The motion passed unanimously. COMMISSIONERS OFFICE 1. Commissioners Office and Public Defense Vouchers for approval. Approved 2. Commissioners March 15 and 22, 2021 Minutes for approval. Approved AUDITOR'S OFFICE 3. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. Approved in the amounts of $2,000.00, $1,119,730.28 and $16,500.00. BOARD OF EQUALIZATION 4. Notice of approval to hear Property Tax Appeals, Grant County Legislative Authority per RCW 84.48.010. Approved CENTRAL SERVICES 5. Request for addition of a Certified Construction Manager to the Grant County Jail Project. He would like to contract with Dick Bratton who is an independent construction manager, with the cost not expected to exceed $70,000.00. Approved 6. Request to repair power pedestals at the Grant County Fairgrounds East Campground utilizing an informal quoting process under the "Limited Public Works" statute. The responsive bids were received and Grace Electric was selected at $16,572.24 as verbally approved previously. Approved FAIRGROUNDS 7. Request to hire JM Pacific to level a pile of dirt at the north end of the track utilizing Landscaping funds in the amount of $4.,250.00 for a change order. Approved 8. Request for out of state travel for Jim McKiernan, Rebecca Martinez, and Allan Williams to travel to Rocky Mountain Fair Association of Fairs Convention in Billings, MT from November 10-12, 2021. Request to enter a contract with Phoenix Protective Corporation (PPC) to provide security for miscellaneous event to provide alcohol enforcement, event security, and armed security. Approved GRANT INTEGRATED SERVICES 10. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services' Prevention and Recovery Center (PARC), during May -21, in the amount of $34,030.05 on Washington State Health Care Authority Contract No. K3919. Approved 11. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services' Prevention and Recovery Center (PARC), during June -21, in the amount of $66,640.04 on Washington State Health Care Authority Contract No. K3919. Approved 12. Washington State Department of Social and Health Services (DSHS) County Program Agreement No. 2163-24991 for (Developmental Disabilities Administration) DDA County Services in the amount of $856,669.00. Term is July 1, 2021 through June 30, 2022. Approved NEW HOPE 13. Subrecipient Agreement between Children's Advocacy Centers of Washington and Kids Hope for the CAC Response to COVID Impacts on Child Abuse in the amount of $85.,000.00 per CDBG Contract No. 20-6221C-174. Approved 14. Washington State Department of Commerce Grant Agreement No. 22-31310-165 with New Hope through Office of Crime Victims Advocacy Community Services and Housing Division for core and specialized Sexual Assault Services SFY 2022 in the amount of $294,127.00. Term is July 1, 2021 through June 30, 2022. Approved PUBLIC WORKS 15. Request to purchase a Ford F-350 4x4 Flatbed from Bud Clary Ford Hyundai in the amount of $52,426.58 utilizing a Department of Enterprise Services contract #05916 for the Public Works Sign Department. Approved 16. Request to purchase a 2020 AWD Ford Fusion from Bud Clary Ford Hyundai in the amount of $26,,795.40 utilizing a Department of Enterprise Services contract #05916 for Grant Integrated Services. Approved 17. Request to purchase parts and repair for a rubber tire roller in the amount of $2,566.91 from Sonsray Machinery for Public Works. This was previously approved on the August 3, 2021 Consent Agenda but was sold by the vendor. They have found another part, but the price increase difference needs to be approved. Approved 18. Resolution rescinding Resolution No. 21 -078 -CC notice of hearing and setting a new hearing date in the matter of declaring certain county -owned property surplus and ordering the sale thereof (2012 Ford Prisoner Transport Van). The new hearing date is August 31, 2021 at 3:15 p.m. Approved, Resolution No. 21 -085 -CC 19. License Agreement between Grant County and Grant County Port District No. 10 (Port of Moses Lake). Request to the County Road Department for reimbursable work between Grant County and Adams County. Work to be completed is an Asphalt Plant inspection for Booker Rd. Overlay #1, CRP -194. Work not to exceed $6,,000.00. Approved 21. Resolution No. 21 -086 -CC initiating County Road Project designated as CRP NO. 21-08 on Westshore Drive. This project will reconstruct existing roadway from BST to HMA roadway. Project Starts on Fairway Drive NE and ends 0.25 Miles South of 4 -NE. Project is 2.12 miles long. The amount is $2,,401,900.00. Approved 22. Resolution rescinding Resolution No. 21 -077 -CC Notice of Hearing and setting a new hearing date in the matter of an ordinance modifying chapter 11.36.020 to Grant County Code Title 11: Vehicles and Traffic allowing use of Wheeled All -terrain Vehicles (WATV) upon Designated County Roads. The new hearing date is August 31, 2021 at 3:00 p.m. and includes roads within Cascade Valley and Blue Lake / Rimrock Cove. Approved, Resolution No. 21 -087 -CC SHERIFF'S OFFICE 23. Request for a budget extension in the amount of $332,000.00 to replace 98 outdated car radios. First grant installment of $110,000 has been received and the remaining balance will be received in June 2022 ($111,000) and June 2023 ($111,.000). Upon receipt of 2022/2023 installments, the funds will be deposited into the general fund. Approved, the public hearing was set for September 12, 2021 at 3:10 p.m. 24. Request for temporary exemption to Grant County Policy 702.2 — Exception to Overtime Eligibility and Policy 702.2.1- Elected Officials for Sheriff Tom Jones and Staff to work at the Gorge Amphitheater, funded by Live Nation. This would be effective August 13 — September 5, 2021. Approved TREASURER'S OFFICE 25. Application from Jennifer Merritt for Resale of Tax Title property for Parcel 17-0689-000 with a starting bid of $6,700.00. TX# 3691 in S 17, T 19 N, R 28 EWM. Per RCW 36.35.150(1) he would like to deed this parcel for the cost of the deed, affidavit fees and recording fees and offer through private negotiations. Approved TECHNOLOGY SERVICES 26. Purchase order #375 in the amount of $26.,926.56 to Ednetics for the Webex Annual Renewal. 27. Purchase order #376 in the amount of $23,.848.00 to Progress for the annual renewal for support contract for WhatsUp Gold Total Plus Unrestricted Services Agreement. Approved YOUTH SERVICES 28. Memorandum of Understanding between Grant County Juvenile Probation and Educational Service District 105 for the purpose of providing educational opportunities and transitional services to at -risk youth. Approved Page 7 of 8 Grant County Commissioners Minutes Week of August 9, 2021 3:30 p.m. -3:40 p.m. Open Record Public Hearing, Legacy Resort Development Agreement The Commissioners held an Open Record Public Hearing to consider a proposed Development Agreement between Grant County and Legacy Resort Construction, LLC. The proposed development agreement will guide and direct the development of the Master Planned Resort known as "The Legacy Resort at Frenchman Hills". The parcels subject to this agreement include 21-0044-000; 21-0042-000, 21-0043-005, and those portions of the Legacy Resort that have previously been recorded. The term on the agreement will be for 20 years unless otherwise extended or terminated. Damien Hooper, Director of Development Services stated this will reinstate a development agreement that had a short duration and establishes a 20 -year timeline for the project. This one document has all amendments that have occurred over the previous duration. A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public comment portion of the hearing. The motion passed unanimously. A motion was made by Commissioner Jones, seconded by Commissioner Stone to approve the amended Development Agreement as presented. The motion passed unanimously.
