MONDAY, SEPTEMBER 5, 2022 LABOR DAY, COURTHOUSE CLOSED TUESDAY, SEPTEMBER 6, 2022 The Grant County Commissioners session began at 8:00 a.m. with all Commissioners in attendance. Commissioner Jones attended via Webex from 8-8:30a.m. 8:00 a.m. — 8:30 a.m. Tourism Commission Discussion • Tourism Clerks gave the Commissioners a recap of the last Tourism Commission meeting. • N ads and print are a big sell right now. • Meeting w/ Tourism Commission members only? • Commissioner Carter would like to see local parades advertised as well. 8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update • Tourism Commission — Contract with Burke Marketing. In attendance were Commissioners Carter, Stone and Jones, Kirk Eslinger, Human Resources Director, and Barbara Vasquez, Clerk of the Board. ADD TO 9/12 ROUND TABLE • Live Nation neighbors would like to schedule a meeting with the Sheriff re: noise/garbage during concerts. • Sheriff stated there was a wrong way collision on I-90 —fatalities. • Surplus of county property —minimum value is set by the Assessor's listed value. Public hearing will be set to declare surplus and set minimum value. Set meeting w/ Assessor to discuss minimum value. 90% of market value? • Walk-on's — o TG - missed signature on Technology Services Purchase Order o TG Emergency Procurement — air conditioning unit at a Sheriff's Office building. Planning Commission Process 12:00 p.m. —12:50 p.m. BOCC Department Luncheon Commissioner Jones attended via Webex from 1:00 p.m. — 4:00 p.m. 1:00 p.m. — 2:00 p.m. S Castro, Public Works Update o Household Hazardous Waste Disposal event is coming up at the landfill. o Mattawa Drop Box usage increased in 2020/2021. 2022 usage is decreasing. Port of Mattawa and Waste Management have decided to not take this on. Utility Trade Commission (UTC assigns the waste carriers... they assigned Waste Management. Public Works General Update • Cleaning Contract (Sam D) —They have had an issue with the current cleaning contractor. They have brought this up with to Central Services/Facilities — they have 10 buildings total. • Congressionally Directed Spending (CDS) Funding (Sam D) — A Grant County Bridge request for funding doesn't appear to have been approved. Adams County was. Page 3 of 7 Grant County Commissioners Minutes Week of September 5, 2022 • Weed Board ILA (Sam C) —Will add funding to their 2023 budget since the Noxious Weed Board is withdrawing their responsibility, they will see how to include it within Public Works. • Future Pit Needs (Sam C) —They are running out of pits and rocks Public Works Enpineerinp/Roads • Rural Arterial Program (RAP) Funding (Dave) — 3 road projects have been submitted. • Snow and Ice Control (Sam D) —Possible Burlington Northern strike which would inhibit them getting snow/ice removal products. They would like to order product early. • Frenchman Hills Reimbursement (Sam C) —total cost was approximately $280.,000.00 • TMA —Safety Trailers (Sam C) — We have received them • Chip Seal Program (Sam C) —completed in all 3 districts. • Striping Program (Sam C) —Will begin the middle of September. • Grant Funding Authorization (Sam C) - $2.3 million in federal funding • National Pollution Discharge Elimination Systems (NPDES) Program (Sam C) —Department of Ecology Storm Water Utility o No "stop ahead" sign on Rd 25 o The Commissioners asked the Clerk of the Board to draft a letter to Senator Murray's office seeking clarification on Congressionally Directed Funding. 2:00 p.m. — 3:00 p.m. Commissioner's Meeting • Call to order • Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) None • Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner Jones (via Webex), to approve the agenda as presented. The motion passed unanimously. • Correspondence (ie. Emails that have come in that need response, letters of support etc.) None • Commissioners Roundtable — Miscellaneous Discussion o Remove minutes from July 18, 25 and Aug 1 • Consent Agenda — (Items 1 through 15) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve the consent agenda as amended, holding items 12 and 15. The motion passed unanimously. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $603,v580.06) 2. Request to close Fund 102 titled Cares Act due to the completion of the Cares Act Grant. (Resolution No. 22 -086 -CC) Page 4 of 7 Grant County Commissioners Minutes Week of September 5, 2022 COMMISSIONER'S OFFICE 3. Approval of July 11, Q, 2"51 andl August 1., 2022 Commissioners Minutes. (Only approved the July 11, 2022 minutes as the others were not completed) 4. Refund to the Washington State Department of Commerce on Emergency Housing Grant Contract #316-46108-10 in the amount of $1,225.97. The City of Moses Lake found adjustments to their billings and refunded the County this amount, and it now needs to be forwarded to the State. 5. Appreciation letter for Bev Shuford for her service on the Grant County Tourism Commission. 6. Reimbursement request #11 on the Department of Commerce Emergency Rent Assistance Program (E -RAP 2.0) Grant No. 21-4619C-108 from the Housing Authority of Grant County in the amount of $652,957.82 for August 2022 expenses. 7. Approval of the Catholic Charities Housing Services (CCHS) Grant County Preservation Project Relocation Plan for Catholic Charities Housing Services to relocate tenants from housing in Quincy, Warden and Mattawa due to renovations. Previously approved September 13, 2021 but Catholic Charities did not execute. 8. Final and Binding Employment and Arbitration Settlement Agreement by and between Grant County and Grant County Public Employees' Association- Public Works Unit (Tina Brissey). 9. Approval of Grant County Lodging Tax Advisory Committee Tourism Promotion Agreement as follows: Grant # Funds For: Organization Name: $Amount 2022-30 John Craigie at Cave B Columbia Basin Allied Arts $10'.000 2022-31 Blue Suede X -MAS Columbia Basin Allied Arts $3,000 DISTRICT COURT 10. Request for a budget extension for District Court in the amount of $100.,000.00 (Fund# 001.102), funded by the Administrative Office of the Courts to fund the Community Justice Counselor position. (Public hearing was scheduled for October 4, 2022 at 3:05 p.m.) 11. Request for budget extension for District Court in the amount of $125,000.00 (Fund# 001.102), funded from the Administrative Office of the Courts to support the development of the Community Court (Therapeutic) Program. (Public hearing was scheduled for October 4, 2022 at 3:05 p.m.) FAIRGROUNDS 12. Request to implement a 2023 rate schedule and updated changes for the Grant County Fair and the Grant County Fairgrounds. (This item is being held for discussion with the Fairgounds Manager) PROSECUTING ATTORNEY'S OFFICE 13. Request to expend up to $20,000.00 to defend Garth Dano in bar complaints filed against him on allegations of violation of Rules of Professional Conduct in his capacity as a prosecutor in the case of State v. Zamora. Page 5 of 7 Grant County Commissioners Minutes Week of September 5, 2022 RENEW 14. Interlocal Agreement Between Renew and the Moses Lake School District Regarding Counseling Services. Term of the agreement is August 31, 2022, through June 9, 2023. SHERIFF'S OFFICE 15. Held from the August 29, 2022 agenda: Health Services Agreement between Grant County Jail and Remedy Inmate Medical Services to provide reasonable and necessary basic medical care to inmates of the Grant County Jail. The term of the agreement is July 4, 2022 through December 31, 2025. (This item is being held until September 13, 2022 Consent Agenda as it needs a signature page from the contractor and for clarification on the insurance requirement) Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent Agenda. In attendance were Commissioners Carter, Jones and Stone, Suhail Palacios, Juvenile Court and Youth Services Administrator, Barbara J. Vasquez, Clerk of the Board and Kirk Eslinger, Human Resources Director. The session was continued to 3:29 p.m. Commissioner Stone closed the session at 3:29 p.m. 3:30 p.m. — 4:00 p.m. District Court Update • Grant applications o Budget Extensions — Public Hearing will be scheduled. • Technology Updates for Courtrooms — Grant Funding was secured. The accoutsics have not been fixed • They still have numerous clerk positions open. They are not getting qualified candidates. They also signed a letter of commitment to the Department of Housing and Urban Development in support of HopeSource's grant funding through the State of Washington Balance of State Continuum of Care Program. The Commissioners approved and signed the Public Works County Payroll Salary Fund for their September 9, 2022 payroll.
