The SIP Committee met Friday, July 30th and reviewed 3 project applications. Committee members
present for the meeting were Corinne Isaak, Curt Morris, Scott Hunter, Tony Massa and Brant Mayo.
Absent was Cathy Potter
SIP #2021-05: Grant County Public Hospital District #4, (requested $250,000 grant)
Phase 1 Capital Improvement Plan —Emergency Generator Expansion
Applicant: GC Hospital District #4 — McKay Healthcare and Rehabilitation Center
Recommendation: The committee voted to recommend a $208,000 grant for McKay Healthcare
regarding their need for improvements and expanded capacity of its emergency generators. This project
will allow for retaining current jobs and expansion of facility to create future jobs in Grant County. This
project is urgently needed to allow expansion of current facilities. This will help retain several jobs in
Soap Lake and the surrounding area. The committee views this as a vital step for the continued
operations for the McKay Healthcare as well as, future expansion of the facility. The committee voted to
recommend a lessor amount then requested due the previous funding of this project and available funds
for the county to disperse.
SIP #2021-06: Town of Coulee City (requested $40,000 grant)
Coulee City Campground Utility Design
Applicant: Town of Coulee City
Recommendation: The committee voted to recommend a $40,000 grant for the Town of Coulee City,
regarding their need for a study to be conducted for utility design and engineering of the campground.
This study will allow the Town of Coulee City to expand and enhance current the current campground
facilities. This project will create jobs and increase tourism in the region. The study will also allow the
Bureau of Reclamation to provide assistance in the construction of new infrastructure. The committee
views this project as an important part to increasing and upgrading the state of infrastructure for the
Town of Coulee City. The committee feels this is an extremely important project to bring addition
growth to the area.
SIP #2021-07: Grant County Port District #1 (requested $300,,000 grant)
Intermodal Yard Container Expansion
Applicant: Grant County Port District #1— Port of Quincy
Recommendation: The committee voted to recommend a $227,000 grant for the Port of Quincy,
regarding their need for expansion of the intermodal container yard. Theis project will continue the
expansion of the intermodal container yard for the benefit of current local shippers by allowing the
intermodal yard to have a designed areas for the unlading/loading and storing of containers filled with
dry goods. This directly ties to the Port's economic development goal to strongly support the expansion
and increased production of existing employers. With an expanded area for dry goods, it will attract new
warehousing -related businesses, which means additional local workforce needed. The committee views
this project as an important part to increasing and upgrading the state of infrastructure for the Port of
Quincy. The committee recommend a lessor amount then requested due to the available funds for the
county to disperse.
In summary the committee recommends the following funding:
• #2021-05: GC Hospital District #4: Recommend $208.,000 grant
• #2021-06: Town of Coulee City: Recommend $40,000 grant
• #2021-07: GC Port District #1: Recommend $227,.000 grant
These recommendations were given a motion by Corrine Isaak and seconded by Scott Hunter. The
remaining committee voted in unanimous favor of recommendation.
