The Grant County Commissioners session began at 9:30 a.m. with all Commissioners in attendance.

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1
through 3, and 5 through 18 on the agenda as presented. Item 4 was held for further review. The
motion passed unanimously.
COMMISSIONERS OFFICE
1. Commissioners Office and Public Defense Vouchers for approval. (Approved)
2. Commissioners March 29 and April 5, 2021 Minutes for approval. (Approved)
3. Letter of appointment for Denny Bronson to the Mosquito Control District No. 2 for a 2 -year
term beginning August 16, 2021 through August 15, 2023.
4. American Rescue Plan Funding Application from New Hope/Kids Hope in the amount of
$1,133.,677.00. (Item held for further review)
5. Reimbursement #3, Request #3 from the OIC of Washington on CDBG-CV1 Public Services Grant
from the Washington State Department of Commerce, Local Government Division, Community
Assistance and Research Unit CDBG-Coronavirus (CDBG-CVI) Contract No. 20-6221C-111 in the
amount of $8,506.43. (Approved)
6. Reimbursement request #1 from the Housing Authority of Grant County on the Washington
State Department of Commerce Consolidated Homeless Grant No. 22-46108-10 in the amount
of $40,.557.45. (Approved)

7. Reimbursement Request #4 on Washington State Department of Commerce Emergency
Solutions Grant (ESG-CV) #20-4613C-100, administered through the Housing Authority of Grant
County, in the amount of $4.,796.27. (Approved)
8. Reimbursement request #4 from the Housing Authority of Washington on their Washington
State Department of Commerce Treasury Rent Assistance Program (TRAP) Grant Contract No.
21-4616C-108 in the amount of $536,.937.24. (Approved)
9. Amendment B to Contract No. 20-4613C-100 with the Department of Commerce through the
Community Services and Housing Division Housing Assistance Unit for an Emergency Solutions
Grant for COVID-19 (ESG-CV) funding. The agreement is being decreased by -$185,460.63 to a
new amount of $1,,551,773.37. (Approved)
10. Amendment B to the Washington State Department of Commerce Community Services and
Housing Division Housing Assistance Unit "Shelter Program Grant" No. 21-4610C-104 for funds
for the development or expansion of shelter programs and bring people inside. The grant is
being increased by $185,461.00 to a new total of $708.,836.00. (Approved)
AUDITOR'S OFFICE
11. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$1,336,490.50)
CENTRAL SERVICES
12. Request to contract with Stans Construction and Sons on the Commissioner's Office remodel.
The cost of $12,,280.70 and Facilities Repairs budget will be used and ARPA funds will be applied
for. (Approved)
GRANT INTEGRATED SERVICES
13. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services,
during July 2021 in the amount of $228.75 on Washington State Department of Corrections
(DOSA) contract. (Approved)
JUNENILE COURT AND YOUTH SERVICES
14. Request to purchase security cameras for the building located at 303 Abel Road, Ephrata, WA in
the amount of $9,.222.67. This will be funded out of the existing budgeted funds and expensed
to account 001.117.00.0000.527804804. Purchase is coordinated through GCTS to Ednetics and
will be added to the quadrennial replacement plan. (Approved)
PUBLIC WORKS
15. Request to purchase 88,200 pounds of Crack Seal Material from Arrow Construction Supply, Inc.
in the amount of $56,488.00 not including sales tax. Purchase will be made through State
Contract #04419. (Approved)

16. AMENDED Local Agency Agreement for the Westshore Drive overlay/sidewalk project (Fairway
Drive to .25 South of 4 -NE) for the reconstruction of an existing BST roadway and replace it with
an HMA surface, curbs, gutters, and related work. (Approved)
TREASURER'S OFFICE
17. Request to transfer the third quarter Trial Court Improvement monies, per SSB 5454, from the
Current Expense Fund to the Trial Court Improvement Fund in the amount of $16.,852.00.
(Approved)
18. Professional Services Contract with GovEase, Auction LLC for an online auction portal to provide
a custom website to administer tax sales. Term is upon signature through October 8, 2021.

Commissioner Stone was authorized to sign the Grant County Health District voucher listing in the
amount of $321,620.27.
The Chair of the Board was authorized to sign the Douglas Skone (Skone Short Plat No. 2) File P 21-0045
(preliminary P 20-0141) Final Plat Submission and Review.
