through June 9, 2023, at a rate of $85.00 per
on-site hour and in -office preparation and record keeping, not to exceed 80 hours per month.

19. Approval for Dell Anderson to sign a Professional Services Agreement via DocuSign from Fidelity
Review Services through the Washington State Health Care Authority Contract No. K6424 to
receive training through observation and assistance. Term of agreement is upon signature
through July 31, 2023.
TECHNOLOGY SERVICES
20. Purchase order No. 442 to Aumentum in the amount of $68,.757.08 for semi-annual
maintenance fees for Terra Scan for Assessors and Treasurers office. This is a budgeted expense
and will come out of budget line 3506.
21. Purchase order No. 443 to Collective Data in the amount of $20,250.00 for the annual renewal
of Quartermaster SAAS Subscription.

low rate and she wanted approval to purchase early.

Padilla for property located at 311 Third Ave, Moses Lake (Parcel Nos. 09-
1578-000, 09-1579-000, 09-1580-000). Term is August 1, 2022 through July
31, 2029.
c. New Hope - Commercial Lease Agreement with Mario Padilla and Cindy
Padilla for property located at 306 Beech St, Moses Lake (Parcel Nos. 09-1578-
000, 09-1579-000, 09-1580-000). Term is August 1, 2022 through July 31,
2029.
d. Fairgrounds — Out of state travel request for Shayla Morton and Rebecca
Martinez to attend the International Association of Fairs and Expositions
(IAFE) Convention and Trade Show from November 26 -December 1, 2022 in
Indianapolis, IN. $2,,690.08 and $2,790.08. (Commissioner Carter abstained
from voting on these requests, due to being out of the policy time frame)
e. BOCC - Request from Grant County Fire District #7 (Soap Lake) to purchase a
compressor system and necessary electrical work in the amount of $90,394.17
from the approved American Rescue Plan Act (ARPA) funds that were
awarded on June 21, 2022.
f. Public Works — Cities Insurance Association of Washington Property Damage
Release form on Claim No. C1942 -SW in the amount of $286,,623.42.

This is a negotiated settlement with the Quincy Columbia Basin Irrigation
District due to property damage, including all costs and attorney fees, from a
canal breach which damaged Frenchman Hills Road from D -SW to I -SW on
March 18, 2022.
g. Moses Lake Irrigation and Rehabilitation District Board Appointment. A
motion was made by Commissioner Carter to appoint Charles Perry to the
vacant seat of this Board vacated by Kai Sellman, serving 1 month until the
election of the MLIRD. Commissioner Jones seconded and the motion passed
unanimously.
