Agreement amending Washington State Department of Commerce Rent Eviction Rent Assistance 2.0 Subrecipient agreement between Grant County and HopeSource signed the Stn day of November 2021 and amended on May 10, 2022. The agreement increases the funding by $37,530.00 to a new total of $1,,071,,567.79. 13. Reimbursement request #10 on the Strategic Infrastructure Plan #2021-01 from Grant County Hospital District #4 -McKay Healthcare, Phase 1 Capital Improvement Plan in the amount of $750.00 leaving a balance of $314,795.21. 14. Reimbursement request from Fire District #6, Hartline in the amount of $54,054.16 for the purchase of a new rapid response unit and EMS training as approved by the Commissioners on July 5, 2022, from designated American Rescue Plan Act (ARPA) funds. 15. Letter of appointment for William "Bill" Stevens to the Grant County Water Conservancy Board for a 6 -year term beginning October 4, 2022 through October 4, 2028. 16. Master Services Agreement and Statement of Work with Moss Adams LLP, for the strategic planning as well as grant administration and compliance with American Rescue Plan Act (ARPA) funds. The session was continued to 2:48 p.m. and then again until 2:55 p.m. Commissioner Stone closed the session at 2:55 p.m. w Adjournment 3:05 p.m. — 3:10 p.m. Open Record Public Hearing, District Court Budge Extensions The Commissioners held an Open Record Public Hearing to consider the following budget extension requests from District Court: • in the amount of $100,000.00 (Fund# 001.102) to fund the Community Justice Counselor position. • in the amount of $125,000.00 (Fund# 001.102) to support the development of the Community Court Program. A motion was made by Commissioner Jones, seconded by Commissioner Carter, to close the public comment portion of the hearing. The motion passed unanimously. (Resolution No. 22 -097 -CC) Page 9 of 10 Grant County Commissioners Minutes Week of October 3, 2022 3:10 p.m. — 3:15 p.m. Open Record Public Hearing, Franz Short Plat Vacation (Contd from 912712 ) The Commissioners held an Open Record Public Hearing to consider vacating the entire subdivision of the Franz Short Plat, Replat #1 (AFN 1099748), further identified as Assessor Parcel Numbers 31-2252-000, 31-2253-000,31-2254-000.,31-2255-000 and the included dedicated roadway and associated road Right of Way pursuant to Grant County Code 22.04.490 and RCW 58.17.2121 as petitioned by Vic Jansen and Dave McKinnon of Terteling Properties LLC (agent Gil Alvarado, GAJ Planning LLC). This includes Lots 1 thru 4, Franz Short Plat, Replat #1 and included dedicated Road, Lot 2 and 3, Franz Short Plat, in the South half of the Northwest quarter of Section 32, Township 19 North, Range 29 East, W.M. Barbara J. Vasquez, Clerk of the Board, received a call from Gil Alvarado that he was not going to be able to attend the public hearing as there was an accident on the Highway. He was also to give the commissioners documents as requested from the previous hearing and was not able to get them to the Board as of yet but was planning to bring the hard copies to the hearing. A motion was made by Commissioner Carter, seconded by Commissioner Jones, to continue the hearing again, until October 11, 2022 at 3:30 p.m. The motion passed unanimously. 3:15 p.m. — 3:45 p.m. R Crowley / Senator Murray re: Congressionally Directed Spending (CDS) — Bridge Funding The Grant County bridge application was not on a Washington State Department of Transportation (WSDOT) Transportation Improvement Plan. If Grant County chooses to submit for 2024, must meet with the delegation first. Capital funding available for bridges but the Grant County bridge didn't qualify. CDS goes out on Raquel's list serve as the first part of the notifications. Once she gets the application she works with the municipality to refine the narrative.
