MONDAY, JULY 25, 2022 The Grant County Commissioners session began at 10:00 a.m. with Commissioners Stone and Carter in attendance. TUESDAY, JULY 261 2022 The session was continued to 9:00 a.m. with all Commissioners in attendance. 8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update • Blake Decision — contract ok to sign • Sheriff Appointment for remainder of the year • Duplex Code Enforcement issue — No response from GCSO yet • Dissolution of Weed District 51 process —Reimbursement to individuals who spend $ to poll weed district members/rent. Currently there is $131,000 in their fund 9:00 a.m. —10:00 a.m. D Anderson, Renew Update • Directions in Community Living (DCL) Rate Increase was implemented 7/1/22. Dependency: 3) Martin Hall 4) Administration —Possible revamp of Guardian Ad Litem supervisor position 5) WSP Training for LifeScan 11:30 a.m. —12:00 p.m. Public Works Personnel Discussion Discussion was held about an employee's upcoming retirement and what the future holds. Anna Sangster gave the history of Public Works and that they used to run their own payroll. This was done until 2010. Their activities (jobs) must be "job costed". These are handwritten via a timesheet. In 2010 they went live with GP, all of that work then has to be transferred and entered into CAMS. They track FMLA / PFML and send to HR. Knowledge of BARS numbers in important. Staff has to balance in GP and CAMS. Public Works submits all info to Payroll to print the checks. Anna Sangster has been very grateful for the help given to her when Karen Maedke was hired. There's also a part time person who assist with data entry. When Anna retires and Karen takes over, another person is needed. They also do a lot of HR work. 90 day job shadow would be tough, longer is needed along with 2 full time employees. 12:00 p.m. — 5:00 p.m. C Carter, City of Mattawa Meeting (Mattawa) (Cancelled) 2:00 p.m. — 3:00 p.m. Commissioner's Meeting 1. Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner Carter, to approve the agenda as presented. The motion passed unanimously. 4. Correspondence (ie. Consent Agenda — (Items 1 through 18) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Jones, seconded by Commissioner Carter, to approve the consent agenda as presented. The motion passed unanimously. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing, and made available to the Board. Out of State Travel Request for Dell Anderson to attend the Trauma & Addictions Conference in Las Vegas, NV from October 5 — 9, 2022. The travel request total estimated is $2,118.83. 14. Request to extend the current lease with Moore Furniture, due to expire in 8 months, to 5 - years allowing Renew to make needed improvements on the Ephrata location. 15. Washington State Department of Social and Health Services (DSHS) Amendment 1 to County Program Agreement No. 2163-24991-01, Development Disabilities Admin, changing the expiration date to June 30, 2023, and increasing the amount by $856,,669.00 to a new maximum amount to $1,,713,,338.00. 16. Request to surplus old equipment items that have been replaced and/or are no longer on the accountable roles. TECHNOLOGY SERVICES 17. Purchase Order (PO) #427 to Netwrix Corp. for Active Directory Subscription &Windows File Servers Annual Renewal in the amount of $12,968.72. 18. The motion passed unanimously o Walk-on items: New Hope —Washington State Department of Social and Health Services (DSHS) County Program Agreement No. 2263-43332 for Community-based Domestic Violence Program Emergency Shelter and Supportive Services. Term is July 1, 2022 through June 30, 2023 in the amount of $530.,452.00. Public Works —Request to purchase three (3) Trailer Truck Mounted Attenuators from Traffic Safety Supply in the amount of $75.,755.34 through a Washington State Department of Enterprise Services Contract No. 02417. Public Works -Request for letter of support to the U.S. Department of Transportation for their application a Safe Streets and Roads for All (SS4A) grant in alignment with the Washington State Strategic Highway Safety Plan of 2019 to reach zero fatalities and series injuries by 2030. 9 Adjournment Page 6 of 8 Grant County Commissioners Minutes Week of July 25, 2022 3:15 p.m. - 3:30 p.m. Open Record Public Hearing, Intercounty Weed District 51- Dissolution The Commissioners held an Open Record Public Hearing to consider dissolving the special purpose district known as Intercounty Weed District 51 (pursuant to RCW 36.96). Michele Jaderlund,, County Auditor stated she submitted a letter to the Commissioners on January 7, 2022 notifying the commissioners that the Weed District has been in -active for over 5 years, pursuant to RCW 36.96. Commissioner Carter asked about the building/rent. Allen Evenson discussed rent due and that he had received reimbursement for his mailings. Discussion ensued about any property that may be left in the building that was being rented. The Noxious Weed Control Board is anticipated to absorb the district duties. A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the public comment portion of the hearing. The motion passed unanimously. (Ordinance No. 22 -072 -CC) 3:30 p.m. -3:45 p.m. Open Record Public Hearing, Ordinance Amending Ch. 11.34 of the GCC titled Operation of Golf Carts to allow Golf Cart usage on Blue Lake and Moore Roads The Commissioners held an Open Record Public Hearing to consider an Ordinance amending Ch. 11.34 of the Grant County Code titled "Operation of Golf Carts"; specifically to add Moore Road and Blue Lake Roads and will include the County maintained roads contained within the Moores Blue Lake Tracts Long Plat, Blue Lake Summer Homes, Brittains Blue Lake and all of Moore Road. Sam Dart, Assistant Public Works Director gave a brief synopsis of the request.
