Pursuant to RCW 42.30.140(4)(a) Commissioner Carter called an Executive Session to order at
9:01 a.m. to go until 9:16 a.m. regarding negotiations. In attendance were Commissioners
Carter (Webex), Stone and Jones, and Kirk Eslinger, Human Resources Director. The session was
then continued to 9:27 a.m. Commissioner Carter closed the session at 9:27 a.m.

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1
through 24 on the agenda as presented, but amending item 16 to remove the Health District soffit
replacement. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of
$93,984.50, $53,,936.95 and $697,,966.38)
2. Request to establish a new fund ##192 titled AOC — Blake Decision, to track the Interagency
reimbursement Agreement IAA22169 payments for extraordinary expense reimbursements and
LFO reimbursements under the State v. Blake decision. (Approved, Resolution No. 21 -101 -CC)

3. Commissioners Office and Public Defense Vouchers for approval. (Approved)
4. Request authorization for the release of Strategic Infrastructure Program funding to the Port of
Warden/Port District No. 8, SIP Project #2021-04 for their Phase 2 Road and Road Infrastructure
Expansion project -Road Design and Engineering Portion, first installment in the amount of
$23.,500.00 grant. (Approved)
5. Reimbursement request #2 from the Housing Authority of Grant County on the Washington
State Department of Commerce Consolidated Homeless Grant No. 22-46108-10 in the amount
of $32.,394.63. (Approved)

7. Agreement amending Washington State Department of Commerce Community Services and
Housing Division, Housing Assistance Unit, Emergency Solutions Grant (ESG) subrecipient
agreement between Grant County and the City of Moses Lake signed the 16th day of November
2020. Contract No. 20-4613C-100 is being extended to September 30, 2022 and the amount is
being decreased by $185,460.63 to a new total of $1,,273.,307.37. (Approved)
8. Housing Assistance Unit, Community Services and Housing Division, Shelter Program Grant Sub
Recipient Agreement with the City of Moses Lake for the Washington State Department of
Commerce Grant No. 21-4610C-104. Term is August 1, 2021 through June 30, 2023 in the.
amount of $185,461.00. (Approved)
9. Reimbursement Request #5 on Washington State Department of Commerce Emergency
Solutions Grant (ESG) #20-4613C-100, administered through the Housing Authority, in the
amount of $3,,725.08. (Approved)
10. Request #5 from the Housing Authority of Grant County on their Washington State Department
of Commerce Treasury Rent Assistance Program (TRAP) Grant Contract No. 21-4616C-108 in the
amount of $428,709.45. (Approved)
11. Reimbursement #121 Request #4 from HopeSource on their Washington State Department of
Commerce Treasury Rent Assistance Program (TRAP) Grant Conti act No. 21-4616C-108 in the
amount of $47,081.12. (Approved)
12. Reimbursement #11, request #11 (August expenses) from HopeSource in the amount of
$12.,404..00 on the Washington State Department of Commerce Shelter Program Grant No.. 21-

CENTRAL SERVICE
1.3. Budget extension request in the amount of $281,300.00 for the MUSCQ lighting. project
(126.168). Previous extension request approved by Board in 2020. Funds.were put into the
General Fund but were not carried into the Central Services 2021 budget. (Approved, the public
hearing was set for October 26, 2021 at 3:00 p.m.) • . ,
FACILITIES AND MAINTENANCE
14. Contract with Cortez Fencing LLC in the amount of $4,341.42 for the fence replacement project
at the Health District facility in Moses Lake. (Approved)
15. Contract with Stan's Construction and Son LLC in the amount of $129,,722.28 for the removal
and replacement of the soffit on the Health District and Youth Services buildings in Moses Lake
(FM2111 and FM2112). (Approved with the amendment that the Health District office will not
be completed per this contract as it was completed earlier this year in a different project.

October 1, 2021 and an update to regulatory language. (Approved)
19. Request for out of state travel for Kayla Isaacson to attend Technology of Participation .training

20. Request for out of state travel for Megan Watson to attend Technology of Participation training

The Commissioners held an Open Record Public Hearing to declare surplus certain county -
owned property surplus and ordering the sale thereof.

John Spiess gave a brief description of the property being surplus'd.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Stone, seconded by Commissioner Jones to approve the surplus as presented.
The motion passed unanimously. (Resolution No. 21 -104 -CC)
3:10 p.m. — 3:20 p.m. Open Record Public Hearing, Sheriff's Office Budget Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension request
from the Sheriff's Office in the amount of $332.,000.00 to receive a Paul Lauzier Charitable
Foundation Grant to purchase new mobile radios for their vehicles.
Ryan Rectenwald, Undersheriff, described their request stating this is a reimbursable grant and
they will spend all of the funds in 2021 and will receive yearly reimbursements of approx.
$110,000 for 3 years.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously.. A motion was made
by Commissioner Jones, seconded by Commissioner Stone to approve the budget extension as
presented. The motion passed unanimously. (Resolution No. 21 -105 -CC)
