HomeMy WebLinkAbout*Other - Human ResourcesGrant County Human Resources Q Recommend aion t* Memorandum Too Board of County Commissioners From* Decorah Anderson, Assistant Director — Human Resources RE: 2o22Enhancem'ent Fund for DCL Date: 10/24/2022 Dept* DCL- Renew C(;: Dell Anderson Request Summary: As part of the Budget Reconciliation package, the House and Senate negotiated and released a Supplemental Budget for Developmental Disabilities (DD) Supportive Living Program which resulted in a 23% increase to Supportive Living providers. The intent of this increase is to provide hourly wage increases for employees of community residential services providing direct care to DD clients. After taking in account the potential overhead and benefit expenses (9%), and the 2.68% COLA that was just granted, the department is requesting to allocate 11__.3.2% to the base wage for all DCL employees. The base rate will go from $15-76 to $17-54. For follow-up on DCL increase: * 9% towards employee benefits and operational expenses of the DCL Program. * 14% towards the salaries for all dcl employees across the board. —23%. Since the team received the 2.68% cola the recommendation from finance is that we reduce the 14% to 11.32% across the board. Then in January 2023 to decide on what potential cola amount could be given at that time, but it will not match CPI of possible 8%. HR Director Recommendations: I have reviewed this request along with any applicable policy Fx_1 I Recommend Approval and contact language. E] I do not Recommend Approval Other Factors: The funds are provided by the state throuorh a grant. - There is no impact on the county general fund to implement this request. - The purpose is for retention of current staff, and recruitment of new staff to DCL. - The wage enhancement pa-vments are scheduled to be allocated for July 1, 2022.
