In attendance were Commissioners Carter, Stone and Jones, Suzi Fode, New Hope Director, and Kirk Eslinger, Human Resources Director. Commissioner Carter closed the session at 9:12 a.m. Pursuant to RCW 42.30.110(1)(8) Commissioner Carter called an Executive Session to order at 9:39 a.m. to go until 9:54 a.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Carter, Stone and Jones, and Kirk Eslinger, Human Resources Director. Item 9 was denied, and item 13 was withdrawn. The motion passed unanimously. Page 3 of 7 y Grant County Commissioners Minutes Week September 6, 2021 AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $577,144.64) 2. Budget extension request for the following funds: (Approved, the public hearing was set for October 19, 2021 at 3:00 p.m.) • Affordable Housing, fund 129 - $31.,000. We anticipate receiving more revenue from recordings than we initially budgeted. • Homeless Housing, fund 130 - $325,.000. We anticipate receiving more revenue from recordings than we initially budgeted. • Affordable and Supportive Housing, Fund 141- $80.,000. We anticipate receiving more revenue from tax credits than we originally budgeted. • ERP Reserve, fund 312 - $1,000,000.00 for the purchase of the County's new ERP system. If this budget extension is approved, I am also requesting to transfer the $1,000,000.00 from Current Expense Fund 001 to the ERP Reserve Fund 312. • ERP Reserve, fund 312 - $9,000. The ERP Reserve Fund was established as an interest- bearing fund, but we did not include projected interest earnings in the initial budget extension request. This is the additional revenue that we anticipate receiving on the money transferred to the fund to pay for the ERP system. COMMISSIONERS OFFICE 3. Commissioners Office and Public Defense Vouchers for approval. (Approved) 4. Commissioners April 12, 19 and 26, 2021 Minutes for approval. (Approved) 5. Resolution No. 21 -093 -CC authorizing execution of Interlocal Cooperation Agreement between Grant County and Grant County Fire District No. 10, for the Fire District to utilize County fueling stations. The agreement was executed on July 14, 2020. (Approved) 6. Resolution No. 21 -094 -CC authorizing execution of Intergovernmental Cooperation Agreement between Grant County and Grant County Conservation District for the Voluntary Stewardship Program. The agreement was executed on June 22, 2021. (Approved) 7. Resolution No. 21 -095 -CC authorizing execution of Interlocal Cooperation Agreement between Grant County and Whitman County to provide labor, equipment, material, service or other goods to the other county. The agreement was executed on December 22, 2020. (Approved) 8. Resolution No. 21 -096 -CC authorizing execution of Interagency Agreement between Grant County Juvenile Court and North East WA Educational Service District 101 to provide educational instruction to court involved youth attending the Success through Academic Connections (SAC) Day Reporting School's Virtual Program. The agreement was executed on December 22, 2020. (Approved) 9. Recommendations from the Strategic Infrastructure Program (SIP) Committee for funding the following project requests: (Denied, these entities will bring these projects to their city or town) • SIP #2021-05: Grant County Public Hospital District #4/ McKay Healthcare and Rehabilitation Center, requested $250,000 grant, Phase 1 Capital Improvement Plan —Emergency Generator Expansion. The committee recommends a $208,000 grant. Page 4 of 7 Grant County Commissioners Minutes Week September 6, 2021 • SIP #2021-06: Town of Coulee City, requested $40,000 grant, Coulee City Campground Utility Design. The committee recommends a $40,000 grant. • SIP #2021-07: Grant County Port District #1/Port of Quincy, requested $300,000 grant, Intermodal Yard Container Expansion. The committee recommends a $227,000 grant. 10. Recommendation to release approved funds (Installment #2) for Strategic Infrastructure Program - SIP #2021-01 Grant County Hospital #4 — McKay Healthcare, McKay Phase 1 Capital Improvement Plan in the amount of $6,359.72. (Approved) 11. Request from the Town of Coulee City for an extension on their Strategic Infrastructure Program grant SIP No. 2020-02— Coulee City Rodeo Ground Improvements project from August 18, 2021 to December 31, 2022. (Approved) FACILITIES AND MAINTENANCE 12. Request to award the bid for the Fence Replacement project at the Health District in Moses Lake to Cortez Fencing in the amount of $4,341.42 (including tax). This was approved in their 2021 Capital Expenditures budget using REET 1 funds for the amount of $4,200.00. The balance of $141.42 will be absorbed in their budget. (Approved) FAIRGROUNDS 13. Heldfrom the August 31, 2021 Consent Agenda: Request to limit the age of RV's camping at the Grant County Fairgrounds, to no RV's older than a 2001. This will be effective immediately but not apply to Fair. (Withdrawn) 14. Request authorization to submit a grant application to the Washington State Department of Agriculture (WSDA) for a health and safety matching funds grant. WSDA would provide $250,,000.00 and the county must match that amount, if approved. (Approved) GRANT INTEGRATED SERVICES 15. Request for out of state travel for Bernadette Crawford to attend the 311t annual National Leadership Forum from January 31, - February 3, 2022 in National Harbor,. MD. (Approved) 16. Request for out of state travel for Bernadette Crawford to attend the Technology of Participation training from October 19 — 20, 2021 in Phoenix, AZ. (Approved) JUVENILE COURT AND MOUTH SERVICES 17. Interagency Agreement IAA22132 between the Washington State Administrative Office of the Courts and Grant County Juvenile Court for the Support of the CASA/Volunteer Guardian Ad Litem program to increase the number of children served by court-appointed special advocates (CASAs)/volunteer guardians ad litem as defined by RCW 13.34.030(11) in dependency matters or to reduce the average caseload of volunteers. Term is July 1, 2021 through June 30, 2022. (Approved, Resolution No. 21 -097 -CC) Page 5 of 7 Grant County Commissioners Minutes Week September 6, 2021 PUBLIC DEFENSE 18. Pursuant to RCW 27.24.040, submittal of the 2020 Annual Report which includes the Law Library Inventory List, Detailed Trail Balance, and Treasurer Report (schedule of cash activity) for the Grant County Law Library. (Approved) PLIRLIC WORKS 19. Request to purchase (1) 2022 Chevrolet Silverado from Bud Clary Chevrolet in the amount of $40,620.73 including taxes from Department of Enterprise Services contract # 05916. Purchases will be delivered and invoiced as part of the 2022 Equipment Expense Program. (Approved) 20. Request to purchase (1) 2022 Ford F-350 from Bud Clary Ford Hyundai in the amount of $52.,821.70 including taxes from Department of Enterprise Services contract # 05916. Purchases will be delivered and invoiced as part of the 2022 Equipment Expense Program. (Approved) 3:00 p.m. — 3:15 p.m. Open Record Public Hearing, Ordinance No. 21 -080 -CC. adoption for a moratorium on Wind/Solar projects The Commissioners held an Open Record Public Hearing as required in RCW 36.70A.390 to accept public comments on the Wind and Solar Development Moratorium enacted on August 3, 2021 through Ordinance No. 21 -080 -CC. ; Damien Hooper, Director of Development Services stated that on August 3, 2021 the commissioners adopted Ordinance No. 21 -080 -CC that requires a public hearing to be held within 6 months after adoption. Mary Gilman, Schorzman Family LLC spoke in favor of having wind/solar farms in Grant County. Curt Morris, Port District #1/Port of Quincy, spoke in favor of wind/solar farms. A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the public comment portion of the hearing. The motion passed unanimously. No further motion was necessary as the Ordinance was already passed. 3:15 p.m. — 3:30 p.m. Open Record Public Hearing, Ordinance creating Ch: 6.50 of the Grant County Code titled "Tear Gas" The Commissioners held an Open Record Public Hearing to consider an Ordinance adding new Chapter 6.50 to title 6 of the Grant County Code titled "Tear Gas" and delegating executive authority created by ESHB 1054, passed April 23, 2021 regarding use of tear gas. Commissioner Carter stated that the reason for this ordinance is to pass on the delegation regarding use of tear gas from the Legislative Authority to the Sheriff. Page 6 of 7 Grant County Commissioners Minutes Week September 6, 2021 A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the public comment portion of the hearing. The motion passed unanimously. A motion was made by Commissioner Stone, seconded by Commissioner Jones to approve the ordinance as presented. Commissioner Stone then asked for clarification on the House Bill regarding hostages and barricade situations. Sheriff Jones stated this is a less lethal option. The motion passed unanimously. (Ordinance No. 21 -098 -CC) 3:30 p.m. — 4:00 p.m. T Gaines, Central Services Update (Anticipate Executive Session) Pursuant to RCW 42.30.110(1)(b) Commissioner Carter called an Executive Session to order at 3:33 p.m. to go until 3:55 p.m. regarding Real Estate Acquisition. In attendance were Commissioners Carter, Stone and Jones, Tom Gaines, Central Services Director, Tom Jones and Ryan Rectenwald, Sheriff's Office, and Damien Hooper and Tyler Lawrence, Development Services.
