The Grant County Board of County Commissioners recently had a •meeting with two residents of
the Quincy Adult Recreation Park. One was Eva Pedersen, a board member of the Quincy Adult
Recreation Park Homeowners Association and the second was Tana Cochran, a concerned
homeowner in the park. Their situation is a difficult one. The developer of the Quincy Adult
Recreation Park utilized the condominium provisions to be able to sell the condominium sit•
es for
placement of recreational vehicles and certain manufactured homes in the mid 1990's. According
to the two representatives we spoke with, many lending institutions and title companies refuse to
service this community resulting in difficulty for prospective members of this senior community
to buy lots and/or refinance existing properties. As you might imagine •the magnitude of this
financial issue for some residents over thepast 18 months has been greatly exacerbated.
The only viable solution for this community is to seek a subdivision alteration to remove the
condominium designation from title. Unfortunately, this process will be conducted under the
applicable development regulations guiding subdivision and zoning in place at the time the
application is made,,, and not under the rules that existed in the mid'
1990 when the development
was initiated. Unfortunately, this is not a feasible alternative as itwould result in the elimination
of nearly three-quarters of the residential lots in the development •due to the limited densities
achievable under the Growth Management Act. Grant County supports all its citizens' •having
the ability to afford a home; therefore, removal of affordable housing stock is an untenable
solution in the opinion of this legislative body.
As you are undoubtedly aware "Limited Areas of More Intensive Rural Development" as
allowed in the Growth Management Act vastly limit the ability of a County to offer smaller lots
and higher density developments that can result in affordable housing solutions for county
residents. We would greatly appreciate any support you can offer in the way of legislative
modifications to the applicable provisions of the Growth Management •Act to ease the ability for
Counties to help meet their affordable housing goals and needs.

This change, although not insignificant, would ensure better services to the underserved
members of our communities. Please accept this letter in support of the Quincy Adult Recreation
Park Homeowners Association as they seek your help in proposing legislation that would seek
revisions to the Growth Management Act as discussed above.
