The session was extended from 11:03 a.m. to 11:10 a.m. In attendance were Commissioners Carter, Stone and Jones, and Suzi Fode with New Hope. The session was extended from 2:54 p.m. to 3:00 p.m. In attendance were Commissioners Carter, Stone and Jones, Tony Menke, Decorah Anderson, and Kirk Eslinger. Commissioner Stone closed the session at 3:00 p.m. Pursuant to RCW 42.30.140(4)(a) Commissioner Stone called an Executive Session to order at 3:02 p.m. to go until 3:12 p.m. regarding Negotiations. The motion passed with 2 Commissioners in attendance. • Correspondence (ie. Emails that have come in that need response, letters of support etc.) None • Commissioners Roundtable — Miscellaneous Discussion • Consent Agenda — (Items 1 through 16) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Carter, seconded by Commissioner Stone to approve the consent agenda with the following amendments: denying item 2, and amending item 10, reducing the amount by $25,000 to a total of $68.,893.57. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.0901 as recorded on a listing and made available to the Board. (In the amounts of $149,820.70 and $1,p8041417.66) 2. Held from the June 7, 2022 Consent Agenda: Recommendation from the Grant County Finance Committee to reduce the registered warrant amount for Quincy Valley Medical Center /Hospital District No. 2 from $2 million dollars to zero. (This recommendation was denied by the Commissioners. No reduction of registered warrants will be done.) COMMISSIONER'S OFFICE 3. Approval of Commissioners June 6, 13, 20 and 27, 2022 Minutes 4. Invoices 5. Washington State Department of Commerce Grantee Information Form concerning any changes to the ESG, ESG CV, Home TBRA, T -RAP, and ERAP 2.0 grants. 6. Washington State Department of Commerce Community Development Block Grant, Public Services Contract Closeout Report for CDBG Contract No. 21-62210-005 for expended funds in the amount of $126,,580.00. 7. Amendment D to Contract No. 20-4613C-100 Washington State Department of Commerce, Community Services and Housing Division, Housing Assistance Unit, Emergency Solutions Grant (ESG) — COVID 19. The amendment extends the end date to September 30, 2023. .,8. Letter of support to the Washington Trust for Historic Preservation for Grant County's application for State Historic County Courthouse Rehabilitation Grant Program funding. 9. Request from Grant County Fire District No. 4 / Warden, to utilize the $100,000.00 American Rescue Plan Act (ARPA) funds that were allocated to their district, for partial reimbursement of a 2022 DSFT/IHC HV Tanker Pump Tender. 10. Request from Grant County Fire District No. 3 / Quincy, to utilize $°�,4°2.�� $68,.893.57 of the $100.,000.00 American Rescue Plan Act (ARPA) funds that was allocated to their district, to fund three vital needs: Automatic External Defibrillators (AED),. Fit Testing Machine, and Health and Wellness program for responders. (See amended amount above) 11. Request from Grant County Fire District No. 14 / Electric City, to utilize the $100,000.00 American Rescue Plan Act (ARPA) funds that were allocated to their district, for partial reimbursement of a Type VI Rapid Attack Vehicle (Brush Truck). FACILITIES AND MAINTENANCE 12. Request to purchase a compressor and related parts for the Law and Justice building compressor number one that is failing. The purchase would be through McKinstry in the amount of $34, 560.70 utilizing Facilities and Maintenance Repairs Operating Expense Budget 001.112. Term is July 1, 2022 through June 30, 2023 in the maximum amount of $93,458.00. 14. Request from the administrator for authorization to electronically sign through Docu-Sign a Washington State Department of Commerce, Community Services and Housing Division, Office of Crime Victims Advocacy, VOCA Victims of Child Abuse and Neglect Initiative, Grant Agreement No. F19-31219-476.
