a.m. to go until 11:27 a.m. regarding Real Estate Sale. In attendance were Commissioners Carter,
Stone and Jones, and Tom Gaines, Central Services Director (who included Jail Engineering Company
from Florida). The session was continued to 11:30 a.m. Commissioner Carter closed the session at

S1 and 2, T22N, R 24 E WM (Mayer/Billingsley). Public hearing to take place June 21, 2021 at

2. Resolution Notice of Hearing for Vacating Surplus right-of-way known as cul-de-sac on old

6. Resolution Notice of Hearing to amend the Comprehensive Six (6) Year Transportation
Improvement Program for the years 2021-2026. Public Hearing will take place June 14, 2021.

7. Authorization to Purchase Parts and Repair for the Bomag Trash Compactor, equipment #0453,
at the Ephrata Solid Waste Facility. Parts are supplied by Sonsray Machinery- in the amount of

8. Request to purchase Telespar Post for Grant County Sign Shop in the amount of $82',630.17
from Traffic Safety Supply through an Interlocal Agreement with Pierce County. (Approved).
9. Recommendation to award the 2021 Scrap Metal Crushing project to Sutton Salvage in the
amount of $185.00 per ton to crush and remove scrap metal from Grant County Landfill.
(Approved).

A motion was made by Commissioner Stone, seconded by Commissioner Tones, to approve items 1
through 14, and 16 through 22 on the agenda as presented. Item 15 was corrected to read 4mb. The
motion passed unanimously.
COMMISSIONERS OFFICE
1. Commissioners Office and Public Defense Vouchers for approval. (No vouchers).
2. Request for letter of support from the Columbia Basin Development League to Senator Maria
Cantwell. The CBDL is requesting Congressionally Directed Funding for the Odessa Ground
Water Replacement Program as part of the Columbia Basin Project. (Approved).
3. Thank you for your service letter to Richard Callahan, Noxious Weed Control Board. (Approved).
4. Reimbursement #5, Request #4 on Washington State Department of Commerce Emergency
Solutions Grant #20-4613C-100, administered through the City of Moses Lake, in the amount of
$94,,666.10. (Approved).
5. Request authorization for the release of Strategic Infrastructure Program funding to the Port of
Moses Lake, SIP Project #2019-03 for their Sewer Extension to Grant County International
Airport Infield from Westside Employment Center, in the amount of $150.,000.00 grant.
(Approved).
6. Reimbursement #5, Request #5 for April 2021- Release of Funds on a Community Development
Block Grant (CDBG) Public Services grant from the subrecipient, OIC of Washington, for
Washington State Department of Commerce Department of Housing and Urban Development
(HUD) grant funds Contract No. 20-62210-005 in the amount of $27,378.59 for use in Energy
Assistance. (Approved).
7. Letter of support to Representative Alex Ybarra for the Quincy Adult Park to remove the
condominium designation from their plat title. This would need revisions to the Growth
Management Act. (Approved).

AUDITOR'S OFFICE
8. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of
$62,,950.27 and $954,925.99).
9. Authorization of Canvassing Board Representatives - Auditor's Staff, to act under authority given
in RCW 29A.60 for Dedra Osborn and Kaylyn Orozco to act as representatives for the County;
and for Maria Lugar and Karrie Stockton to handle the ballots through the mail room process for
the Primary Election to be held August 3, 2021. (Approved).
10. Designation of County Commissioner Cindy Carter to serve as the County Legislative Authority
on the Canvassing Board for the Primary Election to be held August 3, 2021. (Approved).
11. Request to create a new fund #191 titled Local Fiscal Recovery Funds (LFRF) to track American
Rescue Plan Act COVID-19 funds. A budget extension is also being requested in the amount of
$9,491,745.00 for the first half of the funds to be received in 2021. (Approved, Resolution No.
21 -055 -CC. A public hearing was set for June 28, 2021 at 2:45 p.m.)
FAIRGROUNDS
12. Request to add a change order to the cattle chute project previously approved by the Board and
add three steel posts and panels. The amount is $2,705.00 including tax and BEET funds are
being requested. (Approved).
13. Request to purchase custom shade cloth tarps in the amount of $2,,450.00 plus tax for the cattle
barns from Inland Tarp and Liner. These are excess funds from the Horse Stall project.
(Approved).
14. Request to amend the surplus of horse stalls that was approved on May 18, 2021. Instead of
selling them on Facebook and Craigslist, they request to sell these panels to the Douglas County
Fairgrounds for the amount of $1.00. (Approved).
GRANT INTEGRATED SERVICES
15. Request to upgrade 84 computers from -14GB RAM to 16GB RAM for the amount of $5..768.65.
(Approved).
16. Amendment 3 to the Washington State Health Care Authority, Interagency Contract, for
Community Prevention and Wellness Initiative (CPWI) Prevention Services, through Grant
Integrated Services, Contract No. K3919. The amendment increases the contract by $9,837.00 to
a new total of $641,,191.00. (Approved).
17. Washington State Department of Social and Health Services Agreement on Data Security
Requirements, Contract No. 2163-91217. Term is February 1, 2021 through June 30, 2023.
(Approved).

18. Out of state travel request for Sgt John McMillan and Matt Messer to attend the High Intensity
