In attendance were Commissioners Carter, Stone and Jones, Kirk Eslinger and Decorah Anderson, Human Resources, and Sam Castro, Sam Dart, and Keith Elefson, Public Works. Commissioner Carter closed the session at 9:00 a.m. Pursuant to RCW 42.30.140(4)(a) Commissioner Carter called an Executive Session to order at 9:46 a.m. to go until 9:55 a.m. regarding Negotiations. In attendance were Commissioners Carter, Stone and Jones, and Kirk Eslinger and Decorah Anderson, Human Resources. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $470,694.27) COMMISSIONER'S OFFICE 2. Commissioners Office and Public Defense Vouchers for approval. (Approved) 3. Request from the Denver Morford of the Tiger Boosters of Ephrata to use county property (front courthouse lawn) on September 11, 2021, to host a banquet honoring Hall of Fame inductees from the Ephrata High School. Agreement will be signed if approved. (Approved and signed was the 2021 Agreement regarding Use of County Property for Public Purpose) 4. Letter to Washington State Legislature Majority and Minority Leaders asking for a special session to re -address the newly passed laws regarding Law Enforcement. (Approved) FAIRGROUNDS 5. Request to limit the age of RV's camping at the Grant County Fairgrounds, to no RV's older than a 2001. This will be effective immediately but not apply to Fair. (Held for further review) GRANT INTEGRATED SERVICES 6. Contract regarding Training/Consultation Services with Service Alternatives, Inc. to provide referrals and services to identified service recipients. Term is August 3, 2021 until terminated by either party. (Approved) 7. DDA Technical Assistance Addendum that supplements and is incorporated into the terms and conditions of the Contract for Referral ofTraining/Consultation Services with Service Alternatives (see #6). (Approved) PUBLIC WORKS 8. Request to purchase a Toyota Tundra for the Grant County Coroner's Office from Bud Clary in the amount of $48,324.29 (incl tax) from Department of Enterprise Services Contract #05916. (Approved,, ARPA funds will be used for the funding source) 9. Resolution No. 21 -089 -CC Notice of Hearing in the matter of declaring certain county -owned property surplus and ordering the sale thereof— Vehicles. Hearing date scheduled for September 21, 2021 at 3:00 p.m. (Approved) 10. Request to rent a Case 2050 Dozer for Solid Waste. Rental will be from Central Machinery Sales in the amount of $10,526.64 including sales tax and hauling. (Approved) SHERIFF'S OFFICE 11. Addendum to lease with David Canfield and Candie Canfield for a building located at 1230 Berschauer Industrial, Ephrata, WA, for the amount of $3,,053.00 per month. Purchase Order No. 377 in the amount of $11,,789.35 to netwrix for software maintenance of netwrix Auditor for Active Director —Subscription and Windows File Servers. (Approved) 13. Purchase Order No. 378 in the amount of $22.,549.18 to Axon for the annual license renewal of Basic Evidence.com for Sheriff's Office Body Cameras. (Approved) 14. Purchase Order No. 379 in the amount of $7,356.02 to Ednetics for professional services for the VMware virtual environment cluster—Software Maintenance. (Approved) 3:00 p.m. -3:10 p.m. Open Record Public Hearing, Ordinance Amending Ch. 11.36 of the Grant County Code titled "Wheeled All -Terrain Vehicles" (WATVs) The Commissioners held an Open Record Public Hearing to consider an Ordinance modifying Ch. 11.36.020 of the Grant County Code titled "Use of Wheeled All -Terrain Vehicles (WATVs). Specifically adding Cascade Valley Roads and Blue Lake Roads (Rim Rock Cove). Keith Elefson, County Engineer gave a brief synopsis of the amendments being proposed. Members of the public spoke in favor of the addition of these roads and encouraged the Board to add more; specifically on Potato Hill Road and Sand Dunes Road. A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the public comment portion of the hearing. The motion passed unanimously. A motion was made by Commissioner Stone, seconded by Commissioner Jones to approve the ordinance amendments as presented. The motion passed unanimously. (Ordinance No. 21 -090 -CC) 3:15 p.m. — 3:25 p.m. Open Record Public Hearing, Public Works Surplus of Vehicle and Misc Equipment The Commissioners held an Open Record Public Hearing to consider Public Works Surplus of Miscellaneous Equipment and Vehicle: Vehicle #7052 Year 2012 Ford E350 XLT Prisoner Transport Van Mileage 127,228 Value $3,265.63 John Spiess discussed the request. A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public comment portion of the hearing. The motion passed unanimously. A motion was made by Commissioner Jones, seconded by Commissioner Stone to approve the surplus as presented. The motion passed unanimously. (Resolution No. 21 -091 -CC) Page 6 of 7 Grant County Commissioners Minutes Week of August 30, 2021 3:30 p.m. -3:40 p.m. Open Record Public Hearing, Amendment to Grant County Code Ch. 23.04 titled "Rural Freeway Commercial Zoning The Commissioners held an Open Record Public Hearing to consider proposed amendments to Grant County Code Chapter 23.04.520. At their regularly scheduled public hearing on August 4, 2021, the Grant County Planning Commission conducted an open record public hearing to consider amendments to Grant County Code Chapter 23.04.520 that will allow an increased structure size on certain properties in the Rural Freeway Commercial Zone. The Planning Commission unanimously recommends approval of the proposed code amendment. Damien Hooper, Director of Development Services stated that the amendment "will preserve rural character where parcels in this zone are located, it is important to limit the size of allowable structures. However, given the remote locations of these sites, immediate access to significant transportation routes and the larger lot sizes available in the zone, these sites may attract uses that are incidental, supportive, and necessary to the resource-based community found in Grant County. Also, for parcels less than 10 acres in gross size, the maximum allowable floor area shall be 6,000 square feet. For parcels greater than 10 acres, the maximum allowable floor area for the primary use shall be 12,000 square feet. In all instances, the maximum allowable floor area dedicated to retail uses shall be limited to 45,000 square feet and shall not be construed as an additional square footage allowance". A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the public comment portion of the hearing. The motion passed unanimously. A motion was made by Commissioner Stone, seconded by Commissioner Jones to approve the unanimous recommendation of the Planning Commission to approve the ordinance recognizing the six (6) Findings of Fact as presented.
