Consent Agenda — (Items 1 through 27) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is

AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made. available to the Board.
2. Cash transfer request in the amount of $500,000.00 from the Healthcare Reserve Fund #525.000
to Interfund Benefits #505.184 due to the increase in claims.

12. Budget extension request in the amount of $500,,000.00 to Economic Enhancement Strategic
Infrastructure Program fund #113.155 for SIP #2022-02 Hospital District No. 4, McKay
Healthcare, Phase 1 Capital Improvement Plan — Emergency generator Expansion project.
13. Reimbursement #30, request #19 from City of Moses Lake on the Department of Commerce
Emergency Solutions Grant (ESG) No. 20-4613C-100 in the amount of $16.,694.65.
14. Thank you for your service letter to Dick Pulis for his years of service on the Board of
Equalization.
15. Letter of appointment to Teresa Crawford for the Health and Wellness Committee as the

Authorization Form. Term is July 1, 2022 through August 15, 2023.
17. Request from the Ephrata Chamber of Commerce to use county property to hold their Car Show
on July 16, 2022 using County Parking Lot F and power. If approved, contract will be signed.
18. Grant County Title Company Closing Agreement and Escrow Instructions No. 23587 for the
purchase and sale transaction of property being purchased from the Moses Lake School District
located on N Paxson Drive in 516, T 19N, R 28 E WM (Parcel No. 170613002) for the amount of
$1,202,711.03.
19. Reimbursement request from HopeSource on the Department of Commerce Shelter Program
Grant (SPG) No. 21-4610C-104 in the amount of $29,.607.00.

PUBLIC WORKS
22. After a petition was received and reviewed, recommendation to not approve the petition to
reduce the speed limit on Potato Hill Road to allow Wheeled All -terrain Vehicles (WAN) unless
Sand Dunes Road is included.
23. Request to the County Road Department for Reimbursable Work for the Town of Coulee City for
the purchase of gravel in the amount not to exceed $1,.500.00.
SHERIFF'S OFFICE
24. Request to purchase a 2018 Dodge Caravan in the amount of $11,800.00 from the Washington
State Department of Enterprise Services utilizing Fund 109.151.
25. Washington Association of Sheriffs and Police Chiefs Interagency Agreement for the Registered
Sex Offender Address Verification Program, Agreement No. RSO 2022-23 to receive grant funds
in the amount of $102,903.00. Funding cycle is 7/1/22 — 6/30/23.
TECHNOLOGY SERVICES
26. Purchase Order No. 423 to LEFTA Systems in the amount of $11.227.00 for the Annual
Subscription /Software Maintenance.
27. Purchase Order No. 424 to SmartDraw in the amount of $10,838.92 for the annual renewal of

To consider an amendment to the Capital Facilities Plan Appendices and a concurrent budget
amendment/extension to construct a new Coroner's Office. The total price is $6,000,000.00
using REET funds. Also, to purchase property located at 21 C -St SW, Ephrata for the amount of
$500,000.00 using REET funds.
