Eric Clark, Assistant Audit Manager of the Washington State Auditor's Office, went through the
Entrance Conference report for the Financial and Federal Audit for 2021.

The Commissioners and ARPA Committee discussed previously funded requests and future requests.

• Review of Consent Agenda Items — Commissioner Carter brought forth that the Treasurer has a
concern with the Assessor's item #6.
• People for People letter of support to be signed at 8/30 Consent Agenda.
• Glen Stockwell to attend the 8/23 public comment period (he did not). Commissioner Stone
suggested Commissioner Carter reach out to the Columbia Basin Development League and see
where the funding is at.
• Canvassing Board recent certification of election: there was much controversy at that meeting.
• Commissioner Carter thanked the Sheriffs Office for their handling of the incident at the Gorge.
Kyle Foreman, PIO also did well with the media. See something, say something! She also
thanked the Sheriff for the increased presence at the Fairgrounds.
• Injury at the Rodeo — update. Lifeflight landing zone at the fairgrounds?

Pursuant to RCW 42.30.140(4)(a) Commissioner Stone called an Executive Session to order at
3:03.m. to go until 3:23 p.m. regarding Negotiations. In attendance were Commissioners Carter,
Stone and Jones, Kirk Eslinger and Decorah Anderson, Human Resources, and Barbara J.
Vasquez, Clerk of the Board. The session was continued to 3:29 p.m. Commissioner Stone closed
the session at 3:29 p.m.

Personnel Action Request (PAR) for the salary, wage and/or position change for Dan Dale,
Prosecuting Attorney's Office. (Approved)
Request to purchase new technology items with updated computer systems (software and
hardware). (Approved)
3:30 p.m.- 4:00 p.m. Public Works- Crescent Bar Emergency Access — Workshop
• Comprehensive Emergency Management Plan - Kyle Foreman discovered it was never approved
by the County Commissioners.
• The Grant County PUD has stated this emergency access issue is the responsibility of the County.
• Short-term: Declare both Sunland Estates and Crescent Bar "infeasibile" (which could continue
long-term).
• Long-term: coordinate with Douglas County a response plan in case of road collapse or sand
dump on the road.
• Commissioner Jones asked if Grant County gets property tax on the houses only? Or on the PUD
property as well?
• Under our current code, we are required to have "secondary access", but we do not.
MISCELLANEOUS ITEMS
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their August
121 2022 payroll.

The session was continued to 8:30 a.m. with all Commissioners in attendance.

• Tom Gaines, Central Services Director attended to assist in requesting to hire Perkins Coie to
assist with the land for the new jail. Hire a Land Use Attorney. Comp Plan cannot handle the
inclusion of the entire land. "Essential Public Facility" designation.
• ADA Parking during Fair time.
• District Court — Fines in the Grant County Code

• MCO and State Contracts- BOCC will continue to sign these agreements, but they will provide a
brief synopsis of what changes are being made.

o Dale Paris, Samaritan Hospital, came to request ARPA funding for the building of a new
hospital. Would like a response by the end of September. Alan White also spoke as a
new member of their board.
Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner
Carter, to approve the agenda as presented. The motion passed unanimously.

Consent Agenda — (Items 1 through 22) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Carter, seconded by Commissioner Jones, to approve the Consent
Agenda, amending item 4 to a new fund title "Payroll Remits". The motion passed
unanimously
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (In the amount of $79,489.21 and
$1,682,039.53)
2. Request for a county credit card for Brittany Bevier, District Court, in the amount of $2,,000.00.
Request submitted by Desiree Ochocinski and authorized by Michele Jaderlund.
3. Request for creation of new capital project fund titled "Jail Construction Bond" fund 313.001.
This fund will account for bond proceeds the county has received for the new jail in the amount
of $88,,046,000.00. (Resolution No. 22 -080 -CC)
4. Request for creation of new internal service fund titled " " "Payroll Remits" fund
504.184. This fund will account for payroll -generated payments to external agencies that are
issued during payroll, deposited with the County Treasurer, and then periodically remitted
based on the external agencies' reporting schedule. (Resolution No. 22 -081 -CC. This item was
originally submitted with the fund title "Payroll due to" then Accounting requested to change
it to a new title "Payroll Remits".
5. Request for creation of new special revenue fund titled "ABPA -Lost Revenue" fund 193.001. This
fund will account for the approximately $10,,000,000.00 awarded to the county through the
American Rescue Plan Act (ARPA) Grant program designated as lost revenue. (Resolution No.
22 -082 -CC)

ASSESSOR'S OFFICE
6. Recommendation to approve a manifest error correction exceeding three years for Grands
Midstate LLC (years 2021 -Current), Laureland RV &Mini Storage (years 2015-2021), (Parcel No.
14-0068-000). The value of the storage building for 2015 should have been pro -rated from the
date of the fire and then partial value removed for tax years 2016 and forward. Per RCW
84.48.065, the County Legislative Authority has the authority to approve such recommendation.

8. Request to rescind previously approved ARPA funding request from Fire District No. 3 on July 19,
2022 agenda in the amount of $93,893.57. New request in the amount of $100,000.00 to utilize
American Rescue Plan Act (ARPA) Funds to purchase Automatic External Defibrillators
(AED)., CPR training equipment, Extrication tools, as well as Fit Tester w/N95.
9. Cash transfer request on the Hotel Leasing Grant to New Hope in the amount of $11,,761.11.

of Commerce Eviction Rent Assistance Program (E -RAP 2.0) Grant No. 21-4619C-108 in the
amount of $18,464.27.
14. Reimbursement request for HopeSource on the Department of Commerce Eviction Rent
Assistance Program (E -RAP 2.0) Grant No. 21-4619C-108 in the amount of $101,797.20.
15. Board of Health recommendation to appoint Nokey Pando to Seat #6 — Consumer of Public
Health for a term of August 23, 2022 through December 31, 2022.
PUBLIC DEFENSE
16. Pursuant to RCW 27.24.040, submittal of the 2021 Annual Report which includes the Law Library
Inventory List, Detailed Trail Balance, and Treasurer Report (schedule of cash activity) for the
Grant County Law Library.
PUBLIC WORKS
17. Request to purchase qty. 20 Lenovo ThinkCentre M80'S computers as well as qty. 20 HP 24"
monitors from CDW-G and Amazon in the amount of $28,345.08. These purchases are not part
of the 2022 Budget.

18. Local Agency Agreement No. LA10431 between Grant County and the Washington State
Department of Transportation for the reconstruction of Road 3 -NE from S -NE to U-ne (Phase 3)
in the estimated total amount of $1,567,126.00.
19. Resolution No. 22 -083 -CC initiating County Road Project designated as CRP No. 22-03. Work will
resurface 9 -NW from SR283 to Dodson Road. The work will include the resurfacing and widening
of 4.22 miles of two-lane County Road with associated excavation, embankment, culvert
crossings, road base, crushed top course, and a BST road surface.
RENEW
20. Participating Provider Agreement between Coordinated Care of Washington Inc. and Renew to
provide certain health care services to individuals. Term of agreement is August 23, 2022
through August 22, 2023 with an automatic yearly renewal.
TECHNOLOGY SERVICES
21. Purchase order No. 431 in the amount of $24.,741.22 to CDWG for the renewal of BARRACUDA
Essentials Compliance Edition.
22. Purchase order No. 432 in the amount of $23,848.00 to Progress for the annual renewal of
WhatsUp Gold Total Plus Unrestricted Services Agreement.

Carter, seconded by Commissioner Jones, to approve the walk-on item as presented. The
motion passed unanimously.

related to the Sahli Business Development Center.

• Change in Karen Lewis's status: Tree Fruit Extension Specialist when she started and is now
accepting a position within WSU as a full-time Agriculture and Natural Resources Program
Director Need to hire a new Tree Fruit Extension Specialist.
3:30 p.m. — 3:35 p.m. Open Record Public Hearing- Sheriff's Office Budget Extension
The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests for the Sheriff's Office:
• in the amount of $248,500.00 to purchase Hazardous Materials Response Equipment,
training, and repairs for existing equipment using funds received from a Washington
Department of Ecology 21-23 Spill Prevention Preparedness and Response Equipment Grant

• in the amount of $39,700.16 to receive funds from a Washington State Homeland Security
Program Grant No. E20-074-1 to purchase Riot Agent Cannisters and Air Purifying respirator
systems for the Moses Lake Tactical Response Team.
Sheriff Ryan Rectenwald and Emergency Management Specialist Mireya Garcia discussed the
requests.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Jones, seconded by Commissioner Carter to approve the budget extensions as
presented. The motion passed unanimously. (Resolution No. 22 -085 -CC)
