The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.

• Crystal Burns gave an update on Drug Court. They have aconference/training in Nashville.

A motion was made by Commissioner Jones, seconded by Commissioner Carter, to approve the nine (9)
Grant Reimbursement Requests listed below, but amending item 9 to a new amount of $4.,027.44. The
motion passed unanimously.
1. Reimbursement request #9 from the Housing Authority of Grant County on the Department of
Commerce Eviction Rent Assistance Program (E -RAP 2.0) Grant No. 21-4619C-108 in the amount
of $1.,009,,853.62.
2. Reimbursement request #12 from Housing Authority of Grant County on the Department of
Commerce Consolidated Homeless Grant (CHG) No. 22-46108-10 in the amount of $44.,789.90.

Pursuant to RCW 42.30.110(1)(g) Commissioner Stone called an Executive Session to order at
9:59 a.m. to go until 10:20 a.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones, Kirk Eslinger, Human Resources Director, and Barbara
Vasquez, Clerk of the Board. The session was continued to 10:27 a.m. Commissioner Stone
closed the session at 10:27 a.m.

• Money received for Moses Lake Algae
• Administrative costs for grants — one employee for grant oversight
• Association of Grant County Cities and Towns recommendation for Health Board — hopes the
BOCC stays with their recommendations.
• Jail behavioral health
• Animal Shelters in Grant County
• Transportation needs are being addressed within City Limits. Will be needing to work with the
County on some of the areas. North of Moses Lake Golf Course, it's a long run for services.
• Alternate route across the lake — who's the lead?

• They need an "in-house" GIS position.

Nick Tommer came to discuss the Planning Department and the recent changes of losing employees.
It took 90 days after a short plat to receive parcel numbers. This is unprecedented. It's not showing
up on the GIS site, and this concerns him. Hearings Examiner was cancelled due to lack of agenda?
Mr. Tommer had items that needed to be heard. He came today to share his concerns.
Shrubsteppe is a big concern for him as well.
• Review of Consent Agenda Items
o Theresa Adkinson from the Health District discussed H131152, that it states the members
aren't so much as to areas of the county, but what they do. They won't have a quorum
by the July meeting if the new board isn't appointed 7/12. She did not go out and
recruit.

• Solid Waste Advisory Committee (SWAG) Vacancy (JG) —must be a waste management position.
SWAC will make a recommendation for a new member.
• Intent of Tourism from County Commissioners (JG) —Wanted to keep Tourism on the BOCC
radar, does the Board want to keep it internal? Or contract out? Most of the tourism is "print"
related. Commissioner Jones would like to more digital advertising.
• ARPA Grant Funding Discussion (DS)
• Animal Outreach — Meeting 7/18, they are requesting additional funding totally approximately
$100k.
• Event near Quincy requiring permitting. It was determined that it is not legally permitted.

Pursuant to RCW 42.30.110(1)(8) -lob Applicant/Evaluation and RCW 42.30.140(4)(a) —
Negotiations, Commissioner Stone called an Executive Session to order at 2:48 p.m. to go until
3:15 p.m. In attendance were Commissioners Carter, Stone and Jones, Kirk Eslinger and
Decorah Anderson, Human Resources, Kim Allen, Clerk, and Barbara Vasquez, Clerk of the
Board. The session was continued to 3:25 p.m., then 3:35 p.m. then 3:45 p.m. Commissioner

Unpaid self -pay insurance premiums for Philumina Johanni and Sean Mathwig —the
Commissioners voted to forgive the debt.
Personnel Action Request (PAR) for the salary, wage and/or position change for Andrew Booth
and Timothy Massey, Public Works; and Ryan Rectenwald, Sheriff.
Request from Renew to start an employee at a bank higher than a Step 1: Lanny Abundiz as
Crisis Intervention Specialist.

• Budget Amendment /Extension to add new positions for mental therapists at all locations.
• Approval for Team Building Day —August 26t", Crisis would remain open. He would like to
take staff out of the office. This will be reviewed and possibly held on two -half days.
• 7/5/22 — Warnick/Dent did a walk through because of a complaint they received. They
weren't aware that the facility was closed a while back.

• Technology Services — request from Development Services for the ability to accept permits via
email.

• Fencing at Health District — Ivy Street complex. Grant County portion is approx. $8,500.00
11:30 a.m. —12:00 a.m. Meeting between Grant County and Quincy Valley Medical
Center/Hospital District No. 2 re: Registered Warrant Cap
• In attendance are: Glenda Bishop, Tom Richardson — Information Systems/Revenue Cycle: This
position provides a daily snapshot of their revenue; Christina Marroquin - Accountant; Randy
Zolman — Chair of the Hospital Board.
• In 2021, the BOCC decided to reduce their registered warrant level by $500k each year. The
Treasurer wants to "get out of the registered warrant business".
• Critical Access Hospital — Medicade only pays "cost". If they feel they have overpaid you, you
have to write them a check within 15 days.
• A new building is urgently needed. Staff is looking for other ways to fund hospital needs.
Lauzier Foundation recently funded a Wound Clinic.
• QVMC would appreciate keeping the registered warrant level as a safety net.

Pursuant to RCW 42.30.110(1)(i) Commissioner Stone called an Executive Session to order at 1:02
p.m. to go until 1:08 p.m. regarding Litigation. In attendance were Commissioners Carter and Stone,
Sam Dart and Sam Castro, Public Works, Rebekah Kaylor, Prosecuting Attorney's office, and Barbara
J. Vasquez, Clerk of the Board. Commissioner Stone closed the session at 1:08 p.m.
• Public Works employee Greg Stevens came in to discuss an incident that occurred and how he
appreciated the efforts of the Public Works Leadership and the counseling services provided. It
has brought together the staff and has made a difference. It's the little things that are done that
made the biggest difference. Recommends leadership stop by more often to check in.
Recommends the county instilling a "floater" position.

This is for the MUSCO Lighting project at the fairgrounds that was approved in the Capital
Budget 132.178. (The public hearing was scheduled for August 2, 2022 at 3:20 p.m.)
7. Contract with Graehm Wallace of PerkinsCoie for the retainage of legal services specific to
construction law, contracts, and public works projects valued at over ten million dollars. This
contract helps the County achieve a designation allowing the General Contractor/Construction
Manager (at risk) delivery process for large public works projects so the county can use an
alternative procurement method, received from the Capital Projects Advisory Review Board
(CPARB).
• Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent
Agenda. These items will be acted upon together)
o Walk-on item: Request for change to county mileage reimbursement rate. The General
Services Administration (GSA) rates were increased from $0.585 per mile to $0.625 per
mile. The recommendation is to increase county rate to match GSA. A motion was
made by Commissioner Carter, seconded by Commissioner Jones, to approve the
walk-on item as presented. The motion passed unanimously.

3:00 p.m. — 4:00 p.m. Bond Resolution Adoption — Grant County Washington, Limited Tax
General Obligation Bonds, 2022 for the new Grant County Jail
In attendance: Scott Mdannet, K&L Gates LLP, Jim Nelson, DA Davidson (Webex), Tom Gaines,
Central Services Director. This is a "delegation" resolution, which is the frameworks for the
bond approval as follows:
Resolution of the Board of County Commissioners of Grant County, Washington,
authorizing the issuance and sale of limited tax general obligation bonds of the County
in the aggregate principal amount of NOT TO EXCEED $90,000,000 TO FINANCE
construction and equipping of a new jail facility AND other capital IMPROVEMENTS TO
facilities OF THE COUNTY; providing for the annual levy of taxes to pay the principal of
and interest on the bonds; and delegating certain authority to the county TREASURER in
connection with the sale.
The revenue stream is Law and Justice Sales Tax only.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve
Resolution No. 22 -070 -CC as presented. The motion passed unanimously.

WEDNESDAY, JULY 13, 2022
The session was continued to 8:30 a.m. with all Commissioners in attendance.
8:30 a.m. —10:00 a.m. Briefing of Candidates on New Jail
Candidates for the Sheriff and Commissioner election came in fora briefing from Tom Gaines, Central
Services Director, on the new jail project.
Sheriff staff discussed the constant need to triage mental and medical issues; corrections staff are not
trained to handle this. There are usually 1-3 days waiting in jail until the offender has court. 60-65% of
the inmates are diagnosed with mental health issues. Currently there is 1 nurse for 168 inmates. They
hope to contract with more medical professionals. When an individual goes to jail that has state issued
medical insurance, they lose that benefit upon incarceration. Renew stated that state jail systems have
better services than county jail facilities. They currently contract with Catholic Charities for assistance
with counseling.
