The Commissioners held an Open Record Public Hearing to consider the vacation of surplus
rights, cul-de-sac, Stacy Drive in Pelican Point as petitioned by Philip Bloom and Diana Bloom.
Keith Elefson, County Engineer, provided the below engineers report:
The Board of County Commissioners of Grant County Washington has received a
petition to vacate that portion of County Right -of -Way surplus being a portion of a
cul-de-sac o n Stacey Drive in the Pelican Point Addition No. 3; lying in the west
half of the NW1/4 Section 3 of Township 18 North, Range 28 East W.M., all in Grant
County, Washington, as hatch marked on the attached Exhibit A.

The Board of County Commissioners determined that consideration should be given to
the petition and directed the County Road Engineer to prepare a report on the
proposed vacation and abandonment for a public hearing to be held at 1:00 PM,
Monday, the 21s' Day of June, 2021. The Notice of Hearing was published in the County
Official Newspaper and the Notice of Hearing was posted at each termini in
compliance with RCW 36.87.050.
The proponents of the petition own the frontage along the petitioned County Surplus
Right-of-way. The affected parcel is owned by the proponents. Stacey Drive was
extended and the cul-de-sac was removed as part of that extension. This resulted in the
portion of the right of way in question being no longer necessary for proper function of
the road.
find that this section of County Right-of-way to be surplus, unnecessary, and useless
to the public, and the public would be benefitted by its vacation and abandonment as a
reduction in liability and maintenance, with no exceptions except utilities.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones, seconded by Commissioner Stone to approve the vacation as

1:10 p.m. —1:20 p.m. Open Record Public Hearing, Vacation of Road and ROW on M -NW,
South of 24 -NW (Billingsley/Mayer)
The Commissioners held an Open Record Public Hearing to consider vacating M -NW roadlog
33790 south of Rd 24 -NW in S 1 and 2, T 22 N, R 24 E WM as petitioned by Raymond Mayer /
Loretta Mayer and Billingsley Ranch LLC (Brent Billingsley).
Keith Elefson, County Engineer, provided the below engineers report and stated he is hesitant to
recommend vacation:
The Board of County Commissioners of Grant County Washington has received a
petition to vacate that portion of County Road and Rights -of -Way b e in g a portion of
Road M NW for 1.06 miles south of Road 24 NW; lying along the section
line between Section 1 and Section 2 of Township 22 North, Range 24 East W.M., all in
Grant County, Washington, as shown on the attached Exhibit A.
The Board of County Commissioners determined that consideration should be given to
the petition and directed the County Road Engineer to prepare a report on the

Monday, the 21St Day of June, 2021. The Notice of Hearing was published in the County

The proponents of the petition own the frontage along the petitioned County Right-of-
way. The petitioning owners desire to prevent illegal dumping that currently
occurs within this right-of-way. M NW is an unimproved road on the County road
system. This road provides access from Road 24 NW to Washington State Department of
Natural Resources land, which can also be accessed utilizing Road 23 NW. The original
dedication of M NW is Old County Road 520, which provides access to federal land.
Road 520 also provides access from the south, and connects to Road 687, which provides
access from the west. These roads are all unimproved roads on the County system.
1 find that this section of County Right-of-way provides limited benefit to the traveling
public, and use would be primarily for recreational purposes. Itis unlikely that the
County would improve these roads due to cost of construction and the rural nature of
the area. However, access to state and federal lands maybe considered a valid reason
to not vacate this section of right-of-way. Itis feasible to allow gates be placed at both
ends with a limited access signage, to be purchased by the 2 proponents. There is
precedence for this, one of which is a Nature preserve in Quincy, and a temporary "must
remain open" gate at the Gorge on Baseline. Therefore I recommend gates being placed
at owners expense, that the gates be required to be open during hunting season and
other times of high recreational use, and to deny outright vacating recreational access
Loretta Mayer, one of the petitioners, stated that she is surprised by the engineer's hesitation to
recommend. She stated there is a lot of negativities to the road due to ORV's who bring in
noxious weeds, fire dangers, and a lot of garbage dumping.
Sam Dart, Assistant Public Works Director, assisted the commissioners by sharing his screen with
a bigger arial map. The gate option was discussed further.
After discussion, Commissioner Carter stated she would be in favor of continuing the hearing.
The Clerk of the Board recommended continuing to June 29, 2021 at 1:30 p.m. and keep the
public comment portion open.
A motion was made by Commissioner Stone, seconded by Commissioner Jones to continue this
hearing to June 29, 2021 at 1:30 p.m. The motion passed unanimously.
1:20 p.m. —1:30 p.m. Open Record Public Hearing, Amendment to the 2021-2026 Capital
Facilities Plan Appendices and Concurrent Budget Extension for the
Acquisition of Real Properties
The Commissioners held an Open Record Public Hearing to consider an amendment to the 2021-
2026 Capital Facilities Plan Appendices and a concurrent budget extension for the acquisition of
real properties. The budget extension amount is $1.,795.,000.00 using REET funds to purchase
property adjacent to the Fairgrounds in Moses Lake (Parcel No. 17-0613-002) and the former
WA Mutual Building in Ephrata (Parcel No. 13-0306-000).

Tom Gaines, Central Services Director stated he recommended this amendment and budget
extension to purchase property as advertised. He now recommends withdrawing the
Washington Mutual Building from the amendment which will now make the budget extension
request amount to be $1,200,000.00.
Cheryl Schweitzer, Columbia Basin Herald, asked why is the WAMU building being removed?
Mr. Gaines explained that the appraisal came in much lower than the asking price so they are
removing the purchase.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones to approve the amendment of the Capital Facilities Plan and concurrent
budget extension for the acquisition of parcel number 17-0613-002 adjacent to the Grant
County Fairgrounds from the Moses Lake School District in the amount of $1.,200,000.00. 1
further move to withdraw the amendment of the Capital Facilities Plan and the budget
extension for the acquisition of parcel number 13-0306-000, based on the recommendation of
County staff. Commissioner Stone seconded and the motion passed unanimously. (Budget

2. Request to purchase (6) flashing LED stop signs from Traffic Safety Supply in the amount of
$10,,918.02. Purchase will be made through a Washington State Department of Enterprise
Services Contract No. 04616. (Approved).
3. Request to Purchase Equipment Parts and Repair fora 4000 Series Street Sweeper, equipment
#2504 for Road District #2. Total cost for parts is $12,,313.44 from Western Systems. Public
Works has a credit with Western Systems in the amount of -$8,808.68 that will be deducted
from the overall price leaving the total balance owing $3,504.76. (Approved).
4. Resolution No. 21 -064 -CC, Notice of Hearing in the matter of declaring certain County owned
property surplus and ordering the sale thereof. Hearing to take place July 12, 2021 at 1:30 PM.

for the Washington Rural County Insurance Pool (WRCIP) policy. (Trask Insurance —Shane
Heston was chosen).
3. Agreement amending Washington State COVID-19 Outbreak Emergency Housing Grant No. 316-
46108-10 subrecipient agreement between Grant County and the City of Moses Lake dated July
14, 2020 and amended October 20, 2020. The amendment increases the compensation by
$170.,000.00 for a new total not to exceed $365,845.00 and extends the end date to June 20,
2021. (Approved).
4. Agreement amending Washington State COVID-19 Outbreak Emergency Housing Grant No. 316-
46108-10 subrecipient agreement between Grant County and the Grant County Health District
dated July 14, 2020 and amended October 20, 2020. The amendment decreases the
compensation by $170,000.00 for a new total not to exceed $22.,617.00 and extends the end
date to June 20, 2021. (Approved).
AUDITOR'S OFFICE
5. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of

DEVELOPMENT SERVICES
6. 2021-23 Biennium Contract No. K2211 between the Washington State Conservation Commission
and Grant County for Voluntary Stewardship Program Implementation to provide funding to the
county for the implementation of the work plan as required for the VSP consistent with RCW
36.70A.700-760 and related statutes. (Approved).
7. Intergovernmental Cooperation Agreement between Grant County and the Grant County
Conservation District for the Voluntary Stewardship Program for joint cooperative action on
item 7 above. (Approved).

8. 2020-2021 Professional Services agreement, Conflict and Overflow Investigator, with Rachel Bos
known as Bos Investigations. Term is upon execution through December 31, 2021. (Approved).
