The Grant County Commissioners session began at 0:00 a.m. with all Commissioners in attendance.
8:00 a.m.-8:15 a.m. Open Record Public Hearing, Surplus of County Property
The Commissioners held an Open Record Public Hearing to consider the surplus and sale of real
property located in the Royal Slope Area of Grant County (S 18 and 13,. T 17, R 24 and 25) Parcel
Nos. 15-1556-000 and 15-0979-001. The second piece of property has an easement through it
for the purposes of over, across, under and through parcel No. 150979001 and conveys to the
public a perpetual right of way and easement for access for over and across the following
described real estate, in entirety; while following the existing road path wherever possible and
situated in the Grant County.
Darryl Pheasant, Treasurer stated the Grant County Foreclosure Sale will be held online auction
November 14-16, 2022. They must pay $1.,020.00 to participate. $1,000.00 of this is
refundable. This can be access via his page on the county website. He stated the Assessor gave
a starting bid of $45.,000.00. What needs to be decided is where do the proceeds go: Public
Works or Current Expense? The Clerk of the Board gave Commissioner Jones a note that stated
at her last meeting, the Assessor updated her recommended starting sale price to $52,700.00.
Shaina, call in user, asked the Treasurer for clarification on where to access the online auction.
This hearing was originally held October 11, 2022 but one of the parcel nos. was advertised
incorrectly: 15-0797-001 which should have been 15-0979-001. Due to this error by
Commissioners Office staff, this public hearing was re -advertised correctly and set for today.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones, seconded by Commissioner Carter to surplus the parcels to sell at the
County Foreclosure Auction on November 14-16, 2022 and set the minimum bid at $52,700.00
as recommended by the County Assessor. The motion passed unanimously. (Resolution No. 22-

The Commissioners held an Open Public Meeting to adopt the 2023 Grant County Preliminary
Budget.
Katie Smith, Chief Accountant stated the preliminary budget being presented today is in the
total amount of $326,141,149.00. Current Expense budget is in the total amount of
$60.,457,250.00. This amount included an amount of $7,864,427.00 from beginning fund
balance (reserve) needed in order to balance expenses and revenues. (Resolution No. 22 -108 -
CC)

PLANNING COMMISSION RECOMMENDATION: Approval
9:50am Commissioner Stone asked about the Planning Commission minutes he reviewed. Their
motions that took place do not match up with the wording brought forth today. Their
recommendation is to approve the land designation with the caveat that it would have to fall in
line with "future legislative changes to the GIVIA or designation of LAMIRDS". It seems that this
was a well thought out motion to not only deal with the problem of LAMIRDS and recognizing
that this was something that fell through the cracks. The proponents have excellent arguments
with the logic of their proposal.
Jim Cook stated that the Development Services recommendation was for denial. This was put
forward to the Planning Commission based on the RCW's that exist around the existing
LAMIRDS. This is a "Type 1" whose boundaries are set in stone and can't be expanded. Current
legislation in and around growth management, the boundaries are set in stone. The
Department of Commerce commented specifically on this application and is found in the
application packet.
Commissioner Carter clarified that Grant County would not be in compliance if this application is
approved.

David Bartrand, resident from the area stated this development would knit Beverly and
Schawana together. Spoke in favor of the application.
Jonah Bartrand spoke in favor of the application.
Arill Bartrand sent the Clerk of the Board an email which was read into the record, in support of
the application.
Anson Bartrand spoke in support of the application.
Jeff Foster in favor.
Royal School District and Port of Royal Slope sent in letters of support.
10:20 am Commissioner Carter asked about the Commissioners approving this application, with
conditions that the LAMIRD was expanded if legislation was approved. Chris Young stated they
have the ability to expand Type 2 and 3 LAMIRDS, but not Type 1 (residential).
Jonah Bartrand stated they had a meeting with Commerce and Legislators about Commerce
being advisory only.
Chris Young mentioned that the BOCC has the opportunity to turn this application back to the
Planning Commission for further review.
Commissioner Carter moved to utilize Action #6 in the Commissioners Action and remand the
application back to the Planning Commission for further proceedings. Commissioner Stone
seconded for discussion. Unanimous. Public Comment was left open.

PLANNING COMMISSION RECOMMENDATION: Denial
Commissioner Stone noted the letter from Commerce and the need to do a comprehensive
county wide assessment. Jim Cook expanded on this stating commerce is recommending this
change be done in 2027 when there is another county wide assessment completed. To protect
agricultural lands.
Dan Leavitt, Western Pacific Engineering asked if this can only be done in 2027? County should
review its requirements for "agricultural land".
Deanna Detwiler is trying to divide the property to add another home in order to take care of
her mother and step -father.
Commissioner Jones asked about Accessory Dwelling Unit in the future?
Deanna Wilson discussed the land and age discrimination.
Leo DeFrancesco stated when he bought the property, he was told he would be able to change
the zoning in the future but it appears this has changed. He is in favor of the rezone.
A motion was made by Commissioner Carter to close the public comment portion of the
hearing. Commissioner Stone seconded and the motion passed unanimously.
A motion was made by Commissioner Carter to not follow the recommendation of the Planning
Commission and approve the subject redesignation with 9 Findings of Fact in the affirmative.

Overlay/Navigation Easement. Dan Leavitt stated this is fairly common. The motion passed
unanimously.

approximately 162.81 acres be re -designated from Irrigated Agriculture to Urban Industrial as
well as an expansion of the Urban Growth Areas for Moses Lake to include the subject parcels.
The applicant also proposes to rezone the property from Agriculture to Urban Heavy Industrial.
LOCATION:
The proposal site is two parcels located on Road 4 NE (south side) between Road N NE and Road
M NE approximately %2 mile north of Wheeler Road NE adjacent to the existing REC Silicon
Facility. The site is located in the North half of Section 17, Township 19 N, Range 29 East, W.M.,

PLANNING COMMISSION RECOMMENDATION: Approval
Danielle Escamilla, Western Pacific Engineering stated the only opposition was from a Planning
Commission member about taking land out of Ag. She stated they worked with many
organizations to make sure the best application was put forth.
Megan Fielding, neighbor to the REC., doesn't want to see agriculture taken out of the area and
where will the buffer be between residential and industrial? She realizes progress happens, but
more consideration should be taken from the area residents. Would like clarification of the
areas blast zone.
A motion was made by Commissioner Carter to close the public comment portion of the
hearing. Commissioner Stone seconded and the motion passed unanimously.

PLANNING COMMISSION RECOMMENDATION: Denial
Danielle Escamilla, Western Pacific Engineering recognizes the commissioners desire to keep
agriculture, but they would like to proceed with their application for Rural Residential.
Commissioner Carter asked about irrigation on the parcels. There are wheel lines and circles.
Terri Mrazek stated the expanding of residential areas are getting closer to heavy industrial. The
potential of blasts at REC and the recent blast at the fertilizer plant is a concern.
A motion was made by Commissioner Carter to close the public comment portion of the
hearing. Commissioner Stone seconded and the motion passed unanimously.
A motion was made by Commissioner Stone moved to uphold the Planning Commission
recommendation to deny the subject redesignation with 9 Findings of Fact in the negative.
Commissioner Carter seconded for discussion. Commissioner Carter clarified that this
recommendation of denial was due to them not wanting to take land out of Agriculture. The
motion passed unanimously.
A motion was made by Commissioner Carter to uphold the Planning Commission
recommendation to deny the subject rezone application with 10 Findings of Fact in the negative.

Grant County is proposing to modification to Ch. 10.0 Essential Public Facilities section of the
Grant County Comprehensive Plan. This will allow the location of Essential Public Facilities (EPF)
in the Rural Recreation Commercial (RRC) and Rural Residential 1 (11111) Zoning Districts. The EPF

will comprise a new county correctional facility and Grant County Sheriff's administration
facilities. The proposed future facilities are anticipated to be 140,000 sq. feet in size. The
proposed facility will be added an existing roster of publicly owned facilities in Grant County that
are designated as Essential Public Facilities within the Grant County Comprehensive Plan.
LOCATION:
The proposed location for the EPF is 14156 Rd B.3 NW, Ephrata, WA. Near the southeast city
limits for the City of Ephrata, adjacent to Washington State Route 282 and Grant County Rd B.3
NW. In Section 221 Township 21, Range 26. The size of the listed parcels is 87 acres. Parcel #s
16-0853-0001 16-0866-003 & 16-0866-002.
PLANNING COMMISSION RECOMMENDATION: Approval
A motion was made by Commissioner Carter to close the public comment portion of the
hearing. Commissioner Stone seconded and the motion passed unanimously.
A motion was made by Commissioner Stone to approve this addition of appendix "D" to
designation an Essential Public Facilities Element and Appendices and enable the placement of
an Essential Public Facility on Parcel Nos. 160853000, 160866003 and 160866002 with 9
Findings of Fact in the affirmative. Commissioner Carter seconded and the motion passed
unanimously.
A motion was made by Commissioner Carter to uphold the recommendation of the Planning
Commission to approve the subject rezone application with 10 Findings of Fact in the
affirmative. Commissioner Stone seconded and the motion passed unanimously.

PROPOSAL
The proposed amendment will establish a new appendix section "Appendix J" to the Appendices
section of the Comprehensive Plan outlining Strategic Infrastructure Program (SIP) projects.
"Appendix J - Strategic Infrastructure Program Eligible Projects". Grant County offers a Strategic
Infrastructure Program (SIP) to help support rural area infrastructure programs by and through a
sales and use tax of 0.09 percent. A portion of these funds is directed to the Grant County
Economic Development Council (EDC) to support economic development. The EDC serves as the
dispersal agency for those funds to a specific list of projects that have applied for assistance.
The list of the projects will be included in the new appendix.

A motion was made by Commissioner Carter to uphold the recommendation of the Planning
Commission to approve the addition of Appendix "J" to Chapter 5.0 Economic Development
Element and Appendices Strategic Infrastructure Program (SIP) with 9 Findings of Fact in the
affirmative. Commissioner Stone seconded for discussion. Commissioner Stone stated this SIP
program is a great program and these are important projects. The motion passed unanimously.
Commissioner Carter moved to approve the Comprehensive Plan Amendments as numbered
above: 1, 21 3, 5, 6, 8 and 9. Application 7 is denied. Application 4 is being remanded back to
the Planning Commission for further proceedings. Commissioner Stone seconded and the
motion passed unanimously.

• Janice Flynn's her concern is funding for COLA. Need to do transfers before the end of the
year and its budget season. Would like to use ARPA funds if possible, to address our budget
shortfall due to wages.
