The offer was for a starting bid of 900.00 but in further discussion with the applicant the minimum bid was increased to 1,500.00. In talking to Community Development, the county would have preferred to require this parcel to go through the process of Lot Consolidation as a condition of sale but the costs of a survey right now would be not possible. The applicant will do this in future years. The Assessed Value of this parcel totals $5,800 which is debatable since this .16 acre parcel is just a private road entrance into the applicant's property and house. This parcel was in our 2017 sale and the applicant was going to buy it then but did not have the money to do so. Since the applicant owns the adjacent parcel next to this parcel. RCW 36.35.150 (1)(b) allows us to do a direct negotiation with the applicant for not less than the principal amount of the unpaid taxes when the countv legislative authority determines that it ,is not practical to build on the property due to the physical characteristics of the property or legal restrictions on i i a .ten I i construction activities on the property. This parcel qualifies for such option. We would not be required to have a public auction on this and process the deed upon payment of the offer. My recommendation is for you to approve this offer using the private negotiation allowance so we can get this parcel back on the tax roll.
