1:04 p.m. The Commissioners held an Open Record Public Hearing to consider vacating surplus Aurora
St right-of-way, Marine View Heights, in S 17 and 18, T 17 N, R 28 E WIVI as petitioned by Frank Farstad
and Colleen Farstad.
Keith Elefson, County Engineer, provided the below engineers report:
The Board of County Commissioners of Grant County Washington has received a petition to
vacate that portion of County Right-of-way surplus being a portion of Aurora Street in Marine
View Heights Division No. 1; lying in the Sections 17 and 18 of Township 17 North, Range 28
East W. M.,, all in Grant County, Washington, as hatch marked on the attached Exhibit A.
The Board of County Commissioners determined that consideration should be given to the
petition and directed the County Road Engineer to prepare a report on the proposed vacation
and abandonment for a public hearing to be held at 1:10 PM, Monday, the 28r'' Day of June,
2021. The Notice of Hearing was published in the County Official Newspaper and the Notice of
Hearing was posted at each termini in compliance with RCW 36.87.050.
The proponents of the petition own the frontage along the petitioned County Surplus Right-of-
way; this segment is not active on the County Road System. The affected parcels are owned by
the proponents. No public funds have been used towards maintenance of this segment of right-
of-way.
/find that, this section of County Right-of-way Surplus is not necessary and useful to the
public and the public would be benefitted by its vacation and abandonment as a reduction in
liability and maintenance, with no exceptions except utilities, and any existing water lines.
Commissioner Stone asked the Engineer about water right of ways. Keith stated that in the verbiage of
the resolution, they have maintained easements so the water association could maintain their water
system.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Jones, seconded by Commissioner Stone to approve the vacation as presented. The
motion passed unanimously.
