Typically, these participants are in uniforms, wearing tactical equipment, and clothing, including Kevlar vests. In an unconditioned environment, this training becomes tough, if not impossible, to properly train and perform the essential functions due to the heat. Recently the air conditioning unit on the building failed, and the Sheriffs maintenance personnel attempted to repair it but was unsuccessful. He then called a local company and was advised that the unit should be replaced due to the age and the type of refrigerant and that a successful repair would not last. I have confirmed this with the Contractor (Novak Heating and Air, located in Moses Lake, WA) and agree with his assessment. Novak provided aquote to replace the failed unit with a like unit at $17,000.99. 1 am asking the board to declare this as an emergent need providing Central Services the ability to waive competitive bidding per our procurement policy. I have highlighted the passage I believe justifies this request. The funding for this repair will come from multiple sources within the Sheriff and Corrections office. The unit is currently in stock with a 3 -day ship.
