Item 13 was amended to a new amount of $460,214.00 for 2 years plus $3,.000.00 infrastructure (new therapy office)). Commissioner Jones abstained from the vote of item 16. The motion passed unanimously. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amounts of $1,,135,,767.51 and $52,,679.23) 2. Request for county credit card for Mireya Garcia, Sheriff's Office, in the amount of $2,500.00. Request submitted by Sheriff Tom Jones and authorized by Michele Jaderlund. (Approved) COMMISSIONERS OFFICE 3. Commissioners Office and Public Defense Vouchers for approval. (Approved) 4. Request to Purchase 400 Food Gift Cards for distribution at the Grant County Veterans Stand Down and Resource Fair in the amount of $10,000.00 from budget line 104.146.00.1104.565204900. A budget extension will not be required. (Approved) 5. Authorization for Release of Funds, Department of Commerce, Shelter Program Grant, #21- 4610C-104, Reimbursement #10, Subrecipient HopeSource, Request #10. This reimbursement is for July 2021 expense in the amount of $9,548.00. (Approved) 6. Amendment to the Agreement dated July 14, 2020 and Amendment Extending Date, between Grant County and the Grant County Economic Development Council for Grant Funding through the CARES Act (CARES Act Grant #20-6541C-013). This amendment allows the EDC to charge administrative costs to run the program. (Approved) 7. Authorization for Release of BOCC Approved Funds, Department of Commerce, Treasury Rental Assistance Program (T -RAP) Grant #21-4616C-108, Reimbursement #9, Request #3 from HopeSource in the amount of $56,294.32 (Approved) 8. Authorization for Release of BOCC Approved Funds, Department of Commerce, Treasury Rent Assistance Program (T -RAP) Grant #21-4616C-108, Reimbursement #10, Request #3 from OIC of Washington in the amount of $95.,339.93. (Approved) 9. Reappointment of Sandra Marcusen to the Grant County Board of Equalization for another 3 - year term beginning July 18, 2021, through July 17, 2024. (Approved) CENTRAL SERVICES 11. Request for an hourly increase for the "On -Call" positions within Central Services from $13.69/hour to $16.00/hour. (Approved) GRANT INTEGRATED SERVICES 12. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services for Supplemental #1 dated 06/01/2021 in the amount of (-$81..78) on Washington State Health Care Authority Contract No. K3919. (Approved) AA "1106TO 13. American Rescue Plan (ARP) Funding Application from New Hope and Kids Hope with a total request of $1,,133.,677.00 for the next 5.5 -years. (Approved but in the amended amount of $460,214.00 for 2 years plus $3,000.00 infrastructure (new therapy office)) PUBLIC DEFENSE 14. Application for a pro rata share of the State Public Defense Funding for Calendar Year 2022 to the Washington State Office of Public Defense in accordance with RCW 10.101.050. (Approved) PUBLIC WORKS 15. Request to approve Change Order No. 16 to the agreement with Pacific Groundwater Group, Inc. in the amount of $546,,591 for the project scope that includes the Ephrata Landfill Remediation Investigation, Feasibility Study, and the Clean Up Action Plan. The agreement is with the Department of Ecology Agreement No. TCPRA-1921-GrCoPW-0052. The expiration date has been extended through June 2023. (Approved) 16. Access Easement over/through/across for Parcel #15-0979-001 for the Public for Tax (POR E1/2 13 17 24) a perpetual right of way and easement for access purpose. (Approved by Commissioners Carter and Stone. Commissioner Jones abstained) 3:00 p.m. -3:10 p.m. Open Record Public Hearing, Facilities and Maintenance, Veteran's Assistance Fund, and Juvenile Court / Youth Services Budget Extensions The Commissioners held an Open Record Public Hearing to consider the following budget extension requests: • Veteran Assistance Fund, Fund #104, Department #146 in the amount of $75.,000.00 due to the high volume of Veteran Assistance Claims being filed. Funding will be transferred from the VAB Reserve Fund (104.146). Page 6 of 7 Grant County Commissioners Minutes Week of August 23, 2021 • Facilities and Maintenance Fund #126, Department #168 in the amount of $39,.527.17 for Juvenile Court and Youth Services- Moses Lake exterior project (FM2111 in the amount of $56,,769.08) and the Health District Part 2 exterior project (FM2112 in the amount of $72,.953.20) utilizing $45,000 from the water heater project and using REET 1 funds. Juvenile Court and Youth Services Fund #001, Department #117 in the amount of $25,079.00 to receive a Washington State Department of Commerce VOCA grant funds no. F19-31219-456 for wages and salaries. Madeline Prentice, Chief Accountant, stated that the budget extension amount for Juvenile should be $25,.079.00., not at the advertised amount of $46,381.00. The extra amount of $21,302.00 is already budgeted in different accounts, they need a budget transfer in this amount. A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public comment portion of the hearing. The motion passed unanimously. A motion was made by Commissioner Stone, seconded by Commissioner Jones to approve the budget extensions, amending Juvenile Court to the amount to $25,079.00 and include a budget transfer in the amount of $$21,,302.00.
