The Commissioners held an Open Record Public Hearing to consider vacating surplus Aurora St
right-of-way, Marine View Heights, in S 17 and 18, T 17 N, R 28 E WM as petitioned by Frank
Farstad and Colleen Farstad.

The Board of County Commissioners of Grant County Washington has received a
petition to vacate that portion of County Right-of-way surplus being a portion of
Aurora Street in Marine View Heights Division No. 1; lying in the Sections 17 and 18 of
Township 17 North, Range 28 East W.M. all in Grant County, Washington, as hatch
marked on the attached Exhibit A.
The Board of County Commissioners determined that consideration should be given to
the petition and directed the County Road Engineer to prepare a report on the
proposed vacation and abandonment for a public hearing to be held at 1:10 PM,
Monday, the 281 Day of lune, 2021. The Notice of Hearing was published in the County
Official Newspaper and the Notice of Hearing was posted at each termini in
compliance with RCW 36.87.050.
The proponents of the petition own the frontage along the petitioned County Surplus
Right-of-way; this segment is not active on the County Road System. The affected
parcels are owned by the proponents. No public funds have been used towards
maintenance of this segment of right-of-way.
1 find that, this section of County Right-of-way Surplus is not necessary and useful to
the public and the public would be benefitted by its vacation and abandonment as a
reduction in liability and maintenance, with no exceptions except utilities, and any
existing water lines.
Commissioner Stone asked the Engineer about water right of ways. Keith stated that in the
verbiage of the resolution, they have maintained easements so the water association could
maintain their water system.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones, seconded by Commissioner Stone to approve the vacation as
presented. The motion passed unanimously. (Resolution No. 21 -068 -CC)
1:00 P.M. —1:10 P.M. Open Record Public Hearing, Vacation of Block 6 /Alley- Fordair (Briggs)
The Commissioners held an open Record Public Hearing to consider the vacation of the
remainder of an unbuilt alley in Blk 6 of Fordair, S 26, T 25 N, R 28 E, WIVI as petitioned by Larry
Briggs and Carolyn Marseilles -Briggs.

The Board of County Commissioners determined that consideration should be given to
the petition and directed the County Road Engineer to prepare a report on the

Monday, the 28th Day of June, 2021. The Notice of Hearing was published in the County
Official Newspaper and the Notice of Hearing was posted at each termini in
compliance with RCW 36.87.050.
The proponents of the petition own the majority of the frontage along the petitioned
County Surplus Right-of-way; these roads are not active on the County Road System.
The affected parcels are owned by the proponents. No public funds have been used
towards maintenance of the alley. The remainder of the alley has been previously
vacated by Resolution 21 -034 -CC.

Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension request
in the amount of $9,.491,,745.00 for the newly created Fund #191 titled "Local Fiscal Recovery
Funds" (LFRF). These funds are being received through the American Rescue Plan Act that is
being provided to counties to respond to the COVID-19 emergency.
Madeline Prentice, Chief Accountant stated the Board previously approved the creation of this
account and this is the budget extension to spend the money.
Darryl Pheasant, Treasurer asked if the commissioners have put together a committee yet, to
review the spending of the funds. Commissioner Carter said not as of yet, they are still
reviewing the guidelines.

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones, seconded by Commissioner Stone to approve the budget extension as

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1

1. Quit Claim Deed between Grant County and Washington State Department of Transportation for
county road right of way known as White Trail Road in SESE S 9, SWSW S 10, NENE S16 and
NWNW 515, T 20 N, R 23 E, WM and located on State Route 28, Quincy West and SR 18, Trinidad
Vicinity to Quincy West. (Approved).
2. Title VI Accomplishments and Goals Report to the Washington State Department of
Transportation; and Title VI Plan for LPAs with populations over 75,000. This is a requirement to
receive federal funding. (Approved).
3. Authorization to purchase grader tires through Tire Factory Omnia. Purchases will be made
through Omnia contract no. #2019209. Total purchase price is $7,336.50. (Approved).
1:30 p.m. —1:40 p.m. Open Record Public Hearing —Continued from 6/21/21 Vacation of M -
NW, S of 24 -NW Road and Right of Way (Mayer/Billingsley)
The Commissioners held an Open Record Public Hearing to consider vacating M -NW roadlog
33790 south of Rd 24 -NW in S 1 and 21 T 22 N, R 24 E WM as petitioned by Raymond Mayer/
Loretta Mayer and Billingsley Ranch LLC (Brent Billingsley).
Keith Elefson, County Engineer, provided the below engineers report and stated he is hesitant to
recommend vacation:
The Board of County Commissioners of Grant County Washington has received a
petition to vacate that portion of County Road and Rights -of -Way b e in g a portion of
Road M NW for 1.06 miles south of Road 24 NW; lying along the section
line between Section 1 and Section 2 of Township 22 North, Range 24 East W. M." all in
Grant County, Washington, as shown on the attached Exhibit A.
The Board of County Commissioners determined that consideration should be given to
the petition and directed the County Road Engineer to prepare a report on the
proposed vacation and abandonment for a public hearing to be held at 1:10 PM,
Monday, the 21s' Day of June, 2021. The Notice of Hearing was published in the County
Official Newspaper and the Notice of Hearing was posted at each termini in
compliance with RCW 36.87.050.

The proponents of the petition own the frontage along the petitioned County Right-of-
way. The petitioning owners desire to prevent illegal dumping that currently
occurs within this right-of-way. M NW is an unimproved road on the County road
system. This road provides access from Road 24 NW to Washington State Department of
Natural Resources land, which can also be accessed utilizing Road 23 NW. The original
dedication of M NW is Old County Road 520, which provides access to federal land.
Road 520 also provides access from the south, and connects to Road 687, which provides
access from the west. These roads are all unimproved roads on the County system.
1 find that this section of County Right-of-way provides limited benefit to the traveling
public, and use would be primarily for recreational purposes. Itis unlikely that the
County would improve these roads due to cost of construction and the rural nature of
the area. However, access to state and federal lands maybe considered a valid reason
to not vacate this section of right-of-way. Itis feasible to allow gates be placed at both
ends with a limited access signage, to be purchased by the 2 proponents. There is
precedence for this, one of which is a Nature preserve in Quincy, and a temporary "must
remain open" gate at the Gorge on Baseline. Therefore I recommend gates being placed
at owners expense, that the gates be required to be open during hunting season and
other times of high recreational use, and to deny outright vacating recreational access
Loretta Mayer, one of the petitioners, stated that she is surprised by the engineer's hesitation to
recommend. She stated there is a lot of negativities to the road due to ORV's who bring in
noxious weeds, fire dangers, and a lot of garbage dumping.
Sam Dart, Assistant Public Works Director, assisted the commissioners by sharing his screen with
a bigger aria) map. The gate option was discussed further.
After discussion, Commissioner Carter stated she would be in favor of continuing the hearing.
The Clerk of the Board recommended continuing to June 29, 2021 at 1:30 p.m. and keep the
public comment portion open.
A motion was made by Commissioner Stone, seconded by Commissioner Jones to continue this
hearing to June 29, 2021 at 1:30 p.m. The motion passed unanimously.

A motion was made by Commissioner Jones, seconded by Commissioner Stone, to approve items 1

4. Request #5, reimbursement #21-12, Subrecipient City of Moses Lake in the amount of
$39,981.40 on the Washington State Department of Commerce COVID-19 Outbreak Emergency
Housing Grant, Contract No. 316-46108-10 in the amount to be determined. (Approved).
5. New liquor license application for Blue Lake Resort in Coulee City, WA, from the Washington
State Liquor and Cannabis Board. (Approved).
6. Request from the City of George for an extension on the deadline to their Strategic
Infrastructure Program project no. SIP 2019-07 Frontage Road Infrastructure Improvements
project. Request to extend the project deadline to August 5, 2022(Approved).
7. Reimbursement #2, Request #2 from Subrecipient- OIC of Washington, on the Washington State
Department of Commerce CDBG-CV1 Public Services Grant Contract No. 20-6221C-111 in the
amount of $3,440.77. (Approved).
8. Request #6, Reimbursement #6 for May 2021- Release of Funds on a Community Development
Block Grant (CDBG) Public Services grant from the subrecipient, OIC of Washington, for
Washington State Department of Commerce Department of Housing and Urban Development
(HUD) grant funds Contract No. 20-62210-005 in the amount of $24,766.39. (Approved).
9. Reimbursement #71 Request #7 on the Washington State Department of Commerce Shelter
Program Grant No. 21-4610C-104, in the amount of $8,,400.00 for pass through funding for
HopeSource on May 2021 expenses. (Approved).
10. Thank you for your service letter to Farrah Wardenaar for her service on the Board of
Equalization. (Approved).
AUDITOR'S OFFICE
11. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$789,p598.53).
FAIRGROUNDS
12. Out of state travel request for Jim McKiernan, Rebecca Martinez, the Fairgrounds new Events
Coordinator, Chris Turner, and Tom Gaines to attend the IAFE International Association of Fairs
and Expositions Conference from November 27 —December 2, 2021 in San Antonio, TX.
(Approved).
13. Recommendation to award the bid for the Dirt Excavation and Move project to the lowest
bidder J.M. Pacific in the amount of $47,641.80 (incl tax). This project was approved in their
2021 Capital budget using REET funds (#132.178). (Approved).
14. Contract with J.M. Pacific Corporation for the Dirt Excavation and Move project (see Item 12).
(Approved).
15. Request to hire Neppel Electric to install the fans for Barns 44 and 45, for the amount of
$4,,750.00 (incl tax), using excess REET funds (#132.178) left over from the Stall Purchase
project. (Approved).

CENTRAL SERVICES
16. Contract with PPC Solutions (Phoenix Protective Corporation) to perform security duties at the
Law and Justice Building, Juvenile Court and Youth Services, District Court (Wheeler Rd) and
District Court (courthouse). Contract amount is $247,038.12 and the term is January 1, 2021—
December 31, 2023. (Approved).
TECHNOLOGY SERVICES
17. Purchase Order No. 371 to smartdraw in the amount of $10,814.60 for the annual renewal for
their Enterprise Site License. (Approved).
SH ERI FF"S OFFICE
18. Request to surplus 3 — Glock Duty Pistols (Asset #'s 105180, 105206, 105207) and sell them to
Old World Trading Company for $400.00 each. These pistols will then be sold back to the retired
deputies that used them. (Approved).
19. Agreement for the Provision of Law Enforcement Services between Desert Aire Owners
Association (DADA) and Grant County /Sheriff's Office to provide additional law enforcement to
the DAOA. Term is August 2021—July 31, 2024. (Approved).
FACILITIES AND MAINTENANCE
20. Recommendation to award the bid for the Replacement of Breaker Panels at the Wheeler Road
Facility project (FM2104) to Farmers Electric II in the amount of $13.,886.04 (incl tax). This
project was approved in their 2021 Capital Budget for the amount of $10,,000.00. The balance
of $3,886.04 will be paid from excess funds from the Youth Services Moses Lake Flooring project
(Fund #126.168). Contract for this project will also be signed. (Approved).
GRANT INTEGRATED SERVICES
21. Reimbursement Request (A-19) the Grant County Health District for contract work performed by
Grant Integrated Services through the Quincy Partnership for Youth contract, during May 2021,
in the amount of $4,683.66. (Approved).
JUVENILE COURT AND YOUTH SERVICES
22. Washington State Department of Social and Health Services (Department of Children, Youth and
Families — DCYF) County Program Agreement, Consolidated Contract, Agreement No. 2163-
22119, to provide funding to courts to support Block Grant programs for Juvenile offenders.
Term is July 1, 2021—June 30, 2023. The reimbursed rate is $120.00 per day. (Approved).
23. Washington State Department of Social and Health Services (Department of Children, Youth and
Families — DCYF) Agreement on General Terms and Conditions, Contract No. 2183-23816 with a
term of July 1, 2021—June 30, 2022. (Approved).

320 p.m. — 3:30 p.m. Special Meeting —Recommendation from the Grant County Fire Marshal
to Ban the Sale of and/or Discharge of Fireworks in Unincorporated
Grant County.
The Commissioners held an Open Public Meeting to consider of the ban on sales and/or
discharge of fireworks in unincorporated Grant County (outside of city limits).
Commissioner Carter opened the meeting and stated the 2016 Board of County Commissioners
passed the Ordinance giving them the ability to ban fireworks in the event of Extreme Fire
Danger (Grant County Code Chapter 6.04 titled "Fireworks").
Nathan Poplawski, Fire Marshal stated weather conditions are always dry. His recommendation
today to ban the sale and/or discharge of fireworks is due to weather conditions and wind
factor. He stated that all fire personnel are in towns and available.
Commissioner Carter stated she does not take this lightly and cares about firefighters.
Responsible people will follow the rules. There is a sector of the public who will not and incur a
fine. Fire fighters believe fires will now occur in remote areas. She does not believe this ban
will slow fireworks down. She does not want to take away the people's freedom and is not in
favor of the ban.

Commissioner Stone stated he agrees with Commissioner Carter's assessment of freedoms, but
his struggle is low rainfall and the high fire potential. He felt there were enough calls coming in
and felt the need to address the issue.
Commissioner Jones is not in favor of a ban. Being behind the game, he believes sales are
already being made and understands businesses are losing money. Wants to look at this again
in January and get on this earlier.
Numerous members of the public spoke both in favor and against the ban.
Commissioner Stone moved to declare an emergency and ban the discharge of fireworks.
The motion died due to lack of a second.
The meeting adjourned and fireworks were not banned for the 2021 season.
