MONDAY, AUGUST 1, 2022
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
Commissioner Jones attended via Webex until 9:30 a.m.
8:30 a.m. — 9:30 a.m. D Bren, County Engineer — Miscellaneous Sign Policy Discussion
• Update on Desert Diamond
• Roadside memorial and political signs: Use WSDOT policy, place this verbiage on the website. If
political signs are in the county right of way, the road crew may dispose of them.
• Primitive Road Signs — Rd 22 -NE (cut off to Marlin), his suggestion is to "close to truck traffic"
with signage for truck route. This will be short term, need to look at the long-term solution.
o Road Stabilization Program — would like to see Road Supervisors empowered to use at
their discretion, for certain situations.
o Gravel to Oil Program — Chipseal/BST
• Cattleguard discussion on Drumheller Road
• Night Reflectivity Assessment — Has to happen during the night and looking to have a stipend for
those employees who must work those nights.

Interim Sheriff Ryan Rectenwald met with the Commissioners for their consideration as the
appointed Grant County Sheriff. His goals are to improve retention and recruitment of staff.
Commissioner Stone read into the record the letter submitted by the Grant County Republican
Party, recommending Ryan Rectenwald. 2 names were submitted, 1 withdrew, leaving Mr.
Rectenwald to forward to the Commissioners.

Ted Heil, Republican Party, stated Ryan did well in his interview and comes highly
recommended.
Commissioner Stone read into the record the Resolution to be signed appointing Ryan
Rectenwald as Sheriff.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to appoint the
new Sheriff in town and sign the resolution, effective August 1, 2022. The motion passed
unanimously. (Resolution No. 22 -074 -CC)

3:30 p.m. — 4:00 p.m. District Court Update
• Grant applications —New grant funding opportunities come to light.
• Potential future request to use trial court improvement funds
• Soundproofing in 301 update —They would like to keep the historical nature of the courtroom.
There is a lot of echoing.
• Lunch with legislators —The 9/21 sponsored by AOC and provide lunch. Judge Barlow extends
the invite to the 3 commissioners.
MISCELLANEOUS ITEMS
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their July 29,
2022 payroll.
TUESDAY, AUGUST 2, 2022
The session was continued to 8:30 a.m. with all Commissioners in attendance. Commissioner Jones
attend via Webex for the day.

• Meeting cancelled with the City of Ephrata re: Jail Property
• Short staffing issue is slowing civil work down
• Code Enforcement /Abatement issues
9:00 a.m. —10:00 a.m. Meeting with City of Ephrata to discuss New Jail and Utilities (Cancelled)
10:00 a.m. —10:30 a.m. B Walters, North Central Washington Libraries Update (Cancelled)
10:30 a.m. —11:00 a.m. Meeting with American Legion Post #157 (Electric City) to discuss
American Rescue Plan Act (ARPA) Funding Request
• American Legion applied for ARPA funds. They provided a list of their yearly expenses. They do
a yearly fundraiser as a yard sale and an annual blood drive.
• The Legion used savings to support their usual funding activities
• Jerry Gingrich mentioned this post is unique and are very involved with their community.

connection issues)
• Columbia Basin Conservation District attended the meeting also to discuss Shrubsteppe. Harold
Crose would like to engage the PUD as well. Enter into an agreement to conserve parcels with
Shrubsteppe.
• New Jail discussion —land use issues /City of Ephrata
1:00 p.m. -2:00 a.m. SCastro,. Public Works Update
• Discussion was held on Royal Slope Parcels that the Treasurer has received requests to suplus
and sell. Mr. Castro doesn't see an interest for the county to own or manage, must disclose
there is an easement across one parcel. No easement, just "over through and across". Sold at
public auction? Questions were raised through the PAO. Treasurer asked if the county is
interested, Sam Castro said PW does not. PW recommends declaring the property surplus then
have the Treasurer sell it at public auction.

Jones, to approve the agenda as presented. The motion passed unanimously.

• Consent Agenda — (Items 1 through 17) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Carter, seconded by Commissioner Jones, to approve the consent
agenda, withdrawing items 4 and 9. The motion passed unanimously. (Clerk will stamp
Commissioner Jones signature)
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (In the amount of $966,823.34)
COMMISSIONER'S OFFICE
2. Invoices — No Invoices this period.
3. Washington State Department of Commerce, Community Services and Housing Division,
Consolidated Homeless Grant (CHG) No. 22-46108-10 subrecipient agreement with the City of
Moses Lake. Term is January 1, 2022 —June 30, 2023 in the amount of $331,851.00.
4. Amendment 1 to the Interagency Reimbursement Agreement IAA22169 with the Washington
State Administrative Office of the Courts for the purpose of reimbursing Grant County for
extraordinary costs of resentencing and vacating sentences under Blake and for the cost of
refunding legal financial obligations (LFO's) under the Blake decision. Term is July 1, 2021
through a new end date of June 30, 2023. (Withdrawn)
5. Letter of appointment for Nathan Wash to the Horticultural Pest & Disease Board for a 2 -year
term beginning August 2, 2022 —August 1, 2024 as a Board Member.
6. Letter of appointment for Victor Lombardi to the Board of Equalization for a 3 -year term
beginning August 2, 2022 — August 1, 2025 as an alternate member representing District 2.
7. Amended 2022 Animal Shelter Contract with Grant County Animal Outreach, Inc. (GCAO) which
will increase the yearly contribution by Grant County to $100,000.00.
8. Resolution No. 22 -062 -CC in the matter of amending Resolution No. 22 -062 -CC, reorganizing the
Grant County Board of Health and to add language regarding vacancies and absences.

9. Recommendation to add a Derelict RV and RV Age Limit Policy: Grant County Fairgrounds
restricts RV's older than 30 years; and restricts RV's that have been aesthetically modified in a
fashion to detract from the overall quality of the camping experience. This would not be
effective during Fair. (Withdrawn)

10. Children's Advocacy Centers of Washington Contract No. 190 -A -GRANT -CAP -22 to provide
funding for a portion of the forensic interview services at Kids Hope. Term is July 1, 2022 —June

11. Washington State Department of Transportation Local Agency Agreement for the 3 -NE Road
Phase 3 project, in the amount of $1,,567,126.00. Projected end date is December 31, 2025.

3:15 p.m. -3:20 p.m. Open Record Public Hearing, Amendment to GCC Ch. 14.04.050 -
Buildings and Construction
The Commissioners held an Open Record Public Hearing to consider an Ordinance amending
Grant County Code Ch. 14.04 titled "Buildings and Construction" to define a residential detached
garage.

Chris Young, Director of Development Services stated this amendment change is regarding
Chapter 14.04 Uniform Codes. The Grant County Unified Development Code Section 23.08.020
(a) (1) currently allows accessory structures not exceeding 1500 square feet to be permitted
prior to the construction of the primary use, which is the dwelling. The WA State Residential
Code regulates dwelling units and their accessory structures, and the term accessory structure
includes garages, among all other structures that are accessory to the primary dwelling. The
building code limits private garages to 1,000 square feet when constructed as the primary
structure on residential lots so the amendment is necessary through an amendment to Title 14
Section 14.04.050, to add a definition for a detached residential garage as a primary use to the
residential code.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Carter, seconded by Commissioner Jones to approve the ordinance as
presented. The motion passed unanimously. (Ordinance No. 22 -076 -CC)
3Z0 p.m. — 3:25 p.m. Open Record Public Hearing, Vessel Registration Fees/Economic
Enhancement SIP/Central Services Budget Extensions
The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests:
Auditor's Office — Accounting in the amount of $118,,440.60 to the current expense fund
001.000 and $206,881.20 to the Vessel Registration Fees Fund 142.001. These funds are
received from the State of Washington and are to be used for boating safety education and
enforcement per RCW 79A.60.010;
Economic Enhancement Strategic Infrastructure Program Fund 113.155 in the amount of
$500,000.00 for project SIP #2022-02 Grant County Hospital District No. 4, McKay
Healthcare, Phase 1 Capital Improvement Plan — Emergency Generator Expansion; and
Central Services in the amount of $250,000.00 to Current Expense Fund 001.112 to receive
grant funds from the Washington State Department of Agriculture for the MUSCO lighting
project at the Fairgrounds.
Katie Smith, Chief Accountant, was in attendance to answer any questions.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Carter, seconded by Commissioner Jones to approve the budget extensions as
