MONDAY, SEPTEMBER 19, 2022 The Grant County Commissioners session began at 9:37 a.m. with Commissioners Stone and Jones in attendance. Commissioner Carter attended via Webex at 9:43 a.m., then in person at 9:55 a.m. 8:15 a.m. — 8:45 a.m. C Carter at Public Works Leadership Meeting (Public Works) 9:00 a.m. — 9:30 a.m. D Stone, Mayor of Electric City Phone Call (Mayor did not answer) 9:30 a.m. —10:30 a.m. B Vasquez, Clerk of the Board Update The meeting started at 9:37 a.m. with Commissioners Stone and Jones in attendance. Commissioner Carter joined via Webex approximately 9:43 a.m. then attended in person shortly after. • NovaTime —Reports: There was an error in the system, timesheets were not approved in time. • Public Records Requests re: Cares Funding: The Clerk of the Board presented the 2020 files for the BOCC review. • Letter to Patty Murray re: Congressionally Directed Spending -Bridge Funding (This letter was signed at this meeting) 10:30 a.m. —11:00 a.m. K Smith, Accounting Update (Ms. Smith did not attend as she forgot) 11:00 a.m. —11:30 a.m. R Rectenwald, Sheriff's Office Update • This meeting began at 11:07 a.m. Sheriff Rectenwald gave a brief update on an issue within his office and personnel. • Temperature in the Jail 11:30 a.m. —12:00 p.m. Department Head Review Discussion w/HR Pursuant to RCW 42.30.110(1)(8) Commissioner Stone called an Executive Session to order at 11:36 a.m. to go until 11:50 a.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Carter, Stone and Jones, Kirk Eslinger, Human Resources. There was no security in the Law and Justice Building. Ideas were: use corrections staff? Retired Deputies? • Raquel Crowley/ Senator Murray letter requesting clarification on Congressionally Directed Spending for Bridge Funding. Received a reply email and Grant County did NOT receive funding. The Board would like to schedule a meeting to discuss. DRS Request Direct Deferred Public Comment I Request FAction None n/a n/a 3:30 p.m. —4:00 p.m. B Hill, Public Defense Update (Rescheduled to 9/26/22) Page 3 of 8 Grant County Commissioners Minutes Week of September 19, 2022 TUESDAY, SEPTEMBER 20, 2022 The session was continued at 8:30 a.m. with all Commissioners in attendance. 8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update • Development Services attended to discuss Applicant Erladsen Engineering on behalf of Matt Stredwick is applying for the development of some 2,000 lots via the long plat process in the Mae Valley. Under the currently adopted GCDS fee schedule, an application of this scale would generate fees due upon submittal in excess of $100,.000.00. Erlandsen and the applicant are proposing those fees be paid in full but held in an escrow type of account that is drawn upon monthly to reimburse Development Services for their accrued monthly expenses, time an materials so to speak. The applicant proposed the excess funds be returned to them upon pre - final approval. Track costs on a cost basis? A change of the ordinance within the Grant County Code would be necessary. A phased approach would be a good option, but the applicant wants to submit all lots together. • Lawsuit submitted that also included the Grant County PUD, Kevin McCrae believes it was served incorrectly. It is now beyond the statute of limitations. • Do training on leadership within the Prosecuting Attorney (culture of the office). The motion passed unanimously. • Correspondence (ie. Emails that have come in that need response, letters of support etc.) • Commissioners Roundtable — Miscellaneous Discussion • Consent Agenda — (Items 1 through 15) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Jones, seconded by Commissioner Carter, t0 approve items 1-14, withdrawing item 15. Motion passed unanimously. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $106.,247.77 and $1,252,039.97) 2. Ballot Drop Box Property Use Agreement between Grant County and the Town of Krupp for the installation, use and maintenance of an Elections Drop Box on Parcel No. 121280000. Reappointment of Jim Brakebill to the Grant County Board of Equalization for another 3 -year term beginning September 23, 2022, through August 22, 2025. 5. A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the public comment portion of the hearing. The motion passed with 2 Commissioners in attendance.
